Antecedentes

A.Title of the Project: “Achieving Kuwait 2035 Vision Towards Persons with Disability Project”

This assignment is implemented within the framework of the Project: “Achieving Kuwait 2035 Vision Towards Persons with Disability Project”. The project is supported by the United Nations Development Programme (UNDP) Kuwait office and implemented by the Public Authority for Disabled Affairs of Kuwait.

B.Background of the project  

The project “Achieving Kuwait 2035 Vision Towards Persons with Disability” supports PADA to enhance its human capacities and organizational effectiveness towards achieving its mandate. It supports its efforts at integration of PWDs in schools, employment, and social life in partnership with CSOs working for disabilities and supports it to ensure an inclusive physical environment for PWDs. The project will continue until December 2018. It seeks to achieve three outputs:

  • Output 1.1: Enhanced human capacities and institutional effectiveness for prevention, early detection, diagnosis and rehabilitation of disabilities.
  • Output 1.2: Coordinated and well organized efficient efforts towards removal of barriers to social, economic and educational inclusion of persons with disability.
  • Output 1.3: Increased technical expertise and organizational capacities for implementation of Universal Design and countrywide use of technology enablers.

C.The Public Authority for Disabled Affairs (PADA)

The Public Authority for Disabled Affairs (PADA)  of Kuwait is responsible for all matters related to care and rehabilitation of Persons with Disabilities. Its mandate includes, inter alia, setting the disability policy; setting regulations and procedures for education, care and rehabilitation of PWDs and developing and overseeing an integrated action plan responsible for all aspects of Persons with Disabilities’ welfare in coordination with relevant government entities. PADA was established as per law no.8 for 2010  as a governmental entity. The law is concerned with protecting the rights of Persons with Disabilities in Kuwait and covers their inclusion in society, rehabilitation, education and employment in addition to care and other government services and entitlements. PADA developed a five-year strategy 2014 – 2019, which includes 15 themes and goals and provides a guiding framework for implementation, and has an annual development plan. One of these themes is inclusive education that aim to support access of person with disabilities to good inclusive educational services in coordination with Ministry of Education.

D. Contribution to the project output and the objectives of Kuwait National Development Plan.

The activity is linked to global positioning of Kuwait related to boosting of Kuwait's role and efforts for human rights especially towards PWDs in the field of providing required assistive technology for PWD to maintain or improve an individual’s functioning and independence, thereby promoting their well-being.

Purpose and Objectives:

In this TOR we would like to focus on review and develop list of assistive technology needed in Kuwait society, and define a management system for allocating and distributing the devices based on predefined criteria.

Scope of work:

The assignment will focus on developing assistive technology system includes list of devices, distribution criteria, estimated annual budget required and mechanism to provide support and service.

Responsibilities and Tasks includes:

1. Review and develop new assistive technology list:  The consultant should conduct a comprehensive assessment of the current system used to distribute assistive technology; this should include identifying the strengths, challenges, gaps and areas of improvements for current system. 

The task should at least cover the following

Description of current system, which include current assistive technology list, distribution criteria and systems, and services related to the delivery of assistive products and services.
The strengths, challenges and gaps in the current system and propose solutions to address these challenges and gaps, if any.
Develop a new assistive technology list required to maintain or improve PWD functioning and independence.
Conduct a 2-day workshop to discuss assessment report and recommended assistive technology list.


2. Develop a system for distributing assistive technology:The consultant should develop a comprehensive system for managing the assistive technology distribution.Based on the analysis of current situation and best practices.The proposed system should include at least the following:

Recommended assistive technology list.
Define specification of devices and estimated budget calculation.
Criteria for distributing assistive technology.
Detailed description of system
Guidelines to implement the new system

3. Train the staff:  The consultant should develop a training plan and conduct a 3-day workshop for PADA staff on implementing the newly developed system.

4. Indicative Approaches/ Methodologies:

Lean: the consultants should utilize tools to ensure streamlined process and system.
Innovation change management: the assignment should identify innovative approaches to change management techniques to manage and control the implementation of the new system and utilize innovative and culturally sensitive techniques to build a solid team, a positive work environment and enhance motivation throughout the process.  
Capacity Development approach: whenever feasible, the consultants should work closely with staff from relevant departments such as the educational sector and finance Unit to enable the transfer of know-how.

Institutional Arrangement

The consultant will:

  1. Report on day to day aspects of the assignment to the Project team consisting of UNDP  & PADA.
  2. Consultation meetings will take place at UNDP & PADA.
  3. All deliverables and documents should be approved by PADA, GSSCPD and UNDP.
  4. Copyright of all final deliverables should be assigned to UNDP.
  5. Payments are subject to submission of invoice and approved deliverable.

Duration of the Work   

The duration of this consultancy is expected to be 12 weeks with at least 6 weeks physical presence in Kuwait.  Expected start date of the assignment is 19 March 2019. 3 round trips will be covered under this assignment.

Duty Station

  1. Due to the consultative nature of the assignment, especially in task 1, certain time of physical presence in Kuwait is required and consultants are expected to be there as and when needed to complete the assignment.
  2. When in Kuwait, the consultants are expected to conduct this assignment from their own premises with visits to PADA & UNDP offices for meetings and consultations. 
  • Scope of Price Proposal and Schedule of Payments

The financial proposal submitted shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The financial proposal will include a breakdown of this lump sum amount (including travel, living allowance, and the number of anticipated working days).

Travel: All envisaged travel and other related costs must be included in the financial proposal.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging, and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Evaluation

Cumulative analysis

Total score=Technical Score + Financial Score.

Technical Criteria weight - 70%, 700 scores maximum 

Financial Criteria weight - 30%. 300 scores maximum

Only candidates obtaining a minimum of 490 from 700 point in the Technical part of evaluation would be considered for the Financial Evaluation

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant.

2nd  stage: Technical evaluation

Short-listed candidates will be evaluated based on the following criteria. Only candidates obtaining a minimum of 490 points (70%) at the Technical Evaluation would be considered for the Financial Evaluation.

Master’s Degree in abovementioned degrees

10 years’ experience working with people with disabilities.

75 Points:

For each additional year of experience- 10 points, but no more than 50 points in total

3rd stage: Financial evaluation

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11 http://www.kw.undp.org/content/kuwait/en/home/jobs.html, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment; 
  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
