The UN Secretary-General’s bold new global reform, launched on 1 January 2019 in response to General Assembly resolution 71/243, repositions the UN Development System to deliver on the Sustainable Development for dignity, prosperity and peace on a healthy planet.

Central to this process, and as further mandated by General Assembly resolution 72/279, a new generation of UN Resident Coordinator Offices across the world are being strengthened under the leadership of an empowered UN Resident Coordinator, the highest-ranking representative of the UN Development System and the UN Secretary-General at country level.

In order to effectively coordinate the collective work of UN Country Teams in support of national aspirations, the core capacities of enhanced Resident Coordinator Offices will include expertise in coordination and strategic planning, economics, tailored policy support, results monitoring and evaluation as well as strategic partnerships.

Over the past two decades, the United Nations in Iran has maintained close cooperation with the national authorities on disaster management and risk reduction. Examples of this cooperation include: coordinating the international response to the Bam earthquake and the subsequent recovery programmes as well as the Desinventar disaster database project.

 

Disaster risk management (DRM) was identified and considered as a key priority area for cooperation between UN and Iran in the 2nd UNDAF cycle (2011-2016) which provided an integrated approach for DRM/DRR and development. The 3rd UNDAF cycle (2017-2021) however did not include DRM as a priority area for cooperation, but DRM remains a priority for the national authorities and hence remains a priority for United Nations in its cooperation especially because is Iran is highly prone to natural disasters.

 

The United Nations in Iran is aims to enhance its cooperation with the Government of Iran in order to contribute to reducing risk and the negative impact of disasters and to support emergency relief operations if and when required. 

s one of results of the recent DMT retreat held on 22-23 January 2019 in Tehran, and in order to take stock of what has been done and achieved so far, a comprehensive review and compilation of existing data, information and knowledge on UN-Iran cooperation on DRM since 2004 was recommended.

 

Under supervision of the UN Resident Coordinator the DRM Knowledge Management consultant will work on reviewing, documenting, mapping, synthesizing and reporting current and past DRM/DRR frameworks and programmes within UN Iran since 2004.

Scope of Work:

The consultant works in close coordination with the OCHA Head of Humanitarian Assistance Team (HAT) and in cooperation with other pertinent UN Agencies and partners to review DRM/DRR frameworks and programmes within UN-Iran cooperation since 2004 and collect and compile substantive data and information available through various documents such as MoUs, agreements, project documents, reports, studies and other documents under development or developed.

Detailed Responsibilities:

  • Review the texts, documents and reports related to DRM/DRR frameworks, programmes and processes, and within UN Iran since 2004, and reviewing the humanitarian response system of UN
  • Develop catalog of the DRM materials on an open platform accessible to DMT members (and creation of an electronic databank of DMT e.g. google docs/drive),
  • Make a presentation to the DMT on the findings from the review of the materials, and the strategic developments and shifts of the process in UN Iran, plus an analysis of what were the issues that changed some of the programs or direction of DRM in Iran, e.g. removal of DRM from UNDAF 
  • A Synthesis report of the evolution of the DMT and its TORs and main discussions, the evolution of DRM in the DMT/national context, DMT/Agency Achievements, Relevance of DMT products vis-à-vis the current context in Iran. 
  • To look at the evolution globally from the Transformative Agenda, the World Humanitarian Summit and the Sendai Framework and identify gaps, opportunities and successes at the country level.
  • Review of Previous UNDAFs, CCAs and all other UN analytical material in this regard with view of DRR/DRM, and to be included in the report
  • Present the identified gaps and challenges faced in UN-Iran cooperation on DRM and DMT functions since 2004.
  • Present recommendations on improving the functions and delivery of DMT.

Academic Qualifications:

  • Masters in a relevant field, such as disaster risk reduction and climate change adaptation, environmental governance, geography, political science, sociology, development studies or any related discipline;
  • University degree in social sciences or related technical field;

Experience and Competencies:

  • Relevant field experience in disaster and risk assessment and management;
  • Relevant experience in capacity assessment;
  • 5 years of direct experience in field of DRR/DRM in Iran;
  • Demonstrated outstanding writing and editing skills in English language;
  • Demonstrated knowledge and understanding of DRR/DRM;
  • Previous working experience with UN or another international/development organization on DRR/DRM desirable;
  • Extensive experience applying qualitative and quantitative methods of social research (assessments of hazard exposure, vulnerabilities and climate change risk);
  • Strong interpersonal and written and oral communication skills;
  • Past track record/Ability to work independently, deliver timely and quality products;
  • Proficiency in English and Persian, written and spoken is mandatory. Working knowledge of other UN language desirable;
