Background

This project has been designed to strengthen capacity for environmental monitoring and information management in Albania by establishing an operational environmental information management and monitoring system (EIMS). The project will address the need for an environmental monitoring system that is integrated throughout relevant government institutions and that uses international monitoring standards for indicator development, data collection, analysis, and policy-making. It will also build on existing technical and institutional capacity in Albania to align its management and monitoring efforts with global monitoring and reporting priorities. Increased capacity in this area will improve reporting to the Rio Conventions and lay the groundwork for sustainable development through better-informed environmental policy.

The project aims at:

  • Development of the EIMS to enable integration of global environment commitments into planning and monitoring processes.
  • Development and application of uniform indicators encompassing UNFCCC, CBD and CCD concerns and global environmental threats.
  • Stakeholder’s capacity for information management (collection processing) of key global environment data and utilization (interpretation and reporting) is enhanced at national and local level.

This task is in line with the project's first objective, and in accordance with law no. 10431, dated 9.6.2011 "On Environmental Protection" which establishes a system of three levels of environmental permits type A, B and C as follows:

a. type A environmental permit is mandatory for carrying out Category A activities, whose list and thresholds are set out in Annex 1 / A of the Law no. 10 448, dated 14.7.2011;

b. a type B environmental permit is mandatory for carrying out activities of category B, the list and thresholds of which are set out in Annex 1 / B of the Law no. 10 448, dated 14.7.2011;

c. a type C environmental permit is mandatory for performing Category C activities, the list and the thresholds of which are set out in Annex 1 / C of the Law no. 10 448, dated 14.7.2011;

2. The competent authorities for type A, B and C environmental permits are as follows:

a) The National Licensing Center (NLC) is the authority where the request is made and where the environmental permit type A, B and C is issued;

b) The Minister is the authority that signs the act of approval of type A and B environmental permits as they are reviewed and prepared by the National Environment Agency;

c) The National Environmental Agency is the authority that verifies the accuracy of the information provided by the operator in his application for type A and B environmental permits and giving a reasoned opinion to the Minister for granting or not of such permission, under detailed conditions, in writing, issued by NLC;

ç) The regional environmental agency is the authority that verifies the accuracy of the information provided by the operator in his application for type C environmental permit and deciding whether or not to grant this permission under detailed written conditions issued by NLC;

d) The Competent State Inspectorate is the authority that verifies the operator's compliance with the terms of the permit after it has been issued by the NLC.

Reference for this task is also made to the:

         i.            EU Directive 2008/1 / EC of the European Parliament and of the Council of 15 January 2008 "On Integrated Pollution Prevention and Control", as amended, Number CELX: 32008L0001, Official Journal of the European Union, Series L, 24, dated 29.01.2008, p. 8-29.

       ii.            Directive 2001/80 / EC of the European Parliament and of the Council of 23 October 2001 "On the limitation of emissions of certain pollutants into the air from large combustion installations", Number CELEX: 32001L0080, Official Journal of the European Union, Series L, 309, dated 27.11.2001, p. 1-21.

Duties and Responsibilities

The objectives of this task are:

  • To outline the systemic nature and drivers behind the current system of environmental permits;
  • To design a process and approach which would be inclusive of different stakeholder groups, and would address the systemic nature of challenges on environmental licensing;
  • To ensure engagement of the public in the process of designing solutions, including through crowdsourcing of technological solutions;
  • To oversee development of a range of solutions (policy, technological, participatory) which would comprehensively address the system.

Task 1: Asses the current context, including through power analysis, drivers and relationships of the current system in place and as well as mapping out the current workflow

  • Conduct field research to understand the context under which the environmental licensing take place;
  • Using system thinking tools and methods, map out actors, relationships, processes, and choking points in the system;
  • Design a systems map outlining the interconnectedness of challenges, the relationships between different parts of the system, and identify the key drivers & entry points for the design of interventions.

Task 2: Design the approach for the development of a range solutions addressing the environmental permitting system, including oversee the design of a prototype to address the problem.

  • Provide a design of the approach for addressing the systemic nature of issues.
  • Map out actors (institutional representatives, architects, technologists, citizens) to participate in collaborative workshops.
  • Provide visual designs and experiential designs for the collaborative workshops bringing together actors from different sectors, to work on solutions.
  • Support the design of workshops on frontier technologies, tailored to young technologists in Albania.
  • Support the prototyping of citizen-driven solutions to environmental licenses, including acceleration of at least one solution.
  • Draft a report summarizing the findings of the process, outlining solutions – policy, technical and responsive, and suggesting the process forward.

The international expert will have two missions of three days each to Tirana, Albania. One mission at the beginning of the assignment and the second mission for the oversight solution of a digital prototype.

Expected Deliverables and Payment Schedules:

28.02.2019-20%- Design a system map – outlining the interconnected nature of challenges

20.05.2019-40%- Design a process for the way forward, in terms of identifying the solutions in a collaborative manner and oversight solution of a digital prototype.

30.06.2019-40%- Summarizing findings and outlining a proposal to ensure a more responsive, efficient and effective environmental permits system, including a draft design of a proposal that tackles the solution.

Required Skills and Experience

Education: 

  • Bachelor’s degree in programming, design, architecture, social sciences or related fields.
  • Master’s degree in the same areas is an advantage.

Experience: 

  • At least 8 years of work in social innovation and change management field;
  • At least 2 years of experience in working with the development sector focusing on innovation in strategic vision and organizational structures;
  • At least 2 years of experience in advising senior level managers in the governments, private sector, or development on managing change and disruption across a range of geographical contexts including South Eastern Europe, Caucuses, Central Asia, Asia Pacific.

Language

  • Good knowledge of both written and spoken English

Evaluation of Applicants

  • Only those applications which are responsive and compliant will be evaluated;
  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%).
