Background

The Solomon Islands Government (SIG) has set the fight against corruption as one of its major priorities. SIG recognizes that the absence of transparency and accountability undermines development and sustains poverty, inhibits economic growth, drives political instability, enables the unsustainable use of natural resources, impacts the delivery of services and undermines good governance and the rule of law. Fight against corruption is part of the Government’s Policy Statement, whereby the Government commits to oversee efficient and effective conduct of oversight institutions to eradicate corruption, at all levels in the country; establish the Solomon Islands Independent Commission Against Corruption (SIICAC); and review and strengthen anti-corruption legislation and related subsidiary legislation. Integrity, transparency and accountability are also part of the Agenda 2030, and is the direct focus of two targets of the Sustainable Development Goal (SDG) 16: 1) substantially reduce corruption and bribery in all their forms and 2) develop effective, accountable and transparent institutions at all levels.  Many other targets under SDG16 are also implicitly connected to promoting integrity and effectiveness or will be impacted by the realisation of SDG16 targets.

 In link with this framework and objectives, the Solomon Islands Government and UNDP have signed a cost-sharing agreement for the Transparency and Accountability (TAP) project. The Transparency and Accountability for People of Solomon Islands (TAP) Project Initiation plan has been running since August 2017 and the objective is to produce a full-fledged project document by March 2019. The full-fledged project document should include the cost-sharing agreement with the Solomon Island Government as well as a comprehensive analysis and workplan for UNDP’s integrity activities to be used to mobilise funds.

Duties and Responsibilities

The Transparency and Accountability (TAP) Full-Fledged ProDoc Consultant will be responsible for the following tasks:

  • Prepare the mission and consultation programme by reviewing existing documents, relevant sources and suggest: list of stakeholders to be consulted (mission + international/regional partners), agenda for workshops/focus groups, 2pagers identifying the questions and rationale for the mission and consultations identifying the main information to be extracted and the overall focus for consultations as agreed with TAP team and national and regional management (1day)
  • Undertake a 5 days mission to Honiara as per agreed agenda and objectives, produce a first draft including the collected information in the format of a project document (5 pages minimum) (5days in country)
  • Using this first draft as a basis conduct regional and internal consultations (with regional partners and UNDP management and team) to refine and build on the project document. The pro-doc should be UNDP format and a minimum of 10/15 pages and include a narrative and workplan, narrative should include identification of main stakeholders and partners for the project (local, national, regional), priority areas of work and workplan should align with overall expected fund mobilisation (5days);
  • After validation of a 10 to 15 pages draft pro-doc aligning with the principles aligning in the background description, the consultant will propose a consultation format and agenda for the pro-doc, in collaboration with the Country Office management and TAP team to be conducted by the team on the ground (1day);
  • Based on the results of the consultations and debriefing with TAP and UNDP country management team, a final version of the pro-doc (around 15pages) will be produced including a) feedback from partners and stakeholders on analysis and addition or deletion of activities; b) refocus and realignment of activities if necessary; c) evolution of context and consultations around the national anti-corruption strategy. Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Social Science, Law or a sector relevant to one aspect of governance practice (economics, ICT, civic engagement…), in place of a Master’s Degree, a Bachelor degree with 7years of experience will be accepted;

Experience:

  • 10 years of experience in the governance sector either with a national or local institution or with development organisations;
  • 5 years of experience working with or advising on transparency, integrity, accountability and/or anti-corruption institutions, mechanisms, projects or initiatives;
  • Experience and understanding of global anti-corruption frameworks and stakeholders, Anti-Corruption institutions and national integrity framework, ideally with experience working with such stakeholders on anti-corruption and accountability projects in Asia-Pacific;
  • Excellent English language, drafting and facilitation skills, ideally with experience facilitating consultations and workshops on anti-corruption topics and drafting Project Documents for fund mobilisation.
