Background

The Pacific Risk Resilience Programme (PRRP) an Australian Government (DFAT) and Swedish International Corporation for Development Agency (SIDA) funded the Programme which is implemented by the United Nations Development Programme implemented in Fiji, Vanuatu, Solomon Islands and Tonga. The Programme will focus on strengthening governance mechanisms for Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) at the sub-national and local levels in Solomon Islands, Vanuatu, Fiji and Tonga.

PRRP is now working to integrate gender sensitive responses to climate change within budget process in the programme countries. This will be in partnership with the UNDP Bangkok Regional Hub (BRH) and specifically through the ‘Strengthening the Governance of Climate Change Finance to Enhance Gender Equality’ programme. This work will build on existing PRRP work and partnerships as well as the Climate Public Expenditure and Institutional Reviews (CPEIR) that have taken place in the programme countries.

Duties and Responsibilities

  1. Integration of risk into national and sub-national level planning processes:

  2. Assess current risk integration in Strategic Development Plans, Corporate Plans, Annual Work Plans etc.;

  3. Undertake consultation with relevant line ministries and partners to strengthen risk integration;

  4. Develop guidelines and provision of training to relevant stakeholders on proposed changes; and

  5. Develop and implement appropriate and relevant training materials for key beneficiaries of PRRP.

  6. Integration of disaster and climate change risk in to the budget :

  7. Conduct Climate Change Benefit Analysis of climate change investments

  8. Undertake consultation with government ministries on budget proposals and submissions

  9. Develop Climate Change and Budget Integration Index (adapted to include gender and human rights dimensions)

  10. Synthesize lessons from piloting new integrated budgeting approaches to inform investment appraisal guidelines

  11. Strengthening accountability of disaster and climate change related investments

  12. Develop and manage implementation of climate budget tagging systems within information management system of Minister of Finance

  13. Working with parliamentarians on scrutinising climate change investment budget submissions to include gender and human rights.

  14. Supporting Monitoring and Evaluation 

  15. Continuously monitors and assesses risks to theprogramme; support to development of risk mitigation for the programme;

  16. Carry out project analysis to capture lessons learned and ensure that risks are properly monitored and mitigated;

  17. In coordination with the Programme Manager, review reports submitted, analyze results/lessons learned, research inputs and provide strategies for development of information via reports and briefs dissemination to stakeholders;

  18. Provide inputs, as necessary, to the preparation of work plans, log frames and M&E plans; and

  19. Support the identification and documentation of links, synergies, lessons learnt and good practices across theprogramme that are useful in the institutional learning process and to increasing the results of the programme

  20. Report on progress and completion

  21. Prepare quality and timely reports as required by UNDP and relevant donors, on the agreed formats, meeting high professional standards of English language skills, editing, formatting and presentation of the report;

Competencies

  • At least 7 years’ experience in the management and implementation of risk informed planning and budgeting, adaptation to climate change; disaster response and recovery, and environmental management and permitting processes;

  • Extensive experience with mainstreaming climate and disaster risk into development planning and budgeting atnational, sub-national and sectorial;

  • At least 5 years of extensive experience working in the Pacific region, particularly on mainstreaming climate and disaster risk into development

  • Excellent writing and drafting skills and experience for donor reporting, corporate reporting, resource mobilization and providing policy advice at the international, regional or national level;

  • Experience in integrating cross-cutting issues in to development planning and budgetary processes;

  • Knowledge and experience of mainstreaming gender and social inclusion is required

Fluency in English (written and oral) is essential and basic knowledge Pacific Island languages is preferable.

    Financial Proposal

  • The IC shall quote an all-inclusive Daily Fee for this consultancy work. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately.

Advanced University Degree in social sciences or discipline relevant to environmental management and/or climate change;

Note on Long Term Agreement (LTA):

UNDP Pacific Office  shall enter into an on-exclusive long term agreement (LTA) with the selected consultant(s) and shall provide specific deliverables and time frames for each task, as and when required. Prospective individuals are requested to take note of the following:

Long Term Agreement is a mutual arrangement between UNDP and an individual to provide the required services at prescribed prices or provisions over a period of 12-36 months, with extension on a yearly basis based on satisfactorily performance. UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements

Under a Long Term Agreement, UNDP does not warrant that any quantity of services shall be purchased during the term of this agreement. Where a request for services arises, UNDP shall directly contract the consultant based on its need to carry out those activities.
