Background

UN Women Country Office in Georgia supports the government and civil society partners in fostering women's empowerment and gender equality. UN Women focuses its activities on one overarching goal: to support the implementation at the national level of existing international commitments to advance gender equality. In support of this goal, UN Women in Georgia implements projects/programmes in the following thematic areas: Women, Peace and Security; Elimination of Violence against Women; Social and Economic Empowerment of Women;

For achieve these goals UN Women puts strong emphasis on communications and outreach activities/campaigns carried out through social media. UN Women within its programmes plan to produce various multimedia products such as short documentaries, events reports, influencer’s videos, Public service announcements, human stories, video graphics to promote UN Women’s work in Georgia and enhance public discussion and awareness on the issues related to gender equality, gender based violence and domestic violence, reduction of feminized poverty through addressing women’s social, economic, and political needs, with particular focus on IDPs, and conflict-affected and national minority women’s groups.

The multimedia products are foreseen to cover all project/programme target regions – Kakheti, Shida Qartli, Qvemo Qarti, Samtskhe-Javakheti, Imereti, Samegrelo, Racha–Lechkhumi; Zemo Svaneti (Georgia). UN Women plans to contract multimedia specialist for the following tasks:

Duties and Responsibilities

  •  Complete preparatory work for the initiation of video production;
  •  Produce short video/campaign PSAs for social media use;
  •  Produce Graphic design visuals for the videos as/if needed;
  •  Write shooting scripts, select locations, build sets, choose props, and models as needed;
  •  Sequence and edit work; write narrations and determine titles, animation, music and talent;
  •  Coordinate and schedule the use of studios and equipment;
  •  Overview the design, building and maintenance of specialized equipment;
  •  Produce videos with bilingual (Georgian/English or Russian) subtitles as required;
  •  Produce multimedia products in line with the branding and visual requirements of UN Women and HeForShe;
  •  Travel to the programme target regions for documenting video materials, interviews, events for the final
  •  multimedia product – video documentary;
  •  Work closely with the Communications Analyst during planning and production process;
  •  Maintain records and prepare reports and correspondence related to the work;
  •  Provide with the copy of the final multimedia product within the deadlines.

Deliverables:

  • Up to ten (10) PSAs with participation of influencers/role models – 35 working days; February 2019 – July 2019
  • Up to twelve (12) success story videos – 50 working days; February 2019 – December 2019;
  • Up to twelve (12) motion videos with infographics – 40 working days; February 2019 – December 2019;
  • Up to twelve (12) event videos covering various communication activities – 30 working days; November 2018 – December 2019.

Required Skills and Experience

Education

  • University degree (BA) in journalism or/and video of film production, broadcast;

Experience

  • At least seven years of experience as a journalist and video reporter in leading media outlet;
  • Proven experience of managing of multimedia projects;
  • Proven experience of producing journalistic reports and video reports on women’s rights issues in Georgia;

Language Requirements

  • Proficiency in Georgian;
  • Good knowledge of Russian.

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • University degree (BA) in journalism or/and video of film production, broadcast (max 50 points);
  •  At least seven (7) years of experience as a journalist and video reporter (max 100 points);
  • Proven experience of managing of multimedia projects (max 90 points);
  • Proven experience of producing journalistic reports and video reports on women’s rights issues in Georgia (max 90 points);
  • Proficiency in Georgian (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women Analyst in cooperation with programme managers with overall guidance of UN Women Deputy Head and Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Communications Analyst as specified below:
