The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration , organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the guidance of the HR Director, and in close coordination with the HR Business Partners (HRBP) located in HQ and the Regional Offices, the HR Specialist will provide strategic guidance on Workplace relations, Standards of conduct, Workforce Engagement and Well Being.  She/he will provide guidance and supervision of the staff training and development unit, in particular for those activities that relate to core values, leadership training, mentoring and coaching.

The Workplace Relations team is responsible for supporting the creation and maintenance of an inclusive, diverse, productive and positive work environment in UN Women in which the workforce feels engaged and part of a global UN Women community in which they can work efficiently and effectively.

Duties and Responsibilities

Manage the provision of guidance on workplace relations in close coordination with the HR Business partners:

  • Provide advisory support to management and staff on the implementation of UN Women related policies and procedures related to workplace relations;
  • Advise and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with the workplace;
  • Advise Senior Management on conflict management issues;
  • Provide advice and guidance to supervisors and staff on workforce performance concerns, grievance resolution, disciplinary action that have been escalated by HRBP;
  • Facilitate the work of external mediation and investigation bodies as appropriate, including the Ombudsman and Office of Internal Oversight Services.

Provide strategic guidance on workforce engagement and well-being and coordinate activities:

  • Develop, implement and monitor action plan 2019-2021 introducing measures to create a more inclusive and positive work environment, addressing the needs of a diverse workforce, including on disability, LGBTI, mental health and staff wellbeing;
  • Act as the Ethics focal point and liaise with the UN Ethics office, as needed;
  • Advise the HR Director and Policy Specialist on the development, modification and implementation of HR policies and procedures;
  • Represent the HR team in joint bodies and working groups related to workforce engagement and well-being, and coordinate activities, as appropriate;
  • Coordinate and report on the bi-annual global workforce survey to management, and the development and monitoring of action plans;
  • Build awareness and understanding of HR policies related to standards of conduct, diversity and inclusion through consultation and engagement across the organization;
  • Establish proactive HR information distribution channels, information sessions and workshops;
  • Update the intranet with relevant materials and e-handbooks, including a Diversity & Inclusion Page and guidance on the prevention of conflict of interest.

Provide reporting and engagement support:

  • Monitor and evaluate the impact of the workplace relation services and staff engagement in UN Women;
  • Report on workplace relations activities to management;
  • Respond to queries from and attend meetings including with the Joint Inspection Unit of the United Nations system (JIU), the Audit Advisory Committee (AAC), internal and external audits on ethics, workplace relations matters as required.

People Management:

  • Oversee the work of the workplace relations and development team;
  • Ensure supervised staff perform well, have regular performance reviews, receive mentoring and coaching support and have development opportunities;
  • Foster teamwork and communication among staff in the team, the larger HR team and across organizational boundaries.

Perform any other duties as assigned by supervisor.

Required Skills and Experience

Educaion:

  • Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Law, Organisational Development, Public Administration or other relevant social sciences.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 7 years of progressively responsible experience in human resource management, staff engagement, organizational design or related area, with at least 3 to 4 years of experience with a focus on mediation, workplace relations and workforce wellness;
  • Experience in developing and implementing HR policies on wellness, mediation and grievances;
  • Experience in developing HR manuals, policies, procedures and/or guidelines;
  • Experience in leading projects;
  • Experience working in field offices;
  • Some legal background and experience would  be an asset. 

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working language is an asset
