Background

In November 2018, the National Council of Justice (CNJ) and UNDP have signed a technical cooperation project focused in strengthening monitoring and oversight of the prison and socioeducational systems.

The project has as its focus developing tools and strategies targeted to optimizing the monitoring and oversight of the prison and socioeducational systems, with emphasis in an improved control and efficiency of its operation, with impact on the reduction of the over overcrowding in these systems. The project also aims at strengthening capacities of judiciary power actors that have a mandate to work with these systems and it will also develop inputs to foster the interinstitutional work and coordination between the Judiciary and Executive powers on these subjects.

To reach these objectives the project is structured in the following axis:

1. Strategy for reducing the overcrowding and optimizing the functioning of the prison system developed and implemented;

2. Strategy for managing the quantitative of adolescents in deprivation of liberty developed and implemented;

3. Inputs for the promotion of citizenship and gurantee of rights of persons in the prisional and socioeducational systems developed;

4. National dissemination of the unified eletronic system of execution (SEEU), implemented and evaluated;

5. Improving routines of implementation and knowledge management in project execution.

The project will be directly implemented by UNDP, with a strong coordination with CNJ. The project is valid until July 31st 2021 and can be extended, if necessary.

Position Specific Context

Under the overall guidance and the supervision of the Programme Analyst - Peace, the Project Manager is responsible for offering technical advisory, managing the implementation and monitoring project BRA/18/019 – Strengthening monitoring and oversight of the Prison and Socioeducational systems.

Duties and Responsibilities

In this role the Project Manager will be responsible for projects management ensuring quality and results by:

  • Providing technical support to projects implementation, guaranteeing quality, efficiency and effectiveness.
  • Managing the projects assigned to her/him on day-to-day basis;
  • Conducting planning, monitoring and evaluation activities of the project, in articulation with the Programme Analyst;

Summary of Key Functions:

Provide technical support to project, guaranteeing quality, efficiency and effectiveness in projects implementation.

  • Provides technical and management advisory and support to partners on implementation of project;
  • Develop advocacy and communications related tasks associated to the project;
  • Implement technical orientation and supervision activities in relation to the consultants hired in the project;
  • Elaboration of projects related Terms of Reference;
  • Participation in selection processes for Letters of Agreement signature, as well as undertake activities related to LoAs monitoring;
  • Participates in consultants selection panels;
  • Preparation of project revisions proposals;
  • Orientation and follow-up on project auditing issues;
  • Advises and develops strategic and operational solutions with clients that add value to UNDP projects;
  • Perform other tasks as required by the supervisor.

Manage the project on day-to-day basis

  • Articulate and follow-up, on a daily basis, with project partners and donors, to guarantee smooth implementation of project;
  • Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy;
  • Undertake performance management of project staff, including establishment of annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations;
  • Brief and consult with the programme analyst on project progress and provide information and advice as required to contribute to the Country Office initiatives;
  • Manage project budgets and ensure timely and accurate reporting, and;
  • Undertake project related ATLAS transactions.

Conducts planning, monitoring and evaluation activities of the project

  • Elaborate project work plans;
  • Elaborate project procurement plans;
  • Elaborate and implement project monitoring strategy, conducing a strong follow-up of the implementation of project activities;
  • Ensure close monitoring of all activities of the project, monitoring the progress on agreed results framework and performance indicators and prepare inputs to programme analyst in relation to projects oversight;
  • Guide development of overall monitoring and evaluation systems for the project and put mechanisms in place for proper and timely reporting to the programme analyst and the donor;
  • Organize review meetings and annual project reviews by monitoring the progress of project implementation, assessing results and identifying areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans;
  • Monitor and manage risks/issues facing the project; submit new risks/issues to the Programme Analyst for consideration and decision on possible actions if required;
  • Support to project monitoring in Atlas (inputs provided for risks log, inputs to quality assurance exercise, etc)
  • Ensure project’s procedural alignment with UNDP position, rules and regulations and mandate;
  • Preparation of project progress reports, donor reports, and participation in tripartite meetings;
  • Supports the identification and systematization of project lessons learned and good practices.

The key results will support the efficiency and effectiveness in the implementation of the projects, in accordance with UNDP policies and procedures and donor requirements.

Required Skills and Experience

Education:

University degree preferably in social sciences, international relations, law, administration, public policy or other related disciplines.

Post graduation degree (or additional 4 years of relevant experience to the post, beyond the requirement) in related disciplines.

Experience:

A minimum of 7 years of relevant, practical working experience in development related projects, preferably with hands-on experience in projects management;

Experience working with government counterparts;

Experience in the areas of Justice, Prison System, Human Rights, Public Security or related subjects will be considered as an advantage.

Language requirements:

Proficiency in Portuguese;

Working knowledge in English.

The monthly remuneration corresponds to the amount of R$ 10.750,00.
