Background

Using an integrated suite of de-risking interventions, the Project seeks to systematically de-carbonize the existing building stock in Armenia to reduce greenhouse gas (GHG) emissions while achieving sustainable development benefits. The Project, addressing both public and residential buildings, focuses on creating a favorable market environment and a scalable business model for investment in energy efficiency retrofits by addressing market barriers. These barriers to energy efficient building renovation are addressed through a combination of policy and financial de-risking instruments and targeted financial incentives to key market players.

To address each specific risk area, the Project is structured under four components: (i) building sector monitoring, reporting and verification (MRV) and knowledge management, (ii) policy de-risking, (iii) financial de-risking, and (iv) financial incentives. By systematically targeting barriers, the Project will significantly reduce the investment risk profile of energy efficiency building retrofits to encourage private sector investment and thereby scale-up investment in energy efficiency building retrofits in Armenia.

Duties and Responsibilities

The National Expert on Public Outreach will work under the overall guidance of the Climate Change Program Coordinator and direct supervision of “De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” UNDP-GCF Project Manager. The incumbent will report to the Project Manager. More specifically the incumbent will perform the following tasks:

  • Revise and implement the public outreach strategy for the “De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” UNDP-GCF project, update the strategy when needed.
  • Assist the Project team in developing effective messages for each target group and elaborate relevant public outreach tools for delivering the messages, as well as for measurability of the campaign results.
  • Develop a program for building a positive image of the Project, ensure the proper reflection of the Project objectives and achievements in the publications and outsourced outreach activities.
  • Assist the Project team in increasing the awareness and commitment of decision makers on benefits of the energy efficiency (EE) building design and EE retrofitting, as well as EE lighting in municipal planning and on household level through development of the promotional materials.
  • Develop information to be released to the public, as needed arrange for interviews, develop articles/features for print, online and broadcast media.
  • Develop media database of all publications related to the Project activities, monitor and survey coverage in all media, including social media, provide the Project with advice and strategy to counter possible adverse coverage.
  • Organize various thematic events, including openings, presentations, and thematic events as may be revealed during the assignment period, develop Terms of References (ToRs) for outsourced services.
  • Assist the Project team in building partnership and maintaining with stakeholders: national and local authorities; local and international banking and financial institutions; design institutions; private sector; residents of multi-apartment buildings; educational establishments; mass media and other partners in order to create the enabling environment for scale-up EE building retrofits and introduction of corresponding loan schemes/products.
  • Assist in organization of workshops/seminars/conferences, including communication with media.
  • Handle content development, information dissemination and awareness raising activities through communication with mass media and social media (Facebook, LinkedIn, Tweeter, YouTube, etc) channels.
  • Develop outreach materials, press releases, newsletters, fact sheets, infographics etc.
  • Regularly update the Project’s local and regional websites (online platforms) and photo gallery with corresponding materials in cooperation with project experts.
  • Perform other task relevant duties as required. 

General outputs:

1.  Public outreach strategy for the Project is revised and followed up.

2.  Project outreach and promotion materials for targeted groups are developed and properly disseminated.

3.  Awareness raising campaigns designed and implemented through communication with mass media and social media platforms for relevant audiences.

4.  Assistance to organization of Project events is provided.

5.  Project’s online platforms are regularly updated.

 

Note: For each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.

Required Skills and Experience

Education:

  •  Advanced university degree in public administration, public relations, social media marketing or other related field.

Experience:

  • Minimum 5 years of extensive experience in communication and administration;
  • Solid experience in implementing public outreach campaigns;
  • Work experience with international/donor organizations, the relevant experience with the UNDP founded projects will be an advantage;
  • Proven experience in energy and environment related communication and outreach will be an asset.

Languages:

  • Excellent knowledge of Armenian, Russian and English, with good writing skills.

 

INDIVIDUAL CONSULTANT WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.

Note:   The financial proposal shuld be all-inclusive daily fee
