Background

Rapid and continued economic dynamism has translated into growth in China and development financing shifts from government or international aid funding to increasing private sector initiatives, resulting in a rapid change on how resources are being allocated to development issues. It is estimated that approximately half of the investments in the SDGs can be privately financed.

Resource Mobilization and Partnership building are crucial elements of development. To help achieve the 2030 Agenda on Sustainable Development, strengthened partnerships are needed, including partnering with the public, private sector, academia and the world of philanthropy. With the growing number of partners there is a need for coordination within the UNDP office.

As China moves to new development heights, UNDP supports China in improving social inclusiveness and environment sustainability. The continued growth in private sector investments indicates a potential to help close the financing gap by leveraging private sector financing and broader engagement. To advance these engagements and to develop a long-term sustainable model to scale up, UNDP China will engage a consultant with expertise to support the Assistant Country Director to set up a strategic and integrated framework and action plan for Business Alignment to the SDGs.

Objectives

As a key objective of the assignment, a well-structured officewide strategy framework for business alignment with SDGs will be developed based on research and scanning of major opportunities and challenges, as well as indentify global good practices and solid methodologies.

Duties and Responsibilities

The Consultant will directly report to UNDP China Assistant Country Director and work closely with the Partnership Coordinator to establish a strategic and integrated framework and action plan for Business Alignment to SDGs, specifically:

Support the development of a stretagy framework for business alignment with SDGs in an attempt to measure the private sector’s impact on the Sustainable Development Goals and support the private sector for prioritizing impact on SDGs alongside their business objectives
Scan horizon and map out potential partnership opportunities for advancing business alignment with SDGs;
Establish analytical frameworks to identify and structure case studies for working with the private sector
Strenghten cross-team coordination in outreach and resource mobilization efforts from the private sector
Support other ad hoc tasks in the communications, innovation and partnerships team if needed

Ability to communicate and coordinate effectively with potential partners
Be self-motivated and initiative taking
Excellent understanding of the private sector in China

Required Skills and Experience

Education:

A university degree in business or public administration, social science, economy, international and public affairs.
At least 5 years of hands-on experiences with proven record of partnership building, or working in the private sector.

Experience:

Extensive experience in mobilizing resources and forging partnerships, especially with the private sector.
Knowledge of strategy development and competitive strategy
Outstanding research and analytical skills
Superior PowerPoint and Excel skills required, relational database experience a plus

Selection criteria

Technical evaluation (including written test, interview, desk review of technical proposal, if any): 70%(includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
Financial Evaluation: 30%
