Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. At UN Women Headquarters (HQ), the Intergovernmental Support and Strategic Partnerships Bureau includes the Strategic Partnerships, Advocacy, Civil Society, Communications and Resource Mobilization Division (SPD).  The Strategic Partnerships Division (SPD) is responsible for proactively driving the positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals. A service centre to UN Women HQ Divisions and Field Offices, SPD is organized into functional clusters, comprising: Resource Mobilization (including Liaison Offices) and Communications and Advocacy. Given the scope and inter-relationships of SPD’s functional responsibilities, the work of SPD is highly synergistic, involving constant and direct interaction and information-sharing among team members, to provide high quality advice, services and support to UN Women.

Within the Strategic Partnerships Division, the Resource Mobilization branch:

  • maintains and enhances donor relations, to strengthen implementation of the UN Women Resource Mobilization Strategy;
  • supports compliance with obligations to donors and other partners, enhancing general institutional accountability; and
  • helps to emphasize the value of funding partnerships and donor contributions.

To carry out this work, we maintain and share comprehensive electronic documentation, and support global information availability, essential to the further growth and development of UN Women. As part of ongoing efforts to further streamline and strengthen our work on resource mobilization while addressing the needs of donors for increased engagement and visibility, the Projections and Analysis Team (PAT) of the Resource Mobilization branch focuses on data collection and organization, analysis, forecasting and synthesizing to enhance decision-making on partnerships, donor visibility and interaction, as well as knowledge management and sharing.

Under the overall guidance and supervision of the Projections and Analysis Team Lead, and in close collaboration with other members of the Resource Mobilization branch, the Partnerships Specialist will coordinate the donor intelligence research, analysis and creation of products to provide support for the implementation of UN Women's resource mobilization initiatives, advocacy, donor relations and dissemination of information.

Duties and Responsibilities

Develop and provide donor/partner contributions data to support implementation of resource mobilization strategies:

  • Develop internal and external research/analysis of donor/partner trends in funding;
  • Perform comparative funding assessment of other UN agencies, funds and programmes;
  • Conduct ad-hoc donor studies, research, and other activities to identify funding opportunities.

Develop and provide donor/partner intelligence to support institutional capacity on donor/partner relations:

  • Design, develop and update donor-specific intelligence materials (intelligence/profiles, engagement strategies, etc.) and get it cleared, working closely with respective portfolio managers;
  • Create an online repository and disseminate materials online and through other mechanisms to support partnerships with key donors, by colleagues at HQ and in the field;
  • Conduct donor mapping to support strategic thematic and programme development outreach to government partners.

Provide technical inputs in visibility and knowledge management efforts to strengthen institutional capacity on donor/partner relations:

  • Ensure data and information on public website is updated and provides necessary visibility for major and other donors, working closely with SPD/Advocacy and Communications section;
  • Develop and refine data for visibility on core contributions, together with SPD/Advocacy and Communications section;
  • Provide data and information as requested, using existing systems including but not limited to SharePoint, Leads, DAMS, RMS, and other mechanisms including those under development;
  • Develop knowledge products and mechanisms to strengthen the investment case for UN Women.

Ensure alignment and harmonization of donor information to contribute to strengthened partnerships:

  • Research and perform desk reviews of practices by other UN system offices and agencies, to inform UN Women standards/models for maintaining and strengthening partnerships;
  • Evaluate and prepare recommendations to enhance resource mobilization initiatives and activities;
  • Provide resource mobilization support to colleagues at HQ and in the field to enhance and diversify UN Women’s resource base;
  • Conduct annual surveys to assess the impact of UN Women’s donor intelligence and donor visibility materials among internal users (UN Women) and external users (donors) and use findings to inform and improve partnerships.

  • Timely research and analysis for the production of donor intelligence materials including funding trends and comparisons of donor contributions made available to support implementation of resource mobilization strategies;
  • Timely indication of funding opportunities and timely tracking of donor intelligence;
  • SPD/RM central repository of institutional information on government donors organization-wide and donor management information are managed effectively and capacity effectively enhanced;
  • Effective and efficient partnerships and donor relationships, and timely attention and response to UN Women’s partners and donors;
  • Quality communication and advocacy products which result in increased resources and a strong investment case for UN Women.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.

Experience:

  • A minimum of 5 years of experience in programme and/or project support, resource mobilization, business development and/or planning and operations in a large international and/or corporate organization;
  • Experience in gender equality and women's empowerment;
  • Experience in the UN Common System required and familiarity with Inter-governmental processes is preferable;
  • Capabilities in collating, analyzing and disseminating varied information to different audiences;
  • Experience inn donor relations and partnership building.

Languages:

  • Fluency in English (written and oral);
  • Knowledge of another UN language would be an asset.
