Background

The UN Trust Fund in Support of Actions to Eliminate Violence against Women (“UN Trust Fund”) was established by General Assembly Resolution 50/166, with UN Women as the Fund’s Administrator on behalf of the UN system. The UN Trust Fund is a leading multi-lateral grant-making mechanism providing support for governments, non-governmental organizations and UN Country Teams working to address the global pandemic of violence against women and girls. To date, the UN Trust Fund has awarded $139 million to 493 organizations in 139 countries and territories. Currently, the UN Trust Fund portfolio includes over 100 active grants. With its annual call for proposals, the UN Trust Fund receives an enormous amount of applications a year, having received 1300+ applications in response to its 2017 Call alone.

The UN Trust Fund is seeking the services for a consultant to undertake duties associated with coordinating the UN Trust Fund’s annual call for proposals and portfolio management processes, with a special focus on new grants to be awarded under the EU-UN Spotlight Initiative.

Under the EU-UN Spotlight Initiative, the UN Trust Fund will be awarding grants to civil society organizations in target countries to work on preventing and ending violence against women and girls. Reporting to the UN Trust Fund Chief and the Grants Manager, the Programme and Grants Management Coordinator will be responsible for coordinating the UN Trust Fund’s Spotlight Initiative portfolio which includes coordinating the grantmaking programme related to the Spotlight Initiative, including managing the technical review process, and coordinating relationships with national partners (grantees) and stakeholders, and the monitoring and reporting, and the finances of the portfolio.

Duties and Responsibilities

Summary of Duties and Responsibilities

1. UN Trust Fund’s 2018-19 Call for Proposals (with a special focus on the Spotlight Initiative): 

  • Providing guidance to potential grant applicants to support the completion of applications, including Concept Notes and Full-Fledged Proposals, to ensure compliance with Fund's policies and use of application technologies. 
  • During grant review, facilitating communication across various stakeholders, including the Spotlight Technical and Management Units.
  • Supporting proposal appraisal and finalization at HQ which includes sharing relevant review materials with each participant and ensuring the appraisal by external consultants and UN Women colleagues is completed within established time-frames.
  • Supporting the identification, selection and recruitment of 60-70 external consultants with various language skills and regional expertise with a specific focus on ending violence against women. A special emphasis will be placed on Spanish-speaking reviewers that have expertise on EVAW in one or more of the target Spotlight countries for Latin America.
  • Coordinating with all external experts and ensuring they complete their concept note appraisals in a timely manner.
  • Coordinating the receipt of invoices and ensuring payments are processed efficiently once deliverables have been verified and all documentation is filed on the shared drive.
  • Ensuring all documents including concept note forms, completed appraisal forms and supporting documents are filed on the shared drive.
  • Supporting the drafting and dissemination of feedback letters to shortlisted applicants, and ensuring all documentation is filed on the shared drive.
  • Preparing project summary templates of all shortlisted applicants using information provided on the concept note forms.
  • Supporting various users (grantees, applicants, UNTF and UN Women staff) with access to the Grants Management System and providing troubleshooting support as needed to finalize project documents.
  • Maintaining and updating data on UN Trust Fund applicants and grantees, providing relevant statistics and analysis.
  • Supporting the preparation of presentations and other informative packages on the UN Trust Fund call and applications for the UN inter-agency Programme Advisory Committee members; and preparing minutes of inter-agency meetings, as well as internal meetings as requested.

2. Temporary coordination of EU-UN Spotlight Initiative Portfolio for the UN Trust Fund with a focus on Latin America and Africa:

  • Gathering and compiling all information necessary for reporting on the grant-making programmes from the planning to the grant selection stages for the Spotlight Initiative;
  • Participating in UN-Women and inter-agency meetings related to the UN Trust Fund’s component of the Spotlight Initiative
  • Coordinating regular internal meetings on the EU-UN Spotlight Initiative, including documenting decisions and action points for follow-up.
  • Coordinating the review of revised project documents to ensure that the programmatic, operational and financial feedback provided to grantees has been incorporated prior to grant agreement signatures.
  • Supporting the drafting of new project cooperation agreements for new grant recipients once grants have been cleared.

3. Missions, conferences and trainings organized by the UN Trust Fund: 

  • Providing support for trainings, missions and conferences organized by the UN Trust Fund during January-June 2019 that are relevant to the UN Trust Fund Spotlight Initiative and the Grants Management Team.

4. Any other activities or deliverables assigned by the UN Trust Fund Chief.

Required Skills and Experience

Qualifications

  • Master’s degree with 5 years of experience in business or public administration, economics, political science or social sciences .
  • Experience in the use of computers applications and software packages (MS Word, Excel, etc.) and web based management systems.
  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
