Background

The objective of the project is to prepare the city of Prizren for reducing the overall Green House Gases (GHG) emissions through cross-sectoral interventions at the municipal level, such as collaboration between industry, government, private sector, civil society including women CSOs and academia that account for different experiences based on gender sensitive approach. This project will contribute to creating healthy urban living conditions and achieving sustainable growth, while setting an example as a city-wide intervention for Kosovo. This will be achieved through two outputs:

Output 1: The municipality of Prizren enhance its technical capacities in terms of reporting, measuring and verifying GHGs emission.
Output 2: The municipality of Prizren is able to articulate their climate-related priorities, and to identify and implement mitigation actions as urban NAMAs across sectors.

The project will support the establishment of the Prizren Green Growth Centre (PGGC). The PGGC will serve as NAMA planning and oversight office. This will enable the municipality of Prizren to articulate their climate-related priorities and identified and prioritized urban mitigation actions as urban NAMAs. It will also have the authority to collect data on city-wide GHGs emissions and report them, to operate the city-wide GHG inventory, to develop indicators which reflect sustainability perspectives, rather than simply measuring the progress. The work will be done in close liaison with other governmental agencies and offices, including Kosovo Agency of Statistics, and Kosovo Environmental Protection Agency.

At PGGC, an operation management will be created and headed by the Chief Executive Officer, the position that will be held by the Director of the Directorate for Public Services in the municipality of Prizren.  The other members of the PGGC will be appointed by Prizren Mayor from relevant sectors for GHG data collection and reporting will be endorsed by Municipal Assemble.  The PGGC will be provided capacity building skills by KEPA/MESP GHG inventory team experts and external experts hired by project.

In addition, an Administrative Board formed will be chaired by the Mayor of the city, and representatives of public and private sectors, including business, University of Prizren, CSOs, and relevant ministries and will strive to have equal input from both men and women from all sectors, as well as including marginalized populations.

The established PGGC, according to officials in Prizren, will be a chance for the city to gather relevant institutions which have been working separately in the field of Green Growth to work together.

The main intended beneficiaries are Prizren Municipality and central institutions. More specifically, central stakeholders include KEPA, line ministries and their relevant departments and agencies, gender equality officials, governing and technical bodies responsible for implementing the Kosovo Climate Change Strategy, while local stakeholders include municipality departments, civil society organizations (CSOs) and local communities.
The project is co-financed by Austrian Development Cooperation and Municipality of Prizren.

Objectives of Assignment
The overall objective of the assignment is to provide coordination to the Prizren Green Growth Centre (PGGC) of the Prizren Municipality to articulate their climate-related priorities and identified and prioritized urban mitigation actions as Urban NAMAs.

Duties and Responsibilities

Under the close guidance and day-to-day management of the Director of Public Services of Prizren Municipality and supervision of the UNDP Environment, Climate and Disaster Resilience Portfolio Manager and Project Manager, the Coordinator is tasked with:

  1. Support the establishment of the Prizren Green Growth Centre (PGGC).
  2. Liaise with other governmental agencies and offices, including Kosovo Agency of Statistics, and Kosovo Environmental Protection Agency, to support the creation of Prizren emissions GHG inventory.
  3. Coordinate and support the work of operation management pf PGGC. (The operation management will be headed by the Chief Executive Officer.  The other members of the PGGC will be appointed by Prizren Mayor from relevant sectors for GHG data collection and reporting.)
  4. Generate reports on the progress of activities, to present to Administrative Board chaired by the Mayor of Prizren, and representatives of public and private sectors, including business, University of Prizren, CSOs, and relevant ministries The Administrative Board will meet regularly on quarterly bases to discuss and review the progress and will serve as coordination mechanism between different sectors.
  5. Supports and coordinates the creation of the first municipal baseline emission inventory for Prizren municipality, in close cooperation with KEPA GHG Inventory team experts and external local and international experts hired by the project.
  6. Support to draft the criteria for selection of the pilots urban NAMAs, identify and implement the pilots urban NAMAs.
  7. Support the PGGC in identifying new projects, liaise with donors and relevant donor agencies, and draft project proposals.
  8. Produces the report analyses of the ongoing and planned projects within municipality and presents to Administrative Board.

Expected Results

  1. Status Reports on activities regarding:
  • The Prizren Green Growth Centre (PGGC).
  • Municipal baseline emission inventory
  • Cross-Sectoral Intervention Plan (CSIP) of Prizren Municipality.
  • Pilot urban NAMAs projects.
  1. New project proposals developed.
  2. Analyses Report of ongoing and planed project within municipality developed.

Deliverables / Final Products Expected

  • Monthly monitoring reports outlining the results achieved in line with the expected results outlined above.
  • Final report on the achievements of the assignment. 

Remuneration - Lump Sum Amount
The Contract is based on an all-inclusive lump sum remuneration on monthly basis subject to submitting a report summarizing the work done, cleared by the direct supervisor.

Required Skills and Experience

Education requirements

  • Advanced University degree in social studies, development studies, or similar

Professional experience

  • Minimum 3 years’ experience in coordination is required;
  • Proven experience in project proposal developing is required;
  • Relevant working experience in Prizren is required;
  • Experience in report writing is required;
  • Working experience with International Organizations is an asset.

Language skills

  • Strong analytical, writing and communication skills in Albanian and English;
