Background

The ART Initiative – Hub for Territorial Partnerships is a UNDP’s global project that is geared at harnessing the potential of territorial partnerships through a variety of modalities, such as Decentralized Cooperation, South-South and triangular cooperation. ART is therefore an entry point for international cooperation actors interested in harmonizing their respective actions in support of national and sub-national policies for sustainable and local human development. ART aims at strengthening and expanding the existing alliance between UNDP and Decentralized Cooperation partners in support of the implementation of the Sustainable Development Goals (SDGs) at local level. ART also seeks to strengthen the potential and role of Local and Regional Governments (LRGs) as development partners and to promote the principles of development cooperation effectiveness and in support of the localization of the SDGs.

In this global panorama marked by common challenges that require partnerships and innovative and complex solutions to achieve sustainable development "without leaving no one behind", UNDP ART has partnered with many decentralized cooperation partners to jointly promote innovative initiatives that contribute to the localization of the 2030 Agenda. Therefore. over the years, the initiative has contributed to demonstrate that regional, municipal and local authorities, together with other local governance stakeholders, have a key role to play in promoting sustainable development and making the SDGs part of national and local development strategies and policies.

Moreover, ART is one of the leading organizers of the World Forum of Local Economic Development process, a multi-stakeholder open working process that promotes a global dialogue on local economic development aimed at sharing LED policies and practices for the definition of innovative partnerships and concrete initiatives on the ground. After the celebration of the last edition of the World Forum in Praia, Cabo Verde, in October 2017, the 5th world edition is foreseen to be celebrated in Cordoba, Argentina in the fall 2019.

Duties and Responsibilities

The consultant will work under the direct supervision of the UNDP ART Initiative International Coordinator and in close collaboration with the team. In particular, he/she will undertake the following duties:

- Provide overall support to the launch, implementation and monitoring of UNDP ART-Andalucía Project on localizing the SDGs in partners countries

  • Facilitate the communication among the partners involved in the project, as well as coordinate follow up the development of actions under the framework of the project.
  • Support the development and implementation of capacity building activities related to SDG localization Assist the elaboration of tools and methodologies to localize the SDGs and facilitate the exchange between Andalucía and partners countries. 
  • Elaborate communication materials and facilitate the dissemination of the activities and results of the project through various communication channels.

Deliverables:

  • Technical and operational support provided throughout the project development and related assignments completed.  
  • Training, workshops and capacity building activities adapted and organized in the selected territories, as foreseen in the project document.
  • UNDP ART-Andalucía Project promoted, and a number of partners further engaged with the project.
  • Specific communication and related materials produced, and the visibility of the project at the global level ensured:

- Provide overall support to UNDP ART Initiative in the organization of the 5th World Forum of Local Economic Development (LED), foreseen for the last quarter of 2019.

  • Provide thorough analysis and research to consolidate the engagement and further develop the linkages and cooperation of strategic actors in the 5th edition of the World Forum of LED, with particular attention to the private sector;
  • Overall support in the organization and smooth running of event and in the mobilization and participation of partners in the Forum;
  • Draft and translate invitation letters, background material, concept notes, talking points and presentations;
  • Provide support with regards to the logistical aspects of the forum, including the preparation of logistical notes and performing logistical arrangements;
  • Liaise with the host organization for the management of the World Forum of LED website and manage it for UNDP ensuring that the resources, documents, news and other relevant information on the event are available online for participants: 

Deliverables:

  • Specific materials to support the conceptualization and organization of the event produced and participation of partners in the 5th edition of the World Forum of LED facilitated;
  • Management of the World Forum of LED website facilitated, and technical support provided:

- Support UNDP ART Initiative in the conceptualization and production of written materials on the local implementation of the 2030 Agenda and its SDGs

  • Support in the conceptual elaboration and drafting of relevant documentation related to the SDGs and their implementation at the local level;
  • Provide support in the development, elaboration and facilitation of in person and online trainings on the SDG localization process;
  • Any other similar tasks as requested:

Deliverables:

  • In line with demand, materials on the Localization of the SDGs produced;
  • Support in the elaboration and drafting of relevant UNDP ART documentation provided:
  • Overall support to UNDP ART Team in developing, organizing and delivering trainings on Localizing the SDGs provided;

Required Skills and Experience

Education:

Advance degree in relevant fields, such as Political Sciences, Development Studies or International Relations.Language:

Languages:

  • Applicants must be fluent in English and Spanish. Knowledge of Portuguese and/or French is an asset.

Experience:

  • At least 2 years of progressive relevant work experience in the field of development
  • Experience in working with decentralized cooperation, local governance and local development
  • Experience in the use of computers and office software packages such as MS Word, Excel, Powerpoint, and web-based management systems
  • Work experience with UN/UNDP is an asset.

Financial Proposal:

Financial Proposal that indicates the 1) all-inclusive fixed total contract price in EURO 2) all other travel related costs to-from Brussels, 3) per-diem rates should travel be organized at the request of UNDP. The proposal shall be provided as per the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780 and needs to be sent to: procurement.be@undp.org by 13 December 2018. The proposals should be sent via email with the following subject heading: “Financial Proposal/ ART initiative- Programme Support”. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. 

Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, letter of interest and brief methodology will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • Criteria A – Relevant work experience in the field of development – max points: 30;
  • Criteria B – Concept and experience in local governance and local development – max points: 25;
  • Criteria C – Concept and experience in working with local governments and decentralized development cooperation  modalities -  max points: 25;
  • Criteria D – Methodology approach – max points: 20.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where;

p = points for the financial proposal being evaluated;

y = maximum number of points for the financial proposal;

µ = price of the lowest priced proposal;

z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
