The Regional Office for Arab States (ROAS) and its county-level offices have a range of periodic reporting obligations to its headquarters as well as to multiple donors. The reporting deadlines are spread over the year and include regular progress updates and final donor reporting on programmes and projects. Timely submission of results-focused reports by the Regional Office, its Country Offices and Programme Presences is essential to maintain and expand partnerships with donors. Each report passes through an internal quality assurance review by the ROAS Monitoring and Reporting Specialist and the ROAS Coordination Specialist, which includes follow-up with the reporting business unit to address issues flagged in the report, followed by clearance by the Deputy Regional Director and Regional Director.

In 2019, ROAS will submit several reports according to corporate and donor timelines. To ensure that reports are submitted on time and to a high standard, ROAS seeks the services of a consultant with expertise in result-based reporting. The consultant will be responsible to edit and copy-edit the draft report and associated documents (e.g. cover letters, annexes) upon initial comprehensive technical feedback provided by ROAS to the country offices/programme presences, and to perform a final copy-edit upon receipt of updates and clarifications on the text from the relevant submitting office. The consultant will support the UN Women ROAS on a retainer basis during the course of the year.

Objective of the Assignment:

The overall objective of the consultancy is to support ROAS to prepare high quality, analytical and results-oriented UNW English reports in a timely manner. The consultant will be directly supervised by the Monitoring and Reporting Specialist and will be provided with a list of reporting obligations on a quarterly basis.

UN Women narrative reports (periodic donor reports on programme and annual reports) are prepared in accordance with corporate templates and are usually a maximum of 20 English pages in length, including cover page, acronyms, table of contents, as well as relevant annexes.

Duties and Responsibilities

  • Edit, copyedit and proofread draft regional and country English reports (including cover letter, annexes etc.) to be submitted to donors or to UN Women headquarters and others, and flag issues requiring further elaboration and or clarification by the relevant office.
  • Ensure correctness of report language (i.e. use of grammatically correct English language, spellings, politically appropriate language among others), tone and style, adhering to the UN Women style guide and results language.
  • Work with the relevant office to revise reports following amendments and clarification and to respond to feedback from the Regional Office following technical review, as necessary.
  • Submit finalized reports to the Regional Office within the indicated timeline.

Deliverables:

High-quality reports of diverse objective and format, compliant with UN Women reporting guidelines and results-based monitoring and reporting standard (with an estimate of 3- 7 days review cycle to be set on a case by case basis).

Required Skills and Experience

Education

  • Advanced University degree in Social Sciences, International Relations, Political Sciences, Gender Studies, Development Studies, Law, or related field.

Experience

  • Minimum of 5 years of progressive relevant professional work experience on proof reading and editing reports with solid understanding of RBM based reporting (within narrow timeframes of review);
  • Prior relevant work experience with UN Women or any other UN agency is an asset;
  • Knowledge and understanding of the social, cultural and political context of the Arab Region, and women’s rights situation and work in the country is an asset.

Language

  • Excellent command of written English, including analytical writing skills.

Evaluation Criteria:

The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical).

Criteria Weight Technical: 70%

The total number of points allocated for the technical qualification component is 70 points. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

  • Criteria A: Relevance of Education (10 points).
  • Criteria B: Relevance of experience in conducting similar assignment (30 points).
  • Criteria C: Quality of samples of reports provided (30 points).

Only the candidates who have attained a minimum of 49 points (70%) will be considered as a technically-qualified candidate.

Financial: Lowest Financial Proposal: 30%

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Financial proposal; Proposed inclusive daily rate;
  • Sample of previous similar work.
