Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is undertaking a revision of its programmatic policies, procedures, and guidance to strengthen UN Women delivery and effectiveness in the field, and to address any gaps.

Following a “POM Review Workshop” held in July, the teams made a series of recommendations for both strengthening the existing policies and procedures and creating new ones.  The teams also conducted an overall review of the programme and project management elements of the POM and identified a number of areas where the management lifecycles needed to be added/strengthened.

The consultant will work in close collaboration with all the departments in the HQ in New York, in particular with the Programme Division units to undertake a review of the existing programme cycle and of the Project Appraisal Committees (PAC) process, as well as creating a UN Women Project cycle, as the first milestone to complete prior to the finalization of the Programme and Project part documents (Policies, Procedures and Guidance).

Duties and Responsibilities

Under the supervision of the Chief of the Programme Support Management Unit (PMSU), and in close collaboration to the PSMU Programme Manager, the expert’s work will have the following scope:

  1. Identify any gaps and document in written and with workflows the required changes in the UN Women Programme Lifecycle and in the PAC process, considering alignment of the lifecycles to the International standards in Programme Management. This will be done through internal consultation with Programme Division and other relevant parts of the house (as required).
  2. Document in written and with workflows a UN Women Project Lifecycle, considering alignment with International standards in Project management. This will be done through internal consultation with Programme Division and other relevant parts of the house (as required)

Objective:

To map, review and document in written UN Women programme and project lifecycles aligning them with the International Standards and the PAC process as part of the revision of the POM (Programme and Project part).

Implementation:

This consultancy will be implemented in following phases and through the following deliverables:

Deliverables:

  1. Document in written and with workflows the gaps identified and the required changes in the UN Women programme lifecycle and the PAC process.
  2. Document in written and with a visual workflow the proposed UN Women project lifecycle
  3. Prepare a report and a short presentation on the revised programme management lifecycle and PAC process, and the new project lifecycle.

Phase 1:  Document in written and with workflows the gaps identified and the required changes in the UN Women programme lifecycle and the PAC process [Duration estimated 15 days/Expected timeline: Mid-December 2018]

A. Consultation with the Programme Division and relevant HQ departments on the current programme management lifecycle and PAC process

B. Following the consultation, identify any gaps in the current UN Women programme management lifecycle and in the PAC process (through consultation)

C. Identify required changes to the UN women programme management lifecycle and PAC process (through consultation)

D. Alignment of the revised programme management lifecycle with the international standards in programme management (through consultation)

E. Document in written and with workflows the mapped revised programme management cycle and PAC process

Phase 2: Document in written and with a visual workflow the proposed UN Women project lifecycle and integration of PAC process into the project and programme cycles, and revision of process to align with these. [Duration estimated 10 days/Expected timeline: Mid-January 2019]

  1. Consultation with the Programme Division and relevant HQ departments on the new UN Women project management lifecycle
  2. Alignment with the international standards in project management
  3. Integration of PAC process into the project and programme cycles, and revision of process to align with these
  4. Document in written and with workflows the mapped proposed project management cycle and list any policy, procedure and guidance that might require to be developed

Phase 3: Prepare a report and a short presentation on the revised programme lifecycle and PAC process, and the new project lifecycle [Duration estimated 5 days/ Expected timeline: Mid-February 2019]

  1. Draft a short report that would include:

- comparison between the current and the new programme management lifecycle proposed

- comparison between the current PAC process and the one proposed after consultation

- The new project lifecycle

- Visual Workflows of the programme management lifecycle, PAC process and project management lifecycle

- Presentation in Power Point to present the changes and next steps in New York

Timeline:  30 days within 3-month period

Duration and duty station for the assignment   

The duration of the assignment will be 30 (thirty) days within a 3-month period. The position is home-based with regular Skype meetings with the Programme Division and DMA.

UN Travel and DSA to come to New York for the final presentation will be covered by the Programme Division.

Women will provide all necessary data and will not provide a laptop to the expert.

Fees and Schedule of Payments

The position will be remunerated based on an “all-inclusive lump-sum”. The successful candidate will receive his/her payment, based on the following tentative payment schedule:

40% of the contract amount upon completion the Phase 1

40% of the contract amount upon completion the Phase 2

20% of the contract amount upon submission of the report and presentation (Phase 3)

The Director of the Programme Division will certify the deliverables.

Required Skills and Experience

Qualifications required:

NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.

Education:

University degree in Business or Public Administration, law, economics or related field

Experience:

  • 15 years of relevant and progressively responsible management consulting experience, including substantial experience in business process design, guiding change and change management in the public sector on an international scale and analysis.
  • Working knowledge of mission-driven organizations and the UN system (experience working with UN Women would be considered an advantage);
  • Excellent ability and work experience in writing policy, procedures and guidance;
  • Experience in coordinating different units/department
  • Experience in the usage of computers and office software package (MS Word, Excel etc.)

Language:

Excellent speaking and written English, other UN languages would be an advantage.
