Background

The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, that includes programme countries, existing and prospective donor countries/emerging economic powers, multilateral institutions such as the IFIs, the European Commission, civil society, the private sector, foundations, academia and think tanks, the wider UN system, various UN inter-governmental bodies, as well as global, regional and national media.

The Bureau of External Relations and Advocacy comprises the Directorate, including a Strategy and Innovation Unit, and the following groups: Communications; Resource Partnerships and UN System Affairs. In addition, BERA has Representation Offices in five major donor cities: Brussels, Copenhagen, Geneva, Tokyo and Washington.

Within BERA, the Communications Group leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling. The Marketing and Outreach Team in the Communications Group creates marketing products and resources to improve UNDP’s communications, ensuring that messages resonate and gather support from audiences that span from government decision-makers to the general public. The team also produces UNDP’s flagship corporate products such as the Illustrated Annual Report and the Funding Compendium.  It also manages the UNDP Shop (online).

Project Description 

The Marketing and Outreach team works closely with the other teams in the Communications group to ensure that the tone and visual representation of UNDP branded products are consistent. Reporting to the team manager, the Graphic Design Consultant will be responsible for conceptualizing and creating visual assets for the organization, supporting the team’s mandate.

Objective:

The purpose of this procurement exercise is to contract an individual consultant who acts as a graphic design consultant supporting the Marketing and Outreach Team on corporate marketing priorities.


Duties and Responsibilities

Scope of Work

The work the consultant is expected to complete includes, but is not limited to:

  • Design and layout key corporate reports including Annual Report 2018

  • Design and layout of the Annual Funding Compendium

  • Design and layout UNDP’s main resource mobilization brochure and additional mobilization products, including factsheets, infographics, signage and reports

  • Design communications products for the Executive Office (EO) (e.g. SDG Impact, Country Support Platforms, among others) as per EO requests and corporate priorities

  • Design and layout donor communications products for top government contributors

  • Support the Marketing team’s manager through a corporate rebranding exercise

  • Research and develop new products for UNDP Shop

  • Photograph and design product pages for UNDP Shop

Required Skills and Experience

Academic qualifications:

  • Bachelor’s degree in Graphic Design, visual arts or similar field; Masters is considered an asset

Experience:

  • Minimum of 2 years of experience in Graphic Design related work;
  • Proven experience designing brochures is required;
  • Proven experience taking and editing photos is desired;
  • Proven experience is designing graphic communications products like infographics, one-pagers, social media cards, is highly desirable;
  • Knowledge of and previous experience in UNDP/UN agency and/or similar organization is desired

Language:

  • Fluency in written and spoken Englishis required;

  • Working knowledge of another UN language would be an asset

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;

  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references;

  •  Copy or link to your portfolio showing a range of examples of your work

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

  • Criteria 1. Relevant background in terms of educational and professional experience (Maximum points: 50)

  • Criteria 2. Proven experience designing compelling visuals for social media, infographics, and reports; reference shall be made to CV and work samples (Maximum Points: 150)

  • Criteria 3. Experience in taking and editing photos reference shall be made on CV and samples (Maximum points: 100)

  • Criteria 4. Experience in designing graphic communications products like infographics, one-pagers, social media cards; reference shall be made to CV and samples (Maximum points: 150)

  • Criteria 5. Knowledge of and previous experience in UNDP/UN agency or similar organization (Maximum Points: 75)

  • Criteria 6. Knowledge of data visualization and/or UI/UX design (Maximum Points: 75)

  • Criteria 7. Interview to assess the suitability of the candidate against evaluation criteria (Maximum points: 100)

Having reviewed applications received, UNDP will invite the top three shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Marketing and Outreach team and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

  • The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
