Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is mandated by the UN Security Council to support UN system-wide coordination on women, peace and security, and to this end UN Women has been working with governments, UN partners and civil society throughout the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflicts. UN Women has worked closely, and continues to work, with a number of governments in the region to develop their national action plans on UN SCr 1325 and its subsequent resolutions. Complementing this is work with national actors to support women’s engagement in peace-making, peacekeeping, recovery and prevention of violent extremism (PVE) throughout the region.

UN Women is implementing a regional project in North Africa to build an evidence base around issues of preventing violent extremism, gender equality and masculinity across North Africa and increase awareness on gender specific issues related to violent extremism.

Reporting to the Head of the UN Women Tunisia and Libya country office and in close collaboration with the Programme Manager at the Regional Office, the Programme Analyst will support the effective management and implementation of this programme at the national level in Tunisia and Libya. S/he will guide and facilitate the delivery of the UN Women programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. She/he works in close collaboration with the programme and operations team, Government officials and civil society ensuring successful UN Women programme implementation.    

Duties and Responsibilities

Under direct supervision of the Country Representative, and in close coordination with the Project Manager at the Regional Office, the Consultant will be responsible for undertaking the following duties:

  • Lead the implementation of programme activities.
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Provide technical assistance and capacity development to project partners as needed.
  • Train partners on Results Based Management and monitor implementation.
  • Provide substantive monthly updates to the Project Manager in the Regional Office.
  • Provide substantive and result based inputs to the quarter donor reports, as well as a context situation update.
  • Provide substantive inputs to advocacy, knowledge building and communication efforts, including review of research documents.
  • Coordinate the production of knowledge products, including design, translation and printing.
  • Provide technical support to the organization of workshops at the national and regional level, in collaboration with the regional office.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in International Development Studies, Gender/Women's Studies, or any related field is required.
  • At least 1.5 years of professional experience in gender programming including on issues related to women, peace and security is required.
  • Knowledge on Security, Violent Extremism and Gender is an advantage.
  • Experience in the Arab region and/or Africa is an asset.
  • Experience with the UN is an asset.

Language Requirements:

  • Proficiency in oral and written of French and English is required.
  • Proficiency in Arabic is an asset.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70%

The total number of points allocated for the technical qualification component is 70 points. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

  • Master’s degree (or equivalent) in International Development Studies, Gender/Women's Studies, or any related field is required. (10%)
  • At least 1.5 years of experience at the national and/or international level planning academic and international development conferences and workshops. (20%)
  • Experience with different government constituencies, national institutions, CSOs, NGOs, etc is required. (10%)
  • Experience and knowledge of gender equality, Beijing +20 and CEDAW is required. (10%)
  • Experience managing budgets is required. (10%)
  • Fluency in spoken and written both French & English. (10%)

Financial: Lowest Financial Proposal: 30%:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/(Bid of the Consultant) x 30;
  • "Lowest Bid Offered" refers to the lowest price offered by offerors scoring at least 49 points in the technical evaluation.
