Background

Since 2012 approximately €14.7 Million have been provided by the European Union through the Aid Programme for the Turkish Cypriot community to implement the priorities of the Technical Committee on Cultural Heritage for the preservation of the island-wide cultural heritage in Cyprus. The European Union is the largest contributor to the work of the Technical Committee on Cultural Heritage in Cyprus. The European Union has been supporting cultural heritage projects in Cyprus since 2001.  

The new EU funded phase of the project foresees the introduction of an educational component which will increase the TCCH’s capacity to raise awareness about Cyprus’s diverse and shared cultural heritage and also better engage with students and young people. This engagement with students and young people can contribute towards building the next generation of custodians for Cyprus’s shared cultural heritage.

The activities will coalesce between four key strands:

  • Educational workshops for high school students aged 14 to 18, including site visits.
  • Visiting lectures delivered to undergraduate students, including students of architecture, design, engineering.
  • Organization of “heritage training camps” to bring together artisans and specialists in the field of cultural heritage restoration, to teach young people new restoration skills and build trust amongst young people from both communities.
  • Ad-hoc seminars on specific technical areas of interest from the TCCH for architects, designers, engineers.

Within this context, UNDP is seeking a local consultant to support the design, development and monitoring of education activities and materials.

Duties and Responsibilities

Under the overall guidance of the Senior Programme Manager/ Head of Office and the and direct supervision of the line manager, the education consultant will support the Technical Committee on Cultural Heritage and UNDP in their education activities.

In particular, the consultant will:

  • Work closely with the Technical Committee on Cultural Heritage and UNDP in designing and running the TCCH Education Programme;
  • Liaise with graphic designers for the design and production of education materials (leaflets, booklets, posters etc.)
  • Assist the Technical Committee on Cultural Heritage in coordinating with various stakeholders/ counterparts (CSOs, schools, local authorities, etc.).
  • Identify linkages with other relevant education partners and ensure inputs from them.
  • Support the organization and facilitation of meetings with different bodies in charge of education and cultural heritage upon request of the TCCH.
  • Support the planning and organization of special days for schools during the European heritage days and /or other relevant international days
  • Support the planning and organization of special visiting days for schools during the implementation of conservation projects. Liaise with teachers and technical experts (e.g. conservators) to illustrate the ongoing works to visiting students.
  • Prepare a best-practice and lessons learned documents at the end of the consultancy period.
  • Support the preparation and organization of training and on-the-job courses in cultural heritage matters for technical schools’ students and/or young professionals.
  • Liase with relevant partners as requested by the TCCH

Deliverables

The following deliverables are expected from the consultancy:

 

  • Completion of field visits to selected locations and cultural heritage sites to consult with relevant stakeholders from both communities (in at least 10 locations islandwide to be agreed with UNDP and TCCH);
  • Production of a needs assessment report outlining examples of best practices in the field of heritage education and how these can be replicated in the local context;
  • Design of workplan of activities including recommendations for at least 8 educational activities to be carried out with high school or university students.
  • Coordinate the implementation of the educational activities approved by the TCCH (at least 4 educational activities to be carried out with high school or university students).
  • Design of an on-the-job training module to encourage technical students/young professional interest in heritage conservation work skills.
  • Coordinate the organization of “training camps” to bring together artisans and specialists in the field of cultural heritage restoration, to teach young people new restoration skills and build trust amongst young people from both communities;
  • Oversee the production of supporting educational/learning materials;
  • Coordinate the implementation of on-the-job trainings for technical students/young professionals (at least 4 activities).

Payments will be released in monthly installments, upon submission of a time sheet and monthly progress report on completed tasks certified by the reporting officer. Summary of specific tasks will be agreed with the Supervisor at the beginning of each month.

Required Skills and Experience

Education: 

  • Master’s degree in education, social sciences, heritage, international relations or related field.

Experience: 

  • At least 5 years of relevant work experience in teaching, and/or youth work and curriculum development in heritage and/or art education;
  • Knowledge of the Cypriot context.
  • Experience in developing of educational/learning materials.
  • Experience working in bi-communal projects and in facilitating and designing community engagement and confidence-building activities is an asset.
  • Experience of working cultural heritage projects is an asset 

Language Requirements:

  • Fluency in written and spoken English.
  • Knowledge of Greek and/or Turkish is mandatory.

Other requirements: 

  • Nationals or others legally authorized to work in Cyprus.
  • Valid driving license.

  • Financial Proposal: Applicants requested to submit financial proposal for up to 108 working days (a working day will be calculated as 8 hours in total (half an hour break and 7.5 hours of work) could be pro-rated to the actual hours works, and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

  • Authorized travel to and from the project sites will be reimbursed according to the UN rate of reimbursement of fuel consumption.

 

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70% of total evaluation– max. 70 points

 

CV review: 25 points

  • Educational qualification as defined in the ToR (10 points)
  • Experience as defined in the ToR (15 points)

 

Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be eligible to be invited for an interview and written test.

 

Written test: 15 points

  • English writing and editing skills (15 points)

 

Interview: 30 points

  • Relevant work experience in teaching, curriculum development in heritage/art education - 10
  • Experience in facilitating and designing bi-communal projects, community engagement and confidence-building activities - 10
  • Knowledge of the Cypriot cultural heritage, civil society and gender context - 5
  • Communications and interpersonal skills - 5

 

Only those individual consultants who obtained at least 70% of points from the interview and written test (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Monthly payable upon submission of the monthly, certification of payment form, time-sheet and the monthly report upon approval of UNDP.
