Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, Peace and Security, humanitarian action and Governance. UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women empowerment. The FPIs responds to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The overall framework for UN Women’s support to Somalia is reflected in the 2017-2019 Strategic Note with the main objective to improve security for women. 

The programme specialist will support Somalia’s efforts to achieve the national development priorities on GEWE and UN Women’s Africa Strategy, The Programme specialist will manage the Political Empowerment and Leadership component of the country programme. 

Under the overall guidance of the Country Programme Manager, the Programme Specialist will be responsible for the day-to-day implementation of UN Women interventions under Governance, Leadership and Women Political participation. This will also include planning, budgeting, monitoring and reporting. He/she will also work in collaboration with programme staff in other UN Agencies, the ESA Regional Office, HQ staff and Government officials to successfully deliver the UN Women Somalia’s Strategic Note for 2017-2019.

Duties and Responsibilities

Provide programme development advisory services and develop programmes under Governance, Leadership and Political Participation:

  • Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within Governance, Leadership and Women Political Participation;
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to Governance, Leadership and Women Political participation;
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

Manage the implementation and management of the Governance, Leadership and Political Participation programme:

  • Develop the annual workplan and budget and manage their implementation;
  • Coordinate the overall Governance, Leadership and Political Participation Programme work plan development and implementation according to Strategic Note/ programme document;
  • Provide programme advisory support to the Office Management within the Governance, Leadership and Political Participation Programme;
  • Liaise with the national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Manage the technical implementation of the programme/ project; provide technical advice; ensure synergies with other teams;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Lead Project Steering Committee, project review and/or evaluation meetings;
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the Country Programme Manager and UN Women ESAR Office and other stakeholders as necessary.

Oversee technical assistance and capacity development to project / programme partners:

  • Provide overall advice and input to CO management regarding programme development and strategic direction for the effective implementation of Governance, Leadership and Women Political Participation agenda in the framework of UN Women global initiatives;
  • Provide technical advice to partners; oversee the provision of technical guidance by the team;
  • Build, manage, and expand relationships with national partners to support implementation and expansion of the Governance programme; respond to any potential problems;
  • Serve as an expert resource to partners on Governance, Leadership and Women Political Participation;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Manage the monitoring and reporting of the programme/ project:

  • Manage the process of monitoring the programme/ project implementation of activities and finances using results-based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Write office donor and UN Women reports.

Manage the people and financial resources of the Governance and Leadership programme:

  • Manage the programme budget and finalize financial reports;
  • Manage programme staff under Governance; mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Manage inter-agency coordination to achieve a coherent and aligned presence for the Governance and Leadership Programme in Somalia:

  • Provide substantive technical support to the Country Programme Manager on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Take part in country level Common Country Assessment (CCA)/ United Nations Development Assistance Framework (UNDAF) processes and similar exercises related to the RC system;
  • Prepare substantive inputs to CCA/ UNDAF and other documents, as necessary.

Lead advocacy, knowledge building and communication efforts:

  • Represent UN Women in meetings and policy dialogues on issues related to Governance and Leadership;
  • Manage advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on Governance and Leadership.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners; preferably related to Governance, Leadership and Political Participation;
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver;
  • Technical expertise and experience in programme/project design and implementation required, and experience from a gender perspective an advantage;
  • Relevant experience from a conflict setting preferred. Relevant experience from Somalia an added advantage;
  • Demonstrated ability to remain calm and professional under stress, and to strengthen capacity of staff and counterparts in multi-cultural settings;
  • Excellent communication skills required;
  • Familiarity with the UN system and knowledge of UN Women an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of Somali language is an asset.
