The Sustainable Development Goals (SDGs), otherwise known as the Global Goals, are a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity. In September 2015, the Government of Armenia, (GoA) along with governments of all other member states of the United Nations, signed on to Agenda 2030 and its 17 Sustainable Development Goals (SDGs), which marked an important milestone towards reform agenda and leaving no one behind and reaching the furthest behind first.

These 17 Goals  build on the successes of the Millennium Development Goals, while including new areas such as climate change, economic inequality, innovation, sustainable consumption, peace and justice, among other priorities. The complexity of SDGs requires novel approaches, methodologies, strong data systems, and institutions that would have the capacity to provide ‘out of the box’ solutions to the problems faced by the global community. The goals are interconnected – often the key to success on one will involve tackling issues more commonly associated with another.

Strengthen significantly data for sustainable development and ensuring evidence-based and data-driven solutions is one of UNDP’s core priorities for the next several years. By 2021, the United Nations Development Programme (UNDP)  is aimed at: (a) Eradicating poverty in all its forms and dimensions, and keeping people out of poverty; (b) Accelerating structural transformations for sustainable development, especially through innovative solutions that have multiplier effects across the Sustainable Development Goals; (c) Building resilience and risk-informed development practices to safeguard development gains.

To tackle effectively the above-mentioned goals and ensure data-driven design of its work, UNDP in Armenia seeks qualified professional Researchers (Research Assistants) in various filed of SDGs who would support UNDP Armenia Projects   in  research  related activities and will work on as-needed and call-off basis.

Duties and Responsibilities

General responsibilities of research assistants will include, but not be limited to:

  • Conduct research and analysis related to target intervention areas of the SDGs with application of various quantitative and qualitative methodologies;
  • Conduct data collection and prepare reports or requested other data outputs in targeted research areas, ensuring disaggregation by broad number of parameters as available
  • Use knowledge of research and evaluation methodologies to help design and develop research and analysis tools
  • Support the development of public policy innovation projects based on the Armenia’s nationalized Sustainable Development Goals in close cooperation with the Government at central and local levels as well as with wide array of stakeholders based on citizen-centric approach;
  • Keep up-to-date with research literature relevant to SDG related projects and relevant new developments in research methodology
  • Provide technical input on research and assessment works
  • Designresearch plan, questionnaire/ reports and, tabulations;
  • Maintain regular contact with related institutions and network of researchers
  • Prepare research training materials, tools and train if necessary other research assistants/ interns on conducting research and data analysis
  • Participate in the analysis of the data and the final report publications;
  • Provide other relevant consultancies or perform data-related task as might be required.

Note:  For each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.


  • Have proven knowledge in implementing research methodologies, including knowledge of quantitative and qualitative data collection methods
  • Knowledge of the Sustainable Development Goals and Agenda 2030 definite advantage;
  • Excellent writing skills;
  • Excellent communication and organizational skills;
  • Strong interpersonal and time management skills;
  • Advanced troubleshooting and multi-tasking skills

Required Skills and Experience


  • University degree in Political Science, Public Administration, Public Policy, Sociology, Economics or a related field. Master’s degree is preferred.


  • At least 3 years of experience as a Researcher assistant
  • Experience in conducting analytical research and development of reports;
  • Published research is a definite advantage.
  • Experience of collaborations with International researchers/ international research projects.

Language Skills:

  • Fluency in Armenian and English is required (written and oral), knowledge of other UN official languages will be considered an asset.



Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
