Background

The United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 48 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments — through fiscal decentralization, innovative municipal finance, and structured project finance — can drive public and private funding that underpins local economic expansion and sustainable development. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a number of different SDGs.

The Local Climate Adaptive Living (LoCAL) facility of the UNCDF was designed and launched in 2011 with the aim of promoting climate change-resilient communities and local economies by establishing a standard and internationally recognized country-based mechanism to channel climate finance to local government authorities (LGAs) in LDCs and to increase local resilience, thereby contributing to the achievement of the Paris Agreement and the Sustainable Development Goals (SDGs), particularly the specific goals of poverty eradication (SDG1) and climate action (SDG13). LoCAL increases awareness and capacities to respond to climate change at the local level, integrates climate change adaptation into local governments' planning and budgeting systems, in a participatory and gender-sensitive manner, and increases the amount of finance available to local governments for climate change adaptation. Since its global scale up in 2014, LoCAL has engaged 99 local governments in 14 countries representing over 6 million people. Between 2014 and 2018, it delivered close to USD 16.5 million, with grants and technical assistance to countries totaling USD 10.9 million. During the same period, 517 climate change adaptation interventions were finalized across 11 countries using grants, with another 77 under implementation or being planned.

LoCAL focuses on the delivery of four outputs that will directly contribute to increasing local governments’ access to climate finance and building resilience to climate change:

  • Output 1 – Awareness and capacities to respond to climate change adaptation at the local level are increased;
  • Output 2 – CCA is mainstreamed into government’s planning and budgeting systems and investments are implemented in line with the PBCRG mechanism;
  • Output 3 – The PBCRG system is effectively and sustainably established in participating countries and leads to an increased amount of CCA finance available to local government and local economy;
  • Output 4 – The role of local authorities and of the PBCRGS in addressing climate change are increasingly recognized at international level, through outreach, learning and quality assurance.

LoCAL combines performance-based climate resilience grants (PBCRGs) with technical and capacity-building support. PBCRGs ensure programming and verification of climate change expenditures at the local level and offer strong incentives for general performance improvements targeting areas of importance for enhanced resilience. The PBCRG can be seen as an earmarked cross-sectoral grant with conditions attached to the use of its funding for climate change adaptation beyond business as usual. Combined with regular grant allocations, PBCRGs enable 100 per cent of the investments in climate-sensitive sectors to become climate resilient over time.

The PBCRGs consist of a financial top-up to cover the additional costs of making investments climate resilient and/or of additional investments for climate change adaptation. These grants complement regular allocations made by the central level to local governments through the respective intergovernmental fiscal transfer system. They include a set of minimum conditions, performance measures and a menu of eligible investments.

LoCAL operates in three distinct phases:

Phase I: Piloting, consists of an initial scoping analysis, followed by testing in two to four local governments. As of November 2018, The Gambia, Lesotho, Tanzania and Tuvalu are in Phase I; Ghana, Lao PDR, Mali, Mozambique and Niger are preparing to enter Phase II.

Phase II: Consolidating, takes place in 5–10 local governments in a country. It involves collecting lessons and demonstrating the mechanism’s effectiveness at a larger scale. As of November 2018, Bangladesh, Benin, Cambodia and Nepal are in Phase II.

Phase III: Scaling-up, is full national roll-out of LoCAL based on the results of the previous phases and lessons learned. LoCAL is gradually extended to all local governments, with domestic or international climate finance, and becomes the national system for channeling adaptation finance to the local level. Bhutan is in Phase III, with budget support from the European Union; Cambodia has also begun Phase III preparations.

The work of LoCAL in the field of knowledge management and communication requires the services of an editor/graphic designer with experience in the field of climate change adaptation mainstreaming and local development planning and budgeting or related areas.

Duties and Responsibilities

UNCDF would like to enter into a non-exclusive Framework Agreement, also known as Long-Term Agreement (LTA), with one individual contactor that will perform the services described below on a need-basis (call-off contract). In UNCDF, an LTA is a framework agreement between UNCDF and a qualified individual where the latter may, at any time within the duration of the LTA, be required to render the agreed services at the agreed and fixed unit prices for a minimum period of 12 months, with potential extension for up to two (2) additional years, depending on satisfactory performance of the company.

Under an LTA, UNCDF does not guarantee that any specific quantity of services shall be purchased during the term of this agreement. The LTA does not form a financial obligation or commitment from UNCDF at the time the LTA contract is signed and that such an agreement is non-exclusive.  

Where a request for service arises, UNCDF can engage the qualified individual contractor on LTA through a “call-off” of the LTA. Every call-off shall have specific tasks, scope of services and outputs to be delivered within a specific period of time. For this particular work, the call-off shall be formalized through the issuance of a Purchase Order, attaching thereto the TOR, and any other document relevant to the call-off. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for the qualified individual is committed.

The LTA shall have a cumulative ceiling amount that may accrue to the qualified individual contractor during the life span of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume.

The objective of this consultancy is to support the work of UNCDF and more specifically, LoCAL, in the field of knowledge management and communication in respect to:

Implementation of UNCDF’s branding policy to LoCAL publications and communication materials:

  • Ensure that all publications, reports and products are produced in line with UNCDF graphic guidelines;
  • Implement the graphic guidelines in all LoCAL communication products;
  • Deliver creative and innovative ideas for print, electronic, web-based and animated PPT presentations.

