Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Executive Director’s Office (EDO) is responsible for managing and ensuring the provision of substantive support to intergovernmental processes on gender equality and the empowerment of women at a global level. It also provides vision, strategic planning and establishes priorities, leading the senior management team, leading advocacy efforts as a global voice for women, ensuring coordination in the UN Common System, providing overall management and oversight and ensuring accountability to governance bodies.

Research and coordination initiatives included under the EDO portfolio in 2019 comprise of: 1) ensuring the development, monitoring and implementation of the priorities of the Executive Director; 2) ensure appropriate oversight on corporate planning processes, in particular the development of the Executive Director’s Annual Report to the Executive Board; 3) provide substantive and logistical support to the organization of the Senior Management Team meetings and the Executive Leadership meetings; 4) coordinate and support the planning for the Executive Director’s Office; 5) support with the EDO’s inputs to corporate evaluations and assessments.

Under the supervision of the Strategic Planning and Operations Adviser, the EDO is seeking to hire a consultant to support the planning and project management efforts mentioned above and provide additional research and coordination capacities to the office, to achieve the planned initiatives. 

Duties and Responsibilities

Under the overall supervision of the Strategic Planning Adviser, the Consultant will support the Executive Office’s strategic planning and project management efforts through research and coordination.

Summary of key functions:

Provide timely and high-quality support to the development and implementation of the Executive Director’s priorities for 2019:

  • Prepare and provide inputs to background documents, guidance notes, briefs and presentations related to the Executive Director’s priorities;
  • Liaise with all relevant focal points at UN Women HQ and the field to gather data, validate information and prepare appropriate communication products for internal use;
  • Organize meetings, take minutes and ensure appropriate follow-up actions as required;
  • Draft, review and analyse papers.

Successfully support corporate planning processes:

  • Collaborate with the Strategic Planning Unit and provide support to the coordination of the Executive Director’s Annual Report;
  • Provide inputs and develop analysis as requested;
  • Support quality assurance by senior management as needed??

Support the coordination of the Senior Management Team and the Executive Leadership Team

  • Coordinate and develop the forward agenda;
  • Timely collect background information, ensure availability of presenters, compile attendance sheet for the Chair, oversee all logistical preparations;
  • Maintain information and databases of all material to be discussed;
  • Develop templates, take minutes and draft messages as requested by supervisor.

Successfully coordinate the development and monitoring of the Executive Director’s Office Annual Work Plan:

  • Provide substantive inputs and coordinate the formulation of the executive office’s Annual Work Plan;
  • Oversee the mapping of the work plan onto Atlas;
  • Provide monitoring and evaluation capacity for the effective delivery of the Annual Work Plan;
  • Follow up on required action and outstanding issues and alert the Strategic Planning advisor regarding urgent issues to be addressed.

Timely compile and submit material to evaluation and assessments to be conducted in 2018:

  • Compile the inputs in the area of strategic planning to be included in corporate evaluations and external assessments (JIU, OIOS and other UN-wide surveys).

Provide additional support to the Executive Office:

  • Coordinate trainings and workshops that support the development of knowledge products;
  • Coordinate and organize retreats;
  • Prepare terms of reference and coordinate the hiring process of other consultants;
  • Perform other key deliverables as requested by the Strategic Planning Adviser or other EDO members under his delegation.

Deliverables:

  • Successfully support the development and monitoring of the priorities of the Executive Director throughout the year;
  • Effective support to the management of the Senior Management Team meetings;
  • Successfully coordinate the insertion of the Annual Work Plan into the Results Management System and oversee its mapping into Atlas, by Q1 in 2019;
  • Timely and quality preparation of knowledge products such as briefings, minutes, concept notes and background information for the Strategic Planning Adviser on an ongoing basis.?

  • Possesses substantive knowledge in the area of gender equality and women's empowerment, human rights and sustainable development;

Required Skills and Experience

Education and experience:

  • Master’s degree (or equivalent) in gender issues, political affairs, international relations, social sciences, communications or journalism or related fields;
  • At least 1 year of relevant work experience, including any previous internship or other volunteering experiences that demonstrate the ability to implement the deliverables of these TORs.

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of another UN working language is desirable.
