Background

The UN SDG Action Campaign is a special inter-agency initiative of the UN Secretary-General administered by the United Nations Development Programme (UNDP). The UN SDG Action Campaign mission is to scale up, broaden and sustain the global movement of action for the SDGs.

The UN SDG Action Campaign’s strategy is based on three pillars:

  •  Mobilize; activating the largest number of individuals and organizations to take action on SDGs through the Global Day to Act4SDGs, taking place on 25 September to mark the anniversary of the adoption of the Agenda 2030 for Sustainable Development. At the 2018 edition more than 1 million took action in 140 countries. This area of work includes strategic partnerships with key constituencies such as Local Governments, civil society organizations, parliamentarians and youth groups.

 

  • Inspire; leveraging art, music, festivals, new media, technologies to increase the visibility of SDGs change-makers and attract new partners via the (a) UN SDG Action Awards; the (b) SDG Global Festival of Action; (c) creative SDG content, visuals, branding & exhibitions, and new media SDG programs for individuals and partners -including the upcoming augmented reality SDG Butterfly Effect Campaign.

 

  •  Connect; connecting people’s perceptions and actions on the SDGs with decision makers in SDG planning and review processes at all levels via the MYWorld Global Survey, whilst bringing peoples’ perceptions and actions to the High-Level Political Forum and the UN General Assembly in partnership with UNDP, UN DESA, and UN/DP Countries Teams. The Action Campaign plans also to design an inclusive community platform to link existing SDG networks and communities seamlessly.

In order to ensure the Campaign is fit for purpose to deliver on this mandate, the Action Campaign established a Global Campaign Center in Bonn (Germany) to act as a hub to inspire people’s action on the Sustainable Development Goals, connect and amplify stakeholder efforts, open up measures of accountability, aggregate citizen-generated data, showcase impact, share best practices, and incubate and test out innovative efforts around SDG action and advocacy.

The UN SDG Action Campaign is therefore seeking to recruit a Web Developer Consultant reporting to Digital Strategy Specialist to provide support with building and re-designing websites for digital campaigns. The need for this role will be 120 days from the start of the assignment until 31 December 2019.

Duties and Responsibilities

Scope of work

Improve the user experience of current websites and the theme fully responsive (mobile friendly):

  • Develop a new user interface for SDG Action campaign website;
  • Re-design MYWorld partner support website
  • Develop a website for Global Day of Action 2019
  • Update content of SDG Action campaign micro-sites
  • Manage the MYWorld Survey site and country specific sub sites

Provide design support for events:

  • Develop and design websites for events organized the campaign including Global Festival of Action website

Create branding elements:

  • Provide support in designing logos and icons for digital campaigns;
  • Create templates for email newsletters and survey templates

Institutional arrangements

The UN SDG Action Campaign is seeking a Web Developer Consultant to be home based and provide support with the Digital Campaigns of the UN SDG Action Campaign, including the SDG Global Festival of Action and other relevant Campaign events in Bonn and internationally. The Web Developer Consultant will work under the direct supervision of the Digital Strategist in Bonn, Germany.

The incumbent will liaise regularly with the Executive Office of the UN SDG Action Campaign in New York, and take part in weekly team meetings/teleconference with the rest of the Campaign team. The incumbent will also interact regularly with Campaign partners in Bonn and at the global level.

Duration of the work

The duration of the assignment is from 1 April 2019 to 31 December 2019 (120 days across 9 months)

Duty station

Home based – expected to connect with the team via Skype during working hours of Bonn, Germany. The consultant maybe requested to travel to Bonn, Germany and/or New York, USA for official missions. Travel cost and DSA will be covered by the UN SDG Action Campaign.

Competencies

Excellent team work and participatory process skills;

Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines;

Excellent web design and CSS skills.

Required Skills and Experience

Education:

  • Certificate in web development, graphic design or related areas.

Experience:

  • Minimum 3 years of experience in developing social websites (UN experience will be an advantage);
  • Minimum 3 years of experience in bootstrap based themes for large scale websites;
  • Minimum 3 years of experience in fully responsive Drupal or WordPress sites;
  • Minimum 3 years of experience in working in an offshore development team;
  • Demonstrated experience with graphic design using Photoshop or Illustrator;
  • Excellent user interface and HTML skills;

Language Requirements:

  • Excellent writing and oral communication skills in English is a must.

Scope of Price Proposal and Schedule of Payments

Criteria for Selection of the Best Offer

All applicants will be screened against the qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria – 70 % of total evaluation– max. 70 points:

CV review: 70 points;

  • Minimum 3 years of experience in developing social websites (UN experience will be an advantage); - Social websites 20 points + UN Experience 10 points
  • Minimum 3 years of experience in bootstrap based themes for large scale websites; - 10 points
  • Minimum 3 years of experience in fully responsive Drupal or WordPress sites; - 10 points
  • Minimum 3 years of experience in working in an offshore development team; - 5 points
  • Demonstrated experience with graphic design using Photoshop or Illustrator; - 5 points
  • Excellent user interface and HTML skills; - 10 points

Only those individual consultants who obtain at least 70% of points from the CV review will be considered for the financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.

  • Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].
  • UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.
