Background

The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India along with UNDP has commenced a new GEF funded project: SECURE Himalaya (Securing livelihoods, conservation, sustainable use and restoration of high range Himalayan ecosystems) in the states of Jammu & Kashmir, Himachal Pradesh, Uttarakhand and Sikkim.

The project aims to support the Government of India to effectively promote sustainable land and forest management in alpine pastures and forests in high range Indian Himalayan ecosystems that secure sustainable livelihoods and community resilience and ensures conservation of globally significant biodiversity and threatened species. It will engineer a paradigm shift from the current approach of conservation to demonstrate a new approach of landscape based conservation. This is an integrated approach, which focuses on working with various sectors and partners in areas within and outside protected areas, to effectively reduce threats to biodiversity of local, national and global significance.

The project will build up on the existing socio-economic development efforts in the region, for evolving innovative and participatory models for sustainable use of natural resources. It aims to achieve the objective of conservation by engaging local communities and collaborating with government and non-government agencies for conservation and promotion of sustainable resource use and livelihood.

The project would be implemented over a period of six years in the high altitude trans-Himalayan region and has the following major outcomes: (1) Improved management of high range Himalayan landscapes for conservation of Snow Leopard and other endangered species and their habitats and sustaining ecosystem services; (2) Improved and diversified livelihood strategies and improved capacities of community and government institutions for sustainable natural resource management and conservation; (3) Enhanced enforcement, monitoring and cooperation to reduce wildlife crime and related threats; (4) Effective knowledge management and information systems established for promotion of sustainable management practices in the High range Himalayan ecosystems.

Objective:

Establishing a “Wildlife Management Information State Database Centre” in Forest Department, Government of Uttarakhand. The Centre will be embedded in existing Forest Department centrally located Information Technology Centre, Dehradun with advance IT equipment, servers and professionals to manage the Centre under the overall guidance of Chief Wildlife Warden and technical support of Wildlife Crime Control Bureau, MoEFCC, GoI.

UNDP seeks to engage the services of a Software Developer to assist the Senior IT Officer / Project Officer, IT, in developing &  managing the wildlife crime control and other database at state & circle offices. The information flow from divisions to Wildlife State Database Centre, Chief Wildlife Warden Office, Dehradun.

Location of Job: will be based in “Wildlife Management Information State Database Centre, Chief Wildlife Warden Office, Dehradun Uttarakhand”. They will provide support to wildlife field offices in managing and developing web applications also providing support in data entry.

Duties and Responsibilities

Duties and Responsibilities

  1. Development, Designing & testing  of Software applications and packages for various projects in the areas of MIS applications, RDBMS, Networks, Multimedia etc. The job will include interaction with users to design various Application products for Uttarakhand Forest department.
  2. Analyze user’s needs and then design, test, and develop software to meet those needs
  3. Recommend software upgrades for  existing programs and systems.
  4. Design each piece of an application or a system and plan how the pieces will work together
  5. Create a variety of models and diagrams (such as flowcharts) that instruct assistant /programmers how to write software code
  6. Ensure that a program continues to function normally through software maintenance and testing
  7. Document every aspect of an application or a system as a reference for future maintenance and upgrades
  8. Collaborate with other computer specialists to create optimum software
  9. Software developers are in charge of the entire development process for a software program
  10. Installs, configures, upgrades and migrates database server software and related products.
  11. Monitors and optimizes the performance of the database including SQL tuning; performs storage and capacity planning
  12. Performs troubleshooting, resolution and root cause analysis for routine to complex database performance and outages; ensures compliance with database vendor license agreement; contacts database vendor for technical support.
  13. Creates and administers objects (e.g. tables, views, indexes, triggers and stored procedures) using change control procedures.
  14. Implements, maintains and monitors database security in accordance with standards while following policies and procedures for security, consistency, manageability and integrity of databases.
  15. Plans and implements operating procedures for database backup and recovery and refreshing of databases; designs, implements, administers and maintains data replication; executes and monitors procedures for archiving operational data in compliance with data retention requirements.
  16. Actively protect MIS & software of Uttarakhand Forest Department and infrastructure from external or internal threats and ensure that the policies  complies with statutory and regulatory requirements regarding information access, security and privacy
  17. Analytical/problem solving skills: Ability to develop concepts, evaluate data and work toward practical solutions.
  18. Assists in development of policies, procedures, standards and best practices used by database administration.
  19. Develops, implements and maintained data migrations, extract transform and load functions.
  20. Assist Project Associate in managing database in “Wildlife Management Information State Database Centre” and concerned circle offices
  21. Assist in information collection/uploading from the crime spot followed by analysis, information management and updation in the system
  22. Assist in managing online “Grievance Redressal System” and “Complaint Resolution System”
  23. Assist in maintenance of IT infrastructure established at Wildlife management information state database centre
  24. Enter data coming from National Parks/Crime Sites/landscapes and assist in its completeness
  25. Assist in updating MIS of the field offices and maintenance of established databases
  26. Assist in preparation of progress reports
  27. Assist in preparation of reports in data & graphic form including PPT
  28. Assist in responding telephone calls, SMS, e-mails and other communications related to grievance redressal system.
  29. Other necessary works as and when given by CCF-WL or the Senior IT Officer / Project Officer IT would have to be taken.

Required Skills and Experience

Academic

  • A minimum of Bachelor’s degree in Computer Science/ Computer Application/Information Technology from a recognized University.

Experience

  • Should have minimum of 2 years of progressively responsible professional experience in LAMP.

Desirable Skills:

  • PHP, My SQL, JQUERY, HTML, JavaScript, software testing, web designing. Linux OS, Apache
  • Knowledge of .net & MS SQL will be an added advantage

Language Requirement

  • Reading, verbal and writing skills in English and Hindi.

Reporting requirements:

  • The Consultant is required to report to the Senior IT Officer / Project Officer IT

Schedule of Payments

  • Consolidated monthly Fee (Remuneration) of Rs. 35,000/- payable upon submission of monthly progress report certified by the reporting officer.

Documentation required

  • Updated CV, indicating past experience, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references with contact details.

Evaluation Method and Criteria:

Shortlisting would be done based on the following criteria. 

  • Educational Qualification: 30 marks;
  • Relevant Experience : 30 marks;

Only candidates obtaining a minimum of 70% (i.e. 42 marks) would be considered for written test / interview.

  • Written test and interview : 40 marks.

The award of the contract shall be made to the  candidates scoring the highest combined marks based on the above criteria.