Design and lay-out of reports and other products:

  • Editing/quality proofreading/copywriting of documents/publications;
  • Design of reports and other communication materials for printing and electronic distribution;
  • Improve and edit art-work, photos, charts and other graphic elements;
  • Layout and design information and communication materials (banners, posters, booklets, leaflets, books, calendars, bulletins, flyers, cards);
  • Create animations for illustrative purposes such as animations, infographics, presentations and more advanced solutions.

Detailed specifications for each individual assignment will be given to the selected designer as and when the designer’s services are requested.

Expected Outputs and Deliverables

Working under the direct supervision of the LoCAL Programme Manager, the consultant will be responsible for the production of high quality knowledge and communications products and perform the following tasks:
 

  • Editing/quality proofreading/copywriting

Editing English language of the draft document
Checking for repetition and shortening of the document as needed
Extract key messages for target audience
For longer documents, prepare an executive summary
Ensure traceability of changes by using track changes
Submit to UNCDF for comments and acceptance

  • Graphic design and layout

Propose 3 options of layout templates that can be used for various publications
Revise the selected layout as discussed with UNCDF
Design and layout the publications (please see final products for a list of publications) including highlighting key messages, quotes, tables, diagrams, maps, logos, and illustrations/photos
Propose and insert quality photos illustrating LoCAL and countries where it operates
Submit to UNCDF for comments and acceptance

  • Preparation of materials for printing and website

Prepare the electronic files for the printer
Send electronic files to printer (CD or FTP)
Prepare high and low resolution electronic files for webposting
Submit all final files to UNCDF via sharepoint

  • Throughout the tasks, ensure that UN Editorial Manual and UNCDF communication guidelines and publication policy are respected.
  • Carrying out other relevant tasks as outlined in Section 3

  • Professionally edited and designed 2019, 2020, 2021, 2022 LoCAL Annual progress reports (English and French) (50 pages) including ready-to-print files and high and low resolution electronic versions for web-posting;
  • Professionally edited and designed LoCAL Final Assessment report for specific countries (English) (35 pages) including ready-to-print files and high and low resolution electronic versions for web-posting; 
  • Professionally edited and designed LoCAL News Briefs (English) (10 pages per product) including ready-to-print files and high and low resolution electronic versions for web-posting; 
  • Professionally edited and designed LoCAL Concept Notes and Proposals in final stages of submission (20 pages per product);
  • Any other professionally edited and designed LoCAL publications and communication materials;

PROVISION OF MONITORING, PROGRESS CONTROLS AND PAYMENT

  • Programme Manager;
  • Services will be delivered on an on-call basis and paid in United States Dollars upon successful completion of the assignment and acceptance of the output by UNCDF;
  • The consultancy fee will be paid per working day and shall not exceed the total number of days and months as described in Section 4 herein; 
  • The Daily fee must be “all-inclusive[1]”;
  • Payment will be made upon submission of monthly invoices, specifying the number of working days spent on each approved case, and providing documentation to support pre-approved expenses (e.g. an IC Time Sheet must be submitted by the Contractor, duly approved by the Individual Contractor’s supervisor, which shall serve as the basis for the payment of fees);
  • Payments will be authorized by the LoCAL Programme Manager.

[1] The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consummables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.

Required Skills and Experience

QUALIFICATIONS 

  • Bachelor degree in Environmental Science, Climate Change, International Development, Translation, Communication, Journalism, Philology, Literature or other related fields.

EXPERIENCE

  • At least 15 years of professional experience in the fields of editing/quality proofreading/copywriting in the field of climate change, environment, and local development;
  • At least 15 years of professional experience in the fields of graphic design and layout of high quality knowledge and communication materials in the field of climate change, environment and local development;
  • Knowledge of relevant software for production of high-quality publications, ready-to-print files and electronic versions for web-posting;
  • Strong analytical and writing skills and track record in producing relevant knowledge and communication materials for various target audiences including government counterparts, donors, United Nations organizations, and the general public;
  • Professional experience with multi-country development programmes/projects, particularly in the climate change, environmental and local development fields, is also a requirement;
  • Strong interpersonal skills and experience in organizing and facilitating the production of publications;
  • Proven ability and capacity to deliver and meet tight deadlines;
  • Past experience with UN, particularly with UNCDF, is an asset;
  • Past experience with EU-funded programmes and projects is an asset.

LANGUAGE

Written fluency in English is required. Experience in working on French publications is an asset.

EVALUATION / SELECTION PROCESS
All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Combined Scoring method – where the qualifications and competencies will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%, as follows:

Technical Criteria (CV review and sample of past work) (TC) – 70% of total evaluation – max 100 points
CV review: 60 points:

  • Fluency in English (required)
  • Professional experience in the fields of editing/quality proofreading/copywriting (15 points);
  • Professional experience in the fields of graphic design and layout of high-quality knowledge and communication materials (15 points);
  • Knowledge of relevant software for production of high-quality publications, ready-to-print files and electronic versions for web-posting (10 points);
  • Educational qualifications as defined in the ToR (5 points);
  • Professional experience with multi-country development programmes/projects (5 points);

 N.B.: only candidates who obtained at least 70% of points from the CV desk review (who will score at least 42 points) will have their sample of previous work analyzed.

Price offer – 30% of total evaluation – max 30 points
The price offer will be calculated according to the following formulae:

PO = price offer score
LowPO = Lowest price offer
Ppo = Proposed price offer
The lowest price offer will score 100.

The Final Result – FR will be given by the sum of the technical evaluation final score (TC) multiplied by the factor 0.70, with the Price Offer final score (PO) multiplied by the factor 0.30, or by the following formulae:

The proposal with the highest Final Result score will be selected.
