Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In line with its Strategic Plan 2019-2021, UN Women Serbia is working under the impact area of achieving life free from violence for all women and girls, with particular focus on the most vulnerable groups. UN Women emphasize the prevention of VAWG through transforming negative social norms and strengthening the availability of services to women survivors of violence. UN Women Serbia partner with the government and CSOs to advocate for ending violence, increase awareness of the causes and consequences of violence, build capacity of partners and promote the need for changing norms towards advancing gender equality and women’s rights. By establishing the grounds on strengthening the capacities of professionals in protection and response to VAWG in line with the Istanbul Convention, in addition to support provided to women CSOs in enhancing legislative and policy environment on eliminating VAWG, UN Women in Serbia is promoting the zero tolerance towards VAWG policy.

Under the Project Improving Safety of Women in Serbia, funded by the Government of Norway, Serbia Office will work to ensure that women and girls in Serbia live in a society free from violence and that the Republic of Serbia apply new protection measures for women and girls from violence in family and intimate partner relations.

The project will focus on the following key results:

  • Police officers, justice actors, and MPs, have increased knowledge and skills for the introduction and implementation of the new protection measure - the bracelet for victim(s) and perpetrator(s) system;
  • The Ministry of Interior have human and organizational capacities for the implementation of the protection measure - the bracelet for victim(s) and perpetrator(s) system;
  • Women and girls from rural areas have increased awareness and access to information about measures for protection from violence and gender-based discrimination;
  • Media and journalists have improved knowledge and skills about risks of gender-stereotyping in reporting about VAWG, and femicide.

UN Women Serbia will implement the Project, in close cooperation with the Ministry of Interior, and other partner institutions and women's organizations’.

Duties and Responsibilities

Under the supervision of the Gender Specialist, the Operations Finance Assistant is responsible for providing administrative and finance support to results oriented, effective, efficient and accountable implementation of the activities and achievement of planned project results under the project.

Summary of Key Functions: 

1. Support implementation of operational strategies

  • Support full compliance of administrative activities with UN Women rules, regulations, policies and strategies
  • Provision of inputs to the Programme Office administrative business processes mapping and implementation of the internal standard operating procedures (SOPs)
  • Provision of inputs to the preparation and implementation of administrative team results-oriented work plans

2. Provision of administrative and logistical support

  • Support the office team in the organization of events, workshops, trainings. In particular: prepare invitation letters, prepare list of invitees, contact participants, ensure collection of all relevant documentation related to travel of participants, prepare all background materials for meetings and events including folders and other materials as needed
  • Assist with the collection of offers for selection of venues, services etc., in line with UN Women procurement rules. Provide support related to the logistics and organisation of travel: draft travel mission plans, travel authorizations and logistical information and sending them for pre-approval
  • Assist with obtaining security clearances for programme staff
  • Assist with the preparation of requests for offers and procurement of office supplies and day-to-day running of the office;
  • Supports the recruitment of short-term consultants in accordance with recruiting rules and regulations;
  • Drafting and compiling the requested documents for Micro-purchasing and issuing Request for quotes (RfQ) and Request for Proposals (RfP)
  • Drafting and creating payment requests for pre-approval
  • Keep records and file all documents related to logistics and procurement; Support with filing system in the office and ensure documentation as per UN Women rules and guidelines
  • Any other responsibilities as assigned by the supervisor

3. Support to project implementation

  • Provide support in day to day implementation of projects
  • Participate in meetings, training sessions, conferences and public promotion of projects
  • Assist panels composed for the recruitment of individuals or evaluations of proposals  with communication, preparation of minutes, collection and drafting of relevant contract documentation
  • Participate in external and internal meetings, including staff meetings, and prepare reports/minutes

4. Support to office maintenance and assets management

  • Maintenance of records on assets management and preparation of required reports
  • Provision of support to maintenance of premises and common services
  • Maintenance of files and records relevant to office premises and related maintenance
  • Custodian of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution

Required Skills and Experience

Education and certification:

  • Secondary Education is required. University degree in business and public administration, management, economics, finance, social sciences or related area is an asset.
  • Attendance or involvement in trainings/projects on gender equality will be considered as asset.

Experience:

  • A minimum of 5 years with high school degree or 2 years with Bachelor`s degree of relevant professional experience, preferably in international/multilateral development context
  • Experience in finance and budgeting
  • Experience in organizing events and trainings
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems
  • Prior experience with the UN and/or international organizations; experience in projects in the field of women’s empowerment will be considered an advantage

Language Requirements:

Fluency in English and Serbian both verbal and written, is required.
