Background

Malaysia’s HCFC Phase-out Management Plan Stage II project (HPMP Stage-II) comprises of a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training, awareness and communications and management, coordination and monitoring in various HCFC consuming sectors, to be implemented from 2017 to 2021. This plan builds on activities completed in HPMP Stage-I project.

Upon successful completion, the plan will result in net sustainable reductions of minimum 146.24 ODP tonnes (2,049.54 MT) in the national HCFC consumption by 1 January 2022, contributing to Malaysia’s compliance with the post-2015 control targets for HCFCs. 

The objectives of Malaysia’s HCFC Phase-out Management Plan (HPMP Stage-II) are as below:

  • To facilitate Malaysia’s compliance with the control targets for HCFC consumption with minimal impacts on the national economy, on environment and on occupational health;
  • To implement a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training and capacity-building, awareness and education and monitoring and management in the selected HCFC consuming sectors, contributing to achieve sustainable reductions and phase-out of HCFC consumption.

UNDP Malaysia is looking for Technical Expert, HCFC-free Technology in Foam Sector, to support the implementation of HPMP Stage-II project by providing technical advisory for foam enterprises in Malaysia in conversion to ozone depleting substances (ODS)-free technologies, as part of the interventions to phase out consumption of HCFC-141b.

This solicitation is for a Long-Term Agreement (hereafter referred to as “LTA”) for three years. “LTA” refers to a mutual arrangement whereby the selected individual consultant will provide services as required, over a specific period of time based on a separate specific TORs for the specific assignment.  A LTA specifies the unit price, scope of work, allowing for a framework agreement to be used when the services are needed.

LTAs are framework agreements that do not imply a financial commitment from UNDP. Financial commitments will be established on an ad-hoc basis every time services are requested within the scope of the LTA and a specific contract will be issued for each specific assignment.

 

Institutional Arrangement:

The Technical Expert will report to and seek approval and/or acceptance of outputs/deliverables from the Head of Sustainable and Resilient Development of UNDP Country Office in Malaysia.

The Technical Expert is expected to liaise/interact/collaborate/meet with National Ozone Unit (NOU), Department of Environment (DOE) Malaysia.

Duties and Responsibilities

Scope of services:

  • Provide technical input/advice to small and medium enterprises (SMEs) in the foam sector on alternatives to HCFC-141b.
  • Provide technical support on one to one basis for the implementation of hydrocarbon technologies and safety measures/procedures to the interested SMEs.
  • Provide hands on technical inputs related to technology conversion activities along with site visits to SMEs.
  • Provide technical inputs required for awareness and information dissemination activities including stakeholder’s meetings/ workshops in Malaysia.

 

Expected Outputs and Deliverables:

  • Submission of satisfactory report for each enterprise implementation supported by the technical expert.
  • Submission of satisfactory detailed report on ‘hands-on’ experience with the SMEs.
  • Submission of satisfactory final report.
  • Advisory notes to UNDP and/or DOE as requested.

 

Handling of Data, Information and Documents:

All data, information and documents obtained under this assignment is the property of the United Nations Development Programme and be treated as strictly confidential.

No such information shall be used by the Expert for any other purpose other than the delivery of deliverables within the scope of work.

All soft and hard copies of the data, information and documents must be returned to the UNDP upon completion of each assignment.   

 

Duration:

The assignment is up to 60 days over a duration of 3-year period with travel to Malaysia as and when required. Each travel and consultation is for a period of 7 – 14 work days.

 

Travel:

  • Domestic travel will be required to project sites at 13 States in Malaysia during the assignment;
  • Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director.
  • Consultants are required to comply with the UN security directives set forth under https://dss.un.org/dssweb/.

 

Deliverables and terms of payment:

This is LTA based on specific assignment and deliverables. Under the LTA, a Terms of Reference (TOR) which indicate a set of clear deliverables, budget and timelines will be prepared, agreed and approved by UNDP prior to each assignment and/or mission. The payment will be made based on satisfactory completion of assignment and submission of deliverables under the specific assignment, and within the terms of approved terms of reference.

Required Skills and Experience

  • Bachelor’s Degree in chemistry, applied chemistry, chemical engineering or relevant degree. Master’s Degree will be an added advantage.

 

Experience:

  • 10 years of experience with CFC or HCFC phase out programme;
  • Strong technical knowledge in the foam sector with respect to HC technology.
  • Knowledge and understanding of the Montreal Protocol, technologies for alternatives to ODS and Multilateral Fund policies, guidelines and procedures is preferred.
  • Knowledge of Malaysian industries/establishments working in various sectors and sub-sectors with specific reference to HCFC production and consumption is an added advantage.

 

Language Requirement:

  • Fluency in written and spoken English. Knowledge in Mandarin/Chinese is an added advantage.

Interested individual applicants must submit the following documents/information to demonstrate their qualifications:

  1. Completed Letter of Confirmation of Interest and Availability (Annex 1) provided by UNDP;
  2. Technical Proposal on how your qualifications, experience and list of track records can lead to successful deliverables of this LTA within the required timeframe, and provide a methodology and approach on how you will approach and conduct the assignments;
  3. Financial Proposal (Annex 2) should specify unit price (daily professional fee in USD), travel and relevant costs using the financial proposal template in Annex II. Travel and relevant costs should not exceed 20% of the total professional fee;
  4. Personal CV including areas of expertise and past experiences in similar projects and at least three (3) references.

 

Criteria for Selection of the best offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

a).The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;

  • 10 years of experience with CFC or HCFC phase out programme;
  • Strong technical knowledge in the foam sector with respect to HC technology;
  • Knowledge and understanding of the Montreal Protocol, technologies for alternatives to ODS and Multilateral Fund policies, guidelines and procedures is preferred;
  • Knowledge of Malaysian industries/establishments working in various sectors and sub-sectors with specific reference to HCFC production and consumption is an added advantage.

b)The financial proposal will weigh as 30% of the total scoring.
