Background

The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India along with UNDP has commenced a new GEF funded project: SECURE Himalaya (Securing livelihoods, conservation, sustainable use and restoration of high range Himalayan ecosystems) in the states of Jammu & Kashmir, Himachal Pradesh, Uttarakhand and Sikkim.

The project aims to support the Government of India to effectively promote sustainable land and forest management in alpine pastures and forests in high range Indian Himalayan ecosystems that secure sustainable livelihoods and community resilience and ensures conservation of globally significant biodiversity and threatened species. It will engineer a paradigm shift from the current approach of conservation to demonstrate a new approach of landscape based conservation. This is an integrated approach, which focuses on working with various sectors and partners in areas within and outside protected areas, to effectively reduce threats to biodiversity of local, national and global significance.

The project will build up on the existing socio-economic development efforts in the region, for evolving innovative and participatory models for sustainable use of natural resources. It aims to achieve the objective of conservation by engaging local communities and collaborating with government and non-government agencies for conservation and promotion of sustainable resource use and livelihood.

The project would be implemented over a period of six years in the high altitude trans-Himalayan region and has the following major outcomes: (1) Improved management of high range Himalayan landscapes for conservation of Snow Leopard and other endangered species and their habitats and sustaining ecosystem services; (2) Improved and diversified livelihood strategies and improved capacities of community and government institutions for sustainable natural resource management and conservation; (3) Enhanced enforcement, monitoring and cooperation to reduce wildlife crime and related threats; (4) Effective knowledge management and information systems established for promotion of sustainable management practices in the High range Himalayan ecosystems.

Objective:

Establishing a “Wildlife Management Information State Database Centre” in Forest Department, Government of Uttarakhand. The Centre will be embedded in existing Forest Department centrally located Information Technology Centre, Dehradun with advance IT equipment, servers and professionals to manage the Centre under the overall guidance of Chief Wildlife Warden and technical support of Wildlife Crime Control Bureau, MoEFCC, GoI.

UNDP seeks to engage the services of Senior IT Officer to assist the CCF wildlife/Nodal Officer SECURE Himalaya Project, Uttarakhand,  to manage the wildlife related database at state level. The information flow from divisions to state to the central database. To develop customized management information system that capture all the quantitative data related to the wildlife crime/illegal trades and other applications and link up with the MIS/Database of Wildlife Crime Control Bureau, Govt. of India. Wherever possible capture some of the qualitative information which is user friendly and generate adequate and analytical reports for state, central government, UNDP and other users as defined by the forest &wildlife department.

Location of Job:  Wildlife Management Information State Database Centre, Chief Wildlife Warden Office, Forest Department, Dehradun, Uttarakhand.

Duties and Responsibilities

1.       Develop and implement robust Management Information System (MIS) in “Wildlife State Database Centre” that caters to the information needs of the wildlife enforcement agencies of the state and “Wildlife Crime Control Bureau, Government of India”. The system should be in synch with Wildlife Crime Control Bureau, MoEFCC’s parameters defined for the assessment of wildlife crime within the control of the state.

2.       Online information collection from the crime spot followed by analysis, information management and updation in the system.

3.       Develop an efficient online “Grievance Redressal System” and “Complaint Resolution System” so as to address the grievances/complaints in certain period.

4.       Ensure that all activities/tasks listed in the MIS are geo-referenced.

5.       Oversee maintenance of IT infrastructure established at Wild life crime control database centre.

6.       Provide technical advice for the procurement of hardware, software, network related products and maintenance for better efficiency.

7.       Review/analyze the data coming from National Parks/Crime Sites/landscapes, its completeness and provide the feedback to the field officers/IT personnel to improve it further as per the standards of the National Wildlife Crime Control Bureau.

8.       Provide or facilitate training to forest and wildlife staff in handling hardware and software as and when required.

9.       To support in developing and updating MIS of the field offices in pertinent modules such as illegal wildlife trades, wildlife crime, human-wildlife conflicts etc. and other requirements as and when determined

10.   Prompt troubleshooting and maintenance of established databases

11.   To visualize the information needs of department and stakeholders at various levels as derived by MoEFCC, appraisal reports, government directives and UNDP in close coordination with PCCF-Wildlife, CWW and other senior officials of the department.

12.   Preparation of consolidate progress reports yearly, half yearly, quarterly as per MoEFCC and UNDP’s requirements.

13.   Prepare reports in data & graphic form including PPT as and when directed by the department / UNDP

14.   Oversee, manage and guide assistant IT / UNV Data Entry Operators on their work

15.   Attend meetings organized by Department, State Government, Ministry and UNDP

16.   Prompt response to telephone calls, SMS, e-mails and other communications related to grievance redressal system.

17.   Any other tasks assigned by the department

Required Skills and Experience

Academic

  • Master Degree in Computer Science / MCA / B. Tech-IT / Equivalent qualification.

Experience

  • Minimum 5 years’ of experience in relevant field of MIS development and management
  • Experience in developing and managing MIS Software/Portal/Websites of state or central government project/agency
  • Managing online database/information flow between multiple departments/agencies.

Desirable Skills:

  • Good Command on Side Scripting Technologies such as PHP/MySQL and knowledge of Apache, MSSQL, ASP, JavaScript, CSS3 and HTML5.  GIS, Java, SPSS, Statistics
  • Experience of designing, developing and managing databases and have developed and managed at least one medium to large size of MIS for state and national level project/agency
  • Hands-on experience on VM Ware and Centos / Linux, Apache
  • Experience on working with Server infrastructure (SAN, NAS, Tape Library, Web server etc.)
  • Certifications on latest technologies.
  • Knowledge of RDBMS and Data warehousing.
  • Good communication skills.

Language Requirement

  • Reading, verbal and writing skills in English and Hindi.

Reporting requirements:

The Consultant is required to report to the CCF wildlife/Nodal Officer SECURE Himalaya Project Uttarakhand.

Schedule of Payments

  • Consolidated monthly Fee (Remuneration) of Rs. 75,000/- payable upon submission of monthly progress report certified by the reporting officer.

Documentation required

  • Updated CV, indicating past experience, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references with contact details.

Evaluation Method and Criteria:

Shortlisting would be done based on the following criteria. 

  • Educational Qualification: 30 marks;
  • Relevant Experience : 30 marks;

Only candidates obtaining a minimum of 70% (i.e. 42 marks) would be considered for written test / interview.

  • Written test and interview : 40 marks.

The award of the contract shall be made to the  candidates scoring the highest combined marks based on the above criteria.
