Background

Project Background: The Ministry of Economy and Trade (MoET) is mandated to undertake along with other line Ministries the formulation of Lebanon's economic and trade policies. Within the Government's overall objectives, MoET has the responsibility of developing the economy through stimulating external trade, regulating the markets, and developing private public cooperation. The UNDP project at the Ministry of Economy and Trade (MoET) 2017-2019 addresses the key objectives and areas to support the fulfillment of the priorities of the ministry for economic growth, trade enhancement, and internal markets development. It is intended to achieve the predefined objectives by upgrading the Ministry’s economic policy analysis, public services, legislative capacities, and promoting good governance.
Context of the required services: Under the direction and the supervision of the UNDP Project Manager, the Communication and Media Consultant is responsible for preparing and implementing strategies that highlight the Ministry’s upcoming national consultations, forums, and communications with the public,
the private sector, the international community, and the donors. The project with the consultant will work on the development of communication strategies and setting up appropriate mechanisms for the proper coverage of the implementation of the National Economic Vision of Lebanon and the expected economic reforms committed under CEDRE. In this regard, the main objective of this service is to improve the visibility of the Ministry’s economic and trade initiatives, promote transparency, encourage public debate on socio- economic issues, and enhance the relationship with diverse external and internal stakeholders.

Duties and Responsibilities

As such, The Communication and Media Consultant is required to:
Task 1: Identify the target audiences and define key messages the Ministry wants to send to the public for awareness building and information sharing.
Task 2: Generate media visibility through the development of a comprehensive advocacy and communication strategy for the Ministry.
Task 3: Develop relationships with all stakeholders and partners, including the media, and act as a first point of contact for stakeholders and respond to inquiries and requests for information and comment.
Task 4: Liaise with the media to disseminate regular information including press releases on the progress of the Ministry’s implementation of initiatives and strategies. Monitor social media and set related strategy of communication.
Task 5: Organize advocacy and knowledge-sharing events for the Ministry (press conferences, seminars…), and provide logistic support to the events attended by the Minister.
Task 6: Monitor and document relevant information published in the local and international press.

Competencies

Other additional Assets:

  • Excellence in written and verbal communication and in interpersonal relationships.
  • Excellent writing skills in Arabic and English. French is an asset.
  • Excellent qualification in mass communication, public relations, advertising, communication analysis and planning, and marketing.
  • Knowledge and practical experience in publishing demonstrated capacity to innovate and think creatively.
  • Demonstrated knowledge of the Lebanese economic and political spectrum.
  • Solid relationships with key media persons in all media channels and platforms.
  • Strong organizational and problem-solving skills
  • Ability to adapt quickly to new work environments, to establish and maintain good work relations with individuals of differing backgrounds, and to work under pressure.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s Degree in Media, Communication, or any related fields.

Years of experience:

  • A minimum of 15 years of experience in setting communication strategies, planning of media campaigns, digital branding, social media positioning, and experience in public writing.

Technical experience:

  • Extensive experience in Lebanese socio - economic and political context is highly needed, given the important challenges facing the Government of Lebanon in the upcoming year and the role played by MoET and the project for the execution and the communication of the Economic Vision of Lebanon and participating in the implementation of the CEDRE conference commitments.
  • Excellent skills in addressing sensitive public issues with tact, requiring high writing and editing technical capacities and advanced media research skills.
