Background

The UN Women Egypt Country Office is based in Cairo, and works in the following priority areas:

Leadership and Political Participation;
Economic Empowerment;
Ending Violence Against Women;

The Ending Violence Against Women portfolio encompasses two main projects; the ‘Safe Cities for Women and Girls’ programme and the ‘Ending Violence Against Women: Survivor Centered Approach’ programme. Implemented in close collaboration with governmental and non-governmental organizations in Egypt, the former programme aims to ensure that women and girls are socially, economically and politically empowered in public spaces which are free from sexual harassment and other forms of violence against women. The latter programme aims to eliminate violence against women through the development of gender-sensitive policies and legal frameworks and capacity enhancement of service providers to ensure that they follow quality standards and protocols. Additionally, capacity development was provided to local NGOs on case management steps to address the immediate needs of women related to incidents of violence.

 

Duties and Responsibilities

Reporting to the Gender Specialist, UN WOMEN Country Office is recruiting two Programme Analysts to contribute to the effective management of UN Women’s programme on ending violence against women (EVAW).  The Program Analysts are expected to provide substantive inputs to programme design, formulation, implementation and evaluation.  They will guide and facilitate the delivery of UN Women programme’s by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develop enhancements if necessary.  They will work in close collaboration with the programme and operations team, government officials and civil society ensuring successful implementation of the EVAW portfolio.

1-Contribute technically to the development of programme strategies in the area of Ending Violence Against Women:

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

2-Provide substantive technical support to the implementation and management of the ending violence against women programme:

  • Support to the implementation of sound technical and financial project management standards, based on the POM, including project initiation, entering projects in ATLAS, support with the identification of Implementing Partners (IP), preparation of IP agreements and any required amendments, preparation of budgets and budget revisions, and coordination of project evaluations and audits, and project closure;
  • Provide technical inputs to the development of annual workplans and budgets;
  • Lead the implementation of programme activities in line with the set work plan;
  • Prepare Terms of Reference for consultants;
  • Lead the coordination of request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Maintain relationships with national partners to support implementation and expansion of programming in the area of ending violence against women;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.

3-Provide technical inputs to the monitoring and reporting of the programme:

  • Monitor progress in implementation of activities and finances using results-based management tools;
  • Provide updates on progress in implementation of activities via the Results Management System;
  • Conduct field visits to supervise, coordinate and monitor field level activities of the projects
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Contribute to the preparation of narrative and financial reports to donors;
  • Contribute to identifying and documenting good practices and lessons learned and establishing appropriate execution and monitoring mechanisms;
  • Assess project risks and develop mitigating measures to prevent or address them in a timely manner;

4. Sustaining and managing partnerships with civil society and national counterparts:

  • Support implementation process with relevant stakeholders such as the National Council for Women (NCW), Ministry for Social Solidarity (MOSS), academic institutions and NGOs.

5. Provide technical support to inter-agency coordination on EVAW to achieve coherence and alignment of UN Women programmes with other partners in the country:

  • Provide substantive technical support to the Representative and Gender Specialist on inter-agency coordination related activities by providing substantive input to UN Joint Programmes and drafting reports.

6. Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to EVAW;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Ensure compliance with donor visibility guidelines and communication of results.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is required. Additional years of experience may be considered for applicants with a Bachelor’s degree.

Experience:

  • For holders of a Master’s degree, at least 4 years (6 years for a Bachelor’s degree) of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in coordinating and liaising with national partners at policy making and/or implementation level, including government and civil society organizations in the area of women’s human rights;
  • Experience in ending violence against women programming is a significant asset;
  • Strong concept development, presentation and reporting skills;
  • Experience in the UN system, agencies and international organizations is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Language Requirenments:

  • Fluency (written and spoken) in English and Arabic required.
