Background

The GFP is a United Nations (UN) platform that is designed to strengthen the provision of rule of law assistance to address and prevent violent conflict, to protect human rights and to restore justice and security for conflict-affected people. The GFP is a field-focused arrangement that enables United Nations entities, including DPKO, UNDP, UNODC, UNHCR, OHCHR, EOSG, UN Women and others, to jointly pursue shared objectives, in accordance with their mandates and capacities. GFP partners promote United Nations norms and standards, including gender mainstreaming and human rights-based approaches.

GFP coordinating platforms and working group arrangements are established both at Headquarters and in the field to increase United Nations coherence, align strategies and programs with national development plans, serve as a single entry-point for host governments, and to achieve better results drawing on the expertise of the contributing agencies. Through joint assessments, planning, and programming, the GFP arrangement has been supporting a coordinated UN approach to rule of law assistance, relying primarily on voluntary funding and striving to increase impact and results by reducing competition, leveraging expertise and encouraging innovation.

UNDP/BPPS RoLJSHR co-leads the GFP with DPKO/OROLSI Justice and Corrections Service and the DPKO/OROLSI Police Division. Under the direct supervision of the UNDP Team Leader for RoLJSHR, the contractor will form junior part of the GFP Core Team that supports GFP management and operations for the advancement of coordination and impact of rule of law programmes at country level. In particular, the contractor will work with convening and meeting functions, with a focus on management and country-specific meetings, information sharing, depository functions, logistics and reporting.

Duties and Responsibilities

Under the day to day supervision of the UNDP RoLJSHR Team leader, with contribution from the DPKO/OROLSI, Chief of the Justice and Corrections Services, the consultant , the Consultant’s allocated functions will be as follows:

Original deliverables until 14 July 2019:

  • Manage the GFP convening functions through planning, organization and follow up of all GFP meetings, including country-specific meetings with HQ and field colleagues, ASG-level meetings and bi-weekly GFP management meetings.
  • Prepare the GFP newsletter and other promotional material.
  • Report on GFP activities, developments and achievements in information materials/fact sheets to partners and member states, internal memos and higher level/SG reports.
  • Support the GFP depository function through maintaining an updated tracking mechanism of all GFP-supported interventions and related materials, such as outcome documents, plans and programme documents, and an updated list of all relevant focal points in GFP entities within each country and area.
  • Provide country-specific support, including by sharing knowledge and guidance materials, preparing and supporting GFP missions, exploring and maintaining contacts with expert rosters and capacities of UN entities, supporting expert field deployments.
  • Plan, organize and implement GFP workshops and training programmes, both at New York and regional/national levels.
  • Collect and disseminate guidance and policy tools from the UN system on rule of law, human rights and associated topics.
  • Support partnerships with UN entities, member states, NGOs, think-tanks and academic institutions involved in the rule of law.
  • Coordinate outreach with all stakeholders, including through organizing member state briefings and events.
  • Plan, organize and implement GFP retreats, workshops and training programmes, both at New York and regional/national levels.
  • Support the interoperability working group and develop best practices in consultation with managers and GFP core team colleagues.
  • Performs other tasks as necessary to coordinate and improve GFP support and delivery.

Expected outputs:

  • Contribute to successful delivery of GFP support to UN leadership, member states, country-specific management teams, field missions and others.
  • Regular country-specific meetings held with clear agendas and follow up.
  • A well-managed and updated list of activities and achievements of the GFP.
  • An updated organized contact list of GFP contact/focal points in HQ and field settings.

Required Skills and Experience

Academic qualifications:

  • At least Master’s degree/advanced University degree in political science, law, development, social sciences or other related disciplines is required.

Experience:

  • Minimum of four years’ professional work experience in a related field, including law, rule of law, human rights, governance, policy and/or programme development is required.

  • Experience in organizing workshops and events is required.

  • Experience in knowledge management is required.

  • Experience in communications and external relations is required.

  • Experience promoting membership engagement in a network setting is required.

     

    Language:

  • Fluency in written and spoken English is required;

  • Working knowledge of another UN language would be an asset

 

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;

  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and

  • A two-page methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period; and

  • Financial Proposal using template provided.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

 

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.? Applicants will be evaluated based on cumulative scoring.? When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

 

Technical evaluation - Total 70% (70 points):

  • Criteria 1. Number of years (exceeding the minimum four) of professional work experience in a related field, including rule of law, human rights developments, governance, policy and programme development; Maximum Points: 10;
  • Criteria 2. Knowledge of UN Rule of law support and the GFP specifically; Maximum Points: 15;
  • Criteria 3. Experience facilitating multi-stakeholder and consultative processes, meetings and events; Maximum Points: 15;
  • Criteria 4. Demonstrated experience in knowledge management; Maximum Points: 10; and
  • Interview: Maximum Points: 20.

 

Having reviewed applications received, UNDP will invite the top four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

 

Financial?evaluation - Total 30%?(30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

 

Institutional arrangement

The consultant will work under the guidance and direct supervision of UNDP RoLJSHR Team leader and will be responsible for the fulfilment of the deliverables as specified above.

UNDP will provide office space, and access to internet, phone and printer during the assignment.

The Consultant will be responsible for providing her/his own laptop.

 

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
