Background

The consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union and co-funded and implemented the by United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH). As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the LID Project has the overall objective to raise the standards of living and improve social cohesion in Bosnia and Herzegovina through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID works with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main partners in project implementation are the BiH Ministry for Human Rights and Refugees and the two entity governments. 
The purpose of the consultancy is to improve the capacities of local government staff relating to the practical use of the MS Office package, increasing their level of IT literacy. The consultancy objective is to provide expert support for two partner local governments to ensure sound operational grounds for effective operationalization of the development strategy through improved IT skills/use of MS Office package. In this regard, one local consultant (hereinafter the Consultant) will be engaged.
 

Duties and Responsibilities

Partner local governments received process-based assistance related to the operationalization and implementation of local development strategies in 2017. In order to ensure the sustainability and effectiveness of this process in the future, existing IT capacities of responsible municipal staff must be upgraded to enable them to fully harness the power of available electronic tools.
The Consultant is expected to develop and deliver a training program on MS Office with a focus on Excel and Word applications to staff from two partner local governments. The entire service will be delivered in the official languages of BiH.

The Consultant is expected to perform the following tasks:

  • Assessment of participants’ needs and capacities and training program development;
  • Training delivery;
  • Reporting.

Task 1 – Assessment of participants’ capacities and needs and training programmme development
The consultant is expected to design and administer an assessment of participants’ capacities relating to the use of MS Office package. This will be done in the form of a questionnaire to be sent to partner local governments by e-mail. This will allow the consultant to assess the current capacities of local government staff, key challenges they face and issues that arise in daily use of MS Office package relevant for their operations in particular as they relate to the process of local development strategy implementation. Based on process findings, the consultant will prepare the training programme that will address the needs of local government staff.
The training programme will outline learning objectives, content and methodology to be used, training agenda, and learning outcomes to be used for evaluation purposes. Topics to be introduced by the programme should include, at minimum, data manipulation and editing in Excel spreadsheets and Word documents. Specific topics raised in the training needs assessment should also be incorporated. The exact time allocated to each training topic will be determined based on priorities identified in the assessment.
Training materials to be developed for the training shall consist of the agenda, Power Point presentations, compilation of relevant readings, exercises, tools, and a training evaluation form. In addition, the Consultant will design entry and exit tests to establish whether the training has had an impact on the knowledge, skills and abilities of participants and a homework exercise to work on in between training modules. Also, the consultant will prepare a handbook which the participants will be able to use in their daily work.
The programme and all materials will be delivered to UNDP for final approval prior to training delivery.
The time foreseen for this task is 2 days.

Task 2 – Training delivery
The consultant is expected to deliver a training programme to 2 groups of local government staff (up to 5 participants from each municipality). The training will be organized in 2 modules with a week in between the modules. The first module will cover Excel (1 day) and the second will cover Word (1 day).
The training programme will be delivered by using an interactive learning methodology, encouraging participants to join discussions freely, especially considering the small size of the training group. The methodology should also enable practical work during training, combined with a brief (e.g. five minutes) test of entry/acquired knowledge at the beginning and end of the training to motivate proactive participant engagement throughout the training.
The training will be delivered by the consultant with support from designated UNDP Local Governance Field Officer and with logistical assistance of UNDP BiH, based on the consultant’s work plan and the agreed schedule. Any training materials will be printed out by UNDP BiH.
The Consultant will be required to organize his/her own travel arrangements to the selected training locations (Foca and Vareš).
After training delivery, an evaluation will be carried out by the consultant, covering contents and training methods applied, and presented to UNDP BiH.
The time foreseen for this task is 4 days.

Task 3 - Reporting
Upon the completion of training delivery, the Consultant will prepare a final report that will include, but will not be limited to: training goals and results achieved, number of trainees, analysis of pre-and after training knowledge, lessons learned and recommendations, training performance evaluation, FAQs sheet, etc. All data presented should be segregated by gender. The draft report should be submitted to the LID Project Team, in English language (MS Word electronic version), and the final version must take in consideration all comments received.
The time foreseen for this task is 1 day.

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina and in English.

 

Award Criteria: The consultancy will be awarded to the highest qualified applicant through the combination of technical qualifications and financial offer.

Final Evaluation
The final evaluation score will be based on Combined Scoring Method where technical evaluation will be weighted a maximum of 70% and combined with the financial offer which will be weighted a maximum of 30%.

Financial Proposal

Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).
Travel;
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Travel

  • It is envisaged there will be up to 10 field visits within BIH during the assignment, thus all envisaged travel, accommodation or any other cost related to this assignment must be included in the financial proposal.
