Background

At the United Nations Sustainable Summit held in September 2015, 193 UN Member States adopted the 2030 Agenda for Sustainable Development, operationalizing 17 Sustainable Development Goals (SDGs) and 169 specific targets. The Agenda commits all countries to work together to promote sustainable and inclusive socioeconomic growth and environmental protection for future generations, including women, children, and youth. UNDP continuously supports Government of Ukraine in its efforts aimed at promoting and localization of SDGs. Awareness raising campaigns on SDGs, with a special focus on youth as a driver of the sustainable development agenda, have been conducted throughout Ukraine. This included socio-logical surveys on SDGs awareness, trainings for journalists, National Forum ‘Education for Sustainable Development,’ Infrastructure for Peace Conference, outdoor information campaigns, lectures on ‘SDGs and the role of private sector’ for SMEs and business associations, and many others. Community Based Approach Project and its partner, the National Partner University’ Network, implemented activities to promote SDGs at the regional level.  

Considering the above, building on all the strengths and assets that UNDP has in the regions of Ukraine, it is possible to conceive a more regions-based way of operating. A network of UNDP Oblast SDG Coordinators, as well as their wider networks with government, civil society, universities, etc. will provide an excellent backbone on which to build this new regions-based way of working. A mapping of different UNDP projects and their implementation geography has been conducted and can form the basis for further area-based planning and implementation. Area-based planning, implementation, monitoring and reporting requires tools, operating procedures and an updated IT backbone. In view of our strict requirements for accountability towards the national and lower-lever authorities, towards our donors and towards UNDP corporately, it is important to determine the level of responsibility and accountability that UNDP vests in its Kyiv-based and its oblast-based staff and ensure effective coordination between them. 

In this context, United Nations Development Programme invites candidates with expertise in Administration issues to send their applications.

Duties and Responsibilities

Under the direct supervision of the Administrative Officer the national UN Volunteer will undertake the following tasks:

  • Provision of front-desk service and telephone communications services;
  • Receipt, registration, and forwarding of incoming faxes, letters and other official corre-spondence to proper department/unit/officer;
  • Update and maintain administration related information in well organized and user friendly manner;
  • Assist in recruitment, personnel management, and leave management, including medical examination records and pension fund records;
  • Serve as a Leave Monitor of the project personnel and maintain project staff attendance records;
  • Maintain e-based data system (on Atlas, SharePoint) relevant to human resources;
  • Assist during monitoring, evaluation and auditing of the project;
  • Provide administrative and logistics support, including visas, transportation, hotel bookings for the Project staff, consultants, guests, missions;
  • Keep updated project inventory and serve as a focal point for the equipment storage and proper maintenance in accordance with UNDP Regulations. Provide support in trans-fer/disposal of the project equipment in compliance with UNDP rules;
  • Assist in procurement and delivery of goods and services;
  • Facilitate project related training/visit activities;
  • Perform oral and written translations from English into Ukrainian or Russian and vice ver-sa as required by the project;
  • Perform other appropriate functions/tasks assigned by supervisor.

Furthermore, UN Volunteers are required to: 

  • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

  • Effective support to administrative services for UNDP Project ensuring high quality of work provided;
  • Accurate, timely and properly recorded/documented service delivery ensured;
  • Substantive support to oral and written translations required by the project provided;
  • UN RCO Public Information activities are well coordinated, inputs from the all partners considered and activities are implemented;
  • Size of the audience on web/social media accounts significantly increased;
  • A final statement of achievements towards volunteerism for development within your host community;
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities partici-pated in and capacities developed.

Required Skills and Experience

  • At least Bachelor University degree in Business Administration, Economics, Finance, Social sciences, etc;
  • 2-3 years of relevant work experience in the field of administration, HR, accounting or related field;
  • Proven writing and communication skill;
  • Computer skills: Computer literacy with good knowledge of computer application;
  • Language skills: Excellent spoken and written skills in English; Fluency in Russian and Ukrainian.

Conditions of Service for national UN Volunteers:

Twelve months contract with possible extension; monthly volunteer living allowance is paid in UAH (equivalent to USD 810) and intended to cover housing, basic needs and utilities; set-tling-in-grant (if applicable); life, health, and permanent disability insurance; resettlement al-lowance for satisfactory service.
