Background

BACKGROUND

  1. UNDP Afghanistan

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations System, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution, Presidential, Parliamentary and Provincial Council elections, institutional development through capacity building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programs have taken place nationwide. UNDP programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

  1. Local Governance Project- Afghanistan (LoGo)

In line with the (2015-2019) Country Programme Document outcome 1 “Improved legitimate, transparent and inclusive governance at all levels that enables progressive realization of human rights”, UNDP developed a new five-year local governance project in partnership with the Government in Afghanistan. This project called Local Governance Project-Afghanistan (LoGo) started 1st October 2015 right after the project document was signed on 29 September 2015 by and between IDLG and UNDP Through LoGo project, the Independent Directorate of Local Governance (IDLG) and UNDP will jointly address the top three priorities of IDLG which are: 1) service delivery; 2) accountability; and 3) clear functions and mandates. The project builds on a new theory of change aimed at improving service delivery by enhancing the accountability and transparency of the local governments to the women and men of Afghanistan and building the capacity of the local governments

to plan, budget and monitor service delivery effectively with the ultimate aim of increasing the legitimacy of the government and the trust between the state and society.

The Government of Islamic Republic of Afghanistan (GIRoA), with UNDP support, will focus on the following areas as the project outputs:

  • Capacity of PGOs and Provincial Councils improved for inclusive, accountable and transparent service delivery;

  • Municipalities are able to generate more revenues and deliver improved services in a transparent, accountable and participatory manner ;

  • Civil Society and citizens have improved oversight capacity of local governance;

  • IDLG is able to develop and implement policies to improve local government accountability and service delivery.

The project will work with the relevant government ministries that cover subnational planning and budgeting, monitoring and evaluation and representative bodies as well as civic society.  These include the Independent Directorate of Local Governance (IDLG), the Ministry of Economy (MoEc), and the Ministry of Finance (MoF) and ensuring complimentary with the other programmes, especially USAID, GIZ, UN Habitat and the World Bank. 

Duties and Responsibilities

Objective of the Assignment:

The objectives of this assignment are to ensure effective and efficient implementation of LoGo fund allocation for improvement of accountable and transparent service delivery in municipalities particularly the matching grants, customer service centres and revenue generation projects.

Scope

The Engineer under direct supervision of the Team Lead – Municipalities would:

  • Support implementation of matching grants for service delivery projects in 22 municipalities.

    • Coordinate with municipalities on development of proposals for service delivery projects;

    • Review the proposals to make sure they comply with the agreed guideline for implementation of service delivery projects;

    • Review and technically improve the design and BOQs of the service delivery projects;

    • Prepare design and BOQ for certain projects in municipalities where they do not have engineer;

    • Prepare commitment letter for projects which are technically accepted and processed in accordance with the procurement Law of Afghanistan;

    • Conduct monitoring visits to municipalities to review project implementation and regularly follow up with field staff to ensure projects are aligned with the approved design and BOQ;

    • Verify field progress report on the project implementation and acknowledge accuracy of the report payment.

  • Support construction of municipal customer service centre in 7 municipalities.

    • Coordinate with municipalities on conduct of a quick feasibility assessment for CSC implementation;

    • Review the report and recommend for development of customer service centre design and BOQ;

    • Review and technically improve the design and BOQs of the CSCs and make sure they comply with engineering standards and DMM approved guideline for CSC;

    • Provide support in design and BOQ for certain municipalities where they do not have engineer;

    • Prepare commitment letter for CSC projects which are technically accepted and processed in accordance with the procurement Law of Afghanistan;

    • Conduct monitoring visits to municipalities to review CSC construction implementation and regularly follow up with field staff to ensure implementations are aligned with the approved design and BOQ;

    • Verify field progress report on the implementation and acknowledge accuracy of the report payment.

  • Support implementation of Revenue Generation Source in 12 municipalities.

