Background

UN Women, grounded in its vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace, and security.

UN Women is embarking on a Business Change Initiative that aims at reviewing and re-engineering a significant number of existing business processes in order to improve compliance including with Quadrennial Comprehensive Policy Review (QCPR), pursue with simplification and harmonization of business practices and achieve efficiency improvements.

Duties and Responsibilities

The objective of the assignment:

The procurement consultant will act as the technical support to the helpdesk for UN Women eProcurement system (in-Tend) and support the roll out phase of the e eProcurement to the regional and country offices. The consultant will also actively support General Staff in Administrative functions as well as in the following areas of work:

Responsibilities and deliverables:

  • Develop user friendly guidelines, training materials and standard operations procedures (SOPs) for each user profile;
  • Provide training and support to the different user profile functionalities (requesters, buyers, approvers, evaluation committee, PRC, vendors etc.)
  • Identify and analyze policy and operational gaps, coordinate policy work improvements and implementation of new policies aligned with the eProcurement system.
  • Support the roll out phase of the eProcurement system at HQ, regional offices and ultimately field offices; Act as the Trainer during the implementation and roll out to the regional and field offices and assist with trouble shooting.
  • The administrative functions related to the development of strategic sourcing and Long-Term Agreements (LTAs) to support effective and efficient procurement operations in field offices;
  • Interact with functional counterparts within UN Women globally at the operational level, compiling input and feedback to improve the operations of the system;
  • Support internal communications and reporting activities (related to the project) of the Procurement Section;
  • Align the individual efforts and facilitate the coordination of activities with operations, program and projects staff to support the establishment of standard practices in the execution of procurement services and processes to solidify the collaborative efforts by developing new and innovative approaches to strategic sourcing across the board.
  • Perform any other duty aimed at roll-out and implementation of the eProcurement System.

Competencies

 

  • Knowledge of procurement policy and operational practices and general administrative duties;
  • Procurement and project management skills;
  • Familiarity with database systems and analysis tools, especially ERP systems, procurement-to-pay systems is an advantage;
  • Familiarity with UN procurement;
  • Strong inter-personal skills;
  • Fluency in oral and written English is essential.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of automated procurement systems, experience in handling of web-based information management systems.
  • Ability to go beyond established procedures and practices, introduce new approaches and strategic innovations.

Required Skills and Experience

Education:

  • A Bachelor’s Degree in business administration, Computer Science, or other related field plus 3 years’ experience;
  • Procurement Certification will be a distinct advantage.

Experience:

  • Experience in working with development institutions (e.g. UN agencies, multilateral/bilateral development institutions, etc.)
  • Experience in providing help desk support, including conducting training and preparing user guides, for end users of information systems
  • Experience in implementation of procurement or internet-based procurement solutions and platforms (including ERP) would be an advantage.
  • Experience in conducting consultations with end-users and/or key stakeholders for development and enhancements of information systems would be an asset
  • Experience in specification of business cases and functional requirements for information system would be an asset
