Background

Due to a long period of neglect and under-investment, urban infrastructure in BiH, public and residential buildings, energy systems and utilities, waste management, and transport, are now in need of expansion and modernization. From a global environmental standpoint, this situation contributes to a steady increase in greenhouse gases (GHG) emissions, primarily associated with energy use in public facilities. Public facilities are also the largest energy users and GHG emission sources in municipalities in BiH. Modernization, upgrade and expansion of municipal buildings, infrastructure, and services in BiH will improve the quality of urban life and achieve a range of important local and global environmental and sustainable development benefits.
To achieve abovementioned, this Project strives to leverage investment for transformational shift towards low-carbon urban development (LCUD) in Bosnia and Herzegovina thereby promoting safer, cleaner, and healthier cities and reducing urban GHG emissions. To enable this transformational shift, the Project will facilitate implementation of technically and economically feasible low-carbon solutions in key urban sectors and promote their wider uptake by municipalities and private sector via a dedicated financial mechanism established within the national environmental finance framework. Under Component 2 and 3 the Project will work at the local level with relevant public authorities to help build their capacities to identify, carry out and monitor low-carbon projects in key urban GHG emitting sectors, public facilities, and utilities (Component 2) and waste management and logistics/transport (Component 3). Under Component 4, at the entity/sub-national level the Project will work with relevant public authorities to design and adopt policies and regulations to enable the scale-up low-carbon investment. In addition, national awareness raising, and an advocacy campaign will be conducted to secure public support and promote behavioral changes towards low-carbon urban living. The Project has been financed by Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.

The purpose of the position is to develop the preliminary draft Law on Air Protection of the Federation of BiH and contribute to improvement of current legislative framework on air protection/climate change of Republika Srpska through development of bylaw, rulebook or any other relevant type of document, in agreement with representatives of the Ministry for Spatial Planning, Civil Engineering and Ecology of Republika Srpska

Duties and Responsibilities

he purpose of the position is to develop the preliminary draft of the Law on Air Protection of the Federation of BiH and contribute to improvement of current legislative framework on air protection/climate change of Republika Srpska through development of bylaw, rulebook or any other relevant type of document in this field, in agreement with representatives of the Ministry for Spatial Planning, Civil Engineering and Ecology of Republika Srpska.

With regards to the preparation of preliminary draft of the Law on Air Protection of the Federation of BiH, selected national consultant will define zones and agglomerations in the field of air quality management, inclusion of climate change issues, with special attention on establishing a greenhouse gas inventory system, analyzing the availability of statistical data for inventory purposes and the need for improvement of? the statistical system with regards to data aimed to be used in inventory preparation, protection of ozone layer, surveillance and penal provisions. This activity includes the prior assessment of the impact of regulations, and organization of public hearing and public involvement during the process of preparing preliminary draft of the Law on Air Protection. The consultant will work closely and mutually with representatives of the Ministry of Environment and Tourism.

Regarding the improvement of current legislative framework on air protection/climate change of Republika Srpska, in communication with representatives of Ministry for Spatial Planning, Civil Engineering and Ecology of Republika Srpska, selected national consultant will make final decision regarding preparation of bylaw, rulebook or any other relevant type of document in field of air protection/climate change in Republika Srpska and proceed with its preparation. The consultant will work closely and mutually with representatives of the Ministry for Spatial Planning, Civil Engineering and Ecology of Republika Srpska.

It is envisaged that the level of effort for these tasks will not exceed 50 expert days including potential field visits to relevant institutions across BiH, as needed. The assignment will not require presence in the UNDP premises. The assignment will include regular consultation/clarification meetings in the UNDP Sarajevo office or premises of Federal Ministry of Environment and Tourism and Ministry for Spatial Planning, Civil Engineering and Ecology of Republika Srpska.

Required Skills and Experience

Academic Qualifications/Education

  • Masters’ degree in an appropriate subject (technical background – engineering, environmental sciences); PhD would be considered an asset.

Experience

  • At least 10 years of experience in conducting research and providing consultancy services related to institutional, legislative, and strategic frameworks of environmental sector or similar (experience from B&H preferred);
  • Proven experience in developing strategic and planning documents in field of air protection (experience from B&H preferred);
  • Experience in data collection and thorough identification of documents for at least 2 different projects in field of environment (experience from B&H preferred);
  • Experience working with multilateral organizations and the UN system preferred.

Languages Requirements

  • Knowledge of local languages and English (excellent writing, editing and communication skills) demonstrated in submitted one-page local and English segment of any relevant study/publication/written document compiled in order to assess language skills.

Financial Proposal

Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