    • Coordinate with selected municipalities on identifying proper projects for revenue generation in municipality;

    • Review the list and technically advise on selection of the projects from economical, engineering and social prospective to help project selection;

    • Review and technically improve the design and BOQs for the revenue generation project and make sure they comply with engineering standards;

    • Provide support in design and BOQ for certain municipalities where they do not have engineer;

    • Prepare commitment letter for revenue generation projects which are technically accepted and processed in accordance with the procurement Law of Afghanistan;

    • Conduct monitoring visits to municipalities to review project implementation and regularly follow up with field staff to ensure implementations are aligned with the approved design and BOQ;

    • Verify field progress report on the implementation and acknowledge accuracy of the report payment.

Approach and methodology

The contractor is expected to provide the technical support to component in close coordination with municipalities under LoGo coverage.

Expected Outputs and Deliverables; Estimated duration to complete and Payment percentage:

  • First Deliverable: 33 working days; 25%

Completed review of proposals and BOQs for SD projects for 22 municipalities, 7 CSCs and 12 revenue generation projects.

  • Second Deliverable: 33 working days; 25%

    SD projects for 22 municipalities, 7 CSCs and 12 revenue generation projects all completed procurement process in accordance with the Afghanistan procurement Law.

  • Third Deliverable: 22 working days; 25%

    Implementation of SD projects for 22 municipalities, 7 CSCs and 12 revenue generation projects are completed by 60% and work progress monitored as per the schedule.

  • Fourth Deliverable: 22 Working Days; 25%

  • Payment Modality: 

    Payments under the contract shall be delivery-based and be made on receipt of the specific milestone report as indicated above, and including a timesheet according to UNDP procurement formats for individual contractors. Indicated payment instalments in the table above shall be made upon approval of deliverables by LoGo manager. The report on deliverables will be reviewed by LoGo team and upon confirmation of accuracy of product by LoGo projects, the payment shall be released

    Implementation of SD projects for 22 municipalities, 7 CSCs and 12 revenue generation projects are completed by 100%, work progress monitored as per the schedule and payment documents submitted to LoGo for process.

    Governance and Accountability

    The contractor will be tasked and supervised by the municipal component lead to delivery his assignment. S/he will provide regular consult and coordinate with LoGo counterparts (municipalities and DMM on delivery of the assignment and provide regular monthly report to LoGo management through municipal component lead.

    Facilities:

    UNDP-LoGo provide the contractor with office space, communication package such as internet connectivity in the office and telephone top up card. UNDP-LoGo further provide him access to printer and copier during the office work. UNDP-LoGo will provide him transportation facilities when the contractor goes for project monitoring or meeting with counterparts within the provinces or outside of province

    Expected duration of the contract

    The contractor is expected to delivery his assignment during the contract period with total number of 132 days. The contract is shall start from 15 Feb until 15 Oct 2019.

    Duty Station

    The duty station for the contractor is Kabul with regular travel to municipalities where LoGo works. The contractor is required to regularly report to office to delivery his assignment.

Required Skills and Experience

Academic Qualifications:

  • A Master or bachelor's degree in engineering from a recognized government or private university. A master degree in mentioned fields would be preferred.

Years of experience and skills:

  • At least 4 years (Masters' degree) and 6 years (Bachelor's Degree) of specialized experiences in the field of engineering project design, implementation and M&E with Government institutions, International NGOs and Development Organizations;

  • Strong and demonstrated knowledge and skills for Engineering design, BOQ, etc with good knowledge of Auto CAD;

  • A demonstrated ability of team-work and problem-solving;

  • Strong communication skills both verbal and written.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his/her professional fee and transportation costs. The number of working days for which the daily fee shall be payable under the contract is maximum 132 working days

The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Language:

  • Professional knowledge and ability of English, Dari and Pashto languages.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable; and

  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical Criteria weight 70%;

    Financial Criteria weight 30%.

    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  3. Technical Approach & Methodology (20 marks) – This Explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.

Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and

methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

  • Qualification and Experience (40 marks) [Evaluation of CV]:

Experience relevant to the assignment (25 marks).

Interested National consultants (Procurement) must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical Proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above;

  • Comprehensive work plan for entire consultancy period.
