Background

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access of the most vulnerable and marginalized Rohingya women to humanitarian assistance and information, while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community and peace and social cohesion building activities. UN Women also co-chairs the Gender in Humanitarian Action Working Group (GiHA) for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar and hosts the GenCap Advisor for the Inter-Sector Coordination Group.
Last year UN Women developed a training module on “Women and Leadership” and it was tested in the field with Rohingya women, potential leaders. A three (3) days ToT provided to 18 staff of UN Women implementing partner with an aim to increase knowledge of participants on Gender, empowerment to understand broader social context of Rohingya women; Enhance knowledge of the participants on practical and strategic priorities of Rohingya women; Enhance skills of the participants to prepare session plan and deliver sessions included in the Women's Empowerment, Participation and Leadership Training for Rohingya Refugee Women’. UN Women is aiming to conduct a ToT on women leadership for GiHA working group members and their implementing partners, by providing training module, materials, and tools for conducting the sessions with Rohingya women in order to standardize the training on women’s leadership. In addition  the consultant will develop the advanced Training manual on  women leadership and conduct the ToT for partners and relevant stakeholders.     
 In partnership with the Bangladesh Police, UN Women organized the “Capacity Building of Stakeholders” workshop to police officers, 50 of whom were female, and NGO's and partners. UN Women is looking also to strengthen the Bangladeshi Women’s Police Association, build their capacity and supporting the female officers working within the camps.  To this end, UN Women is looking to hire a national consultant to support as needed the international expert who will conduct the trainings for police and relevant stakeholders to establishing gender responsive policing at National level and particularly in Cox’s Bazar.

Duties and Responsibilities

Objective of the assignment:  
The key objectives of the assignment are to provide two ToT on “Women Leadership” for GIHA WG and their implementing partners based on training manual developed and  to develop  an advanced training manual on women leadership, and conduct training for relevant stakeholders,  as well  as to support the consultant to conduct trainings for police and relevant stakeholders, towards establishing gender responsive policing in Cox’s Bazar for community security for both Rohingya refugee and host community.
The national consultant will work in Cox’s Bazar under the supervision of the UN Women Head of Sub-Office in Cox’s Bazar and in close collaboration with EVAW-Programme Analyst and international consultant, as well as with GIHA WG, police and other relevant stakeholders.

Scope of work/ Duties and responsibilities:
The overall goal of this assignment is to support and assist UN Women on delivering Trainings of Trainers  on Women Leadership  for humanitarian actors and support an international expert to  conduct, and execute the training sessions on gender responsive capacity development for Police, individuals and organizations.

The national consultant will undertake the major tasks as mentioned below:

  • Translate ToT module of “Women Leadership” from English Bangla. Conduct 2 days for field staff in Bangla on “Women Leadership” training, minimum 50 participants will be participated in the training session;
  •  One day English training will be conducted for management staff on English, to understand the content/context and concept of ToT training being delivered;
  •  Design advance training modules on Women’s leaderships;
  •  Provide advance level ToT on women and leadership;
  • Support the international expert to prepare an advanced level of training module for the Police officers;
  • Assist international expert by providing different materials, information and logistical support, as requested. Any necessary work assigned by the UN Women Head of Sub Office of Cox’s Bazar related to training; 
  • Submit the schedule, training report with the average square of base line evaluation and end line evaluation knowledge of participants.

Methodology:

The proposed methodology will involve a combination of working jointly with international expert as well as individually. Translation of ToT module from English to Bangla and ToT on Women leadership training will be prepared by the national expert.  The national expert will support the international expert to conduct the police training session as a cofacilitator, compile opinions, findings, and inputs of the participants for training reports.  
Duration of the assignment:

The total duration of the contract assignment will be 30 working days within a one and half month period, between 01st of April and 13th May 2019. The assignment envisages several  trips in Cox’s Bazar including (i) conducting ToT on women leadership (ii) conducting the advanced ToT on women leadership, (iii) supporting trainings with Police officers (men and women).

Expected Deliverables:

  1. Training preparation and submission of work plan;
  2. English to Bangla translation: Training module “Women Leadership” and other materials as needed;  
  3. One day training for management staff on English;
  4. Conduct 2 days for field staff in Bangla on “Women Leadership” training;
  5. Submit the Bangla and English module and training compilation report; 
  6. Design advance training modules on Women’s leaderships;
  7. Provide advanced level ToT on women and leadership;
  8. Support international expert on training facilitation in Cox’s Bazar;
  9. Assist international expert by providing different materials, information and logistical support, as requested. Any necessary work assigned by the UN Women Head of Sub Office of Cox’s Bazar related to training;
  10. Prepare and submit trainings, end work report.

Inputs

  • UN Women will provide the Consultant with the relevant documents which would provide a basis for the assignment;
  • The consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should s/he be required to work on-site at any point during the assignment;
  •  UN Women will support the consultant with logistical arrangements for the field work like conducting training in Cox’s Bazar.

Performance evaluation:
Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

  • Knowledge on gender responsive capacity building and expertise on policing;
  • Experience on conducting training in English and Bangla of Women and Leadership.;
  • Experience on English to Bangla translation of training module:
  • Experience in designing and facilitating training and workshops for Law Enforcement Agencies;
  • Strong communication skills, including the ability to convey complex gender equality concepts recommendations, both orally and writing, in a clear and simple tailored to match different audiences.

Required Skills and Experience

Education:

  • Master’s degree in development related disciplines, gender issues, economics, law, international relations or other social science fields.

Experiences:

  • At least 7 years of experience of capacity building and training on gender equality with Government and non-Government actors in Bangladesh;
  • Experience of training with police and law enforcing agencies, women’s human rights and gender equality, gender mainstreaming and gender sensitive approaches;
  • Experience of working with police officers to support survivors of gender-based violence, and relevant stakeholders.

Language and other skills:

  • Good command of English and Bangla, both written and oral;

  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email;

  • Previous experience with UN Women or any other UN Organizations would be an asset;
