Background

Since the adoption of the 2030 agenda, UNDP has been actively supporting its implementation, in coordination with the UN system. To this end, a series of actions aimed at assisting governments in designing their efforts to achieve the SDGs have been carried out, such as MAPS missions, advocacy and capacity building actions, the strengthening of national statistical systems and the development of quality tools for integrated policy analysis. Furthermore, UNDP, through ART, has been promoting and supporting the localization of the SDGs, ensuring that the richness of partnerships and experiences effectively contributes to UNDP’s overall corporate commitment on supporting the implementation of the SDGs. For this purpose, UNDP ART has been partnering with diverse actors, including LRGs and their associations and other UN agencies.

In this global panorama marked by common challenges that require partnerships and innovative and complex solutions to achieve sustainable development "without leaving no one behind", UNDP ART and the City of Madrid have launched the joint project “Localizing the SDGs: promoting peaceful and inclusive cities in Iberoamerica”. The main objective of the project is to promote innovative initiatives of local governance and local development that foster sustainable urban development, peaceful societies, and social and economic inclusion, while contributing to the localization of the 2030 Agenda.

In 2015, the City of Madrid adopted the 2030 Agenda, and since then, it has positioned itself among the cities most committed to the localization of the Sustainable Development Goals (SDG). Based on this commitment, in 2018, the City launched a Strategy to localize the SDGs to serve as a framework to align its public polices to the global goals.

The city’s activity to support the achievement of the SDGs goes well beyond and Madrid has promoted participatory and inclusive model of local governance in line with the 2030 Agenda. For example, an innovative open software (CONSUL), which enhances digital citizen engagement to adapt services’ provision and advance public policies’ proposals and Forums for participation for neighbors and non-profit entities to work on initiatives to improve the city from the neighborhood and districts perspective.

Building on this experience, and to ensure accountability to its citizens, in 2019, Madrid will develop its First Voluntary Review Report that will show the city progress in implementing the 2030 Agenda and how to move forward.

One of the strategic lines of the intervention of the project “Localization of the SDGs”, is the exchange of good practices and tools between the participant cities. Within this framework, UNDP is now seeking to engage a Consultant (hereinafter referred to as the service provider) to support the systematization of the experience of Madrid in its effort towards the localization of the SDG’s and contribute to share its progress through his/her participation in the development of the first Voluntary Review Report. 

The duration of the contract is three months. The selected service provider might need to undertake a very limited number of travels associated to the purpose of the work. In such a case, frequency and length of the trips will be defined according to the project needs.

The selected service provider will work in close coordination and under the overall guidance of the International Coordinator of UNDP ART and the Director of the Unit of Global Citizenship and International Cooperation for Development of the City of Madrid. Weekly online meetings and updates will be organized to facilitate the coordination.

Duties and Responsibilities

The main objective of the consultancy is to support the generation of knowledge about the process of Localization of the SDG’s carried out by the City of Madrid between 2015-2019.

This knowledge will help to:

  • Better communicate the localization of the SDG’s with local stakeholders.
  • Understand the process carried out by the City of Madrid in how a city plans and works toward the localization of the SDGs so it can inspire other cities and serve as a tool for its application in other local contexts. 
  • Raise awareness on Madrid’s international action and its role in the implementation of the Agenda 2030 at the local level.

The service provider will specifically oversee achieving the following objectives:

1. Support communication of Madrid’s Municipality Plan to localize the SDGs (Madrid 2030: a city for the people and generations) lead by the General Direction of Global Citizenship and International Action;

  • Transform the product “Madrid 2030: a city for the people and generations” to communicate Madrid’s implementation of the Agenda 2030 with citizens and local stakeholders.

2. Support the systematization of selected innovative local governance initiatives that promotes the localization of the SDGs, in particular SDG 16:

  • Promotion of local dialogues between citizens, local government, economic actors, networks and other local organizations concerning municipal issues through the Foros Locales led by the Area of Territorial Coordination and Public-Social Cooperation.

3. Contribute to the first voluntary local review of the 2030 Agenda - SDG Progress report of the City of Madrid

  • Support the development of Madrid’s voluntary review to raise awareness of Madrid’s international action to improve the impact of the institutional message among various stakeholders and the public in general

4. Facilitate the distribution of these elements within Madrid’s partner cities and the Union of Iberomerican Capital Cities (UCCI in Spanish)

  • Support the Directorate of Global Citizenship and International Action of the Madrid City Council in its international communication campaign

Expected Outputs:

The selected service provided will be assigned to deliver on the following main outputs:

  • Communication product for local stakeholders of Madrid 2030: a city for the people and generations;
  • Systemization of Madrid’s local governance experience in participatory local dialogues;
  • Contributions to Madrid’s local review of the 2030 Agenda;
  • Coordination of the design of a communication campaign to raise awareness on Madrid’s work and experience in Localization the SGDs

  • Proven excellent research, drafting and report writing skills to produce quality documents;
  • Ability to compile and analyze information from a variety of sources, conceptualize issues and synthesize it in a coherent structure;

  • Ability to structure a task in terms of analytic/investigative process and to product a well-structured output;

Required Skills and Experience

Education:

  • University degree (Masters or equivalent) in social sciences, international relations, development cooperation, etc.

Experience:

  • Having at least 3 years of demonstrated experience in communication and/or knowledge management activities
  • Experience in working with local governments and decentralized development cooperation modalities
  • Knowledge of the SDG localization concept and approach.

Language: Fluency in Spanish and English.

Financial Proposal:

Financial Proposal that indicates the 1) all-inclusive fixed total contract price expressed in currency EURO 2) all other travel related costs 3) per-diem rates should travel be organized at the request of UNDP. The proposals should be sent via email with the following subject heading: “Financial Proposal/ ART initiative – Systematization of Madrid’s SDG Localization process”. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, letter of interest and brief methodology will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • Criteria A – Relevant work experience in communication and/or knowledge management activities – max points: 30;
  • Criteria B – Knowledge of local governance and local development – max points: 25;
  • Criteria C – Experience in working with local governments and decentralized development cooperation modalities - max points: 25;
  • Criteria D – Methodology approach – max points: 20.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where;

p = points for the financial proposal being evaluated;

y = maximum number of points for the financial proposal;

µ = price of the lowest priced proposal;

z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
