Background

The Montreal Protocol on Substances that Deplete the Ozone Layer has the objective to phase-out the ozone depleting substances (ODSs) that are released to the atmosphere. Under the Montreal Protocol, the A-5 countries are eligible to receive financial support to comply with the phase-out ODS consumption by deploying a series of technical assistance and industrial conversion projects, at country level, so producing and consuming sectors can abandon the use of these substances.

Being one of the 4 (four) Implementing Agencies (IA) designated by the Multilateral Fund (MLF), The United Nations Development Programme (UNDP) supports developing countries operating under its Article 5 (A-5) to implement the Montreal Protocol´s ODS phase-out projects.

Fiji, a Party to the Montreal Protocol on Substances that Deplete the Ozone Layer, intends to ratify the Kigali amendment to phase down the HFCs (Hydrofluorocarbons). The 80th Meeting of to the Executive Committee of the Montreal Protocol held in November 2017 approved Fiji’s Enabling Activity plan to support the ratification of the Kigali amendment.

The United Nations Development Programme (UNDP) is the designated implementing agency for implementing the enabling activities for Fiji and provides the required technical and programme support for preparation and implementation of enabling activity as approved.

These Terms of Reference (TOR) identify and specify the scope of services required to support the government in carrying out activities related to create awareness and capacity building, development of technical reports, assessment of existing mechanisms etc. to prepare for the ratification of the Kigali amendment.

Duties and Responsibilities

The Consultant will work in close coordination with Senior Environment Officer, Ozone Depleting Substances Unit, Department of Environment, Government of Fiji, and the Programme Specialist UNDP will oversee the work. The consultant is expected to deliver the followings:

o    Technical assessment report on the current and future demand of HFC developed

-          Make visits to enterprises, conduct meetings with stakeholders, review existing materials

-          Liaise with international consultant to take his/her inputs on the report prepared.

-          Study and review the trend in the region and also at global level

o    Report on review of existing Licensing and permitting system in view of HFC phase down developed and finalized

-          Study the existing license and permit system and prepare a report on the existing system vis a vis changes required in view of the Kigali amendment.

-         Liaise with international consultant to take his/her inputs on the report prepared.

o    Report on the assessment of coordination mechanism with regulatory authorities for monitoring and enforcement prepared

-          Review and study existing mechanism

-          Organize meetings with NOU and other government officials as required

o    Inputs provided on the report prepared by the legal advisor on existing laws and consultation on enabling regulations.

-          Coordinate with legal advisor to finalize the report on review of existing laws on enabling regulations.

o    Assisted UNDP/NOU in activities related to the implementation of the Enabling activities and HPMP

-          Organize and conduct meetings with UNDP, companies, equipment suppliers and other stakeholders to understand the issues and challenges

-          Organize and conduct various awareness programmes for government as well as public to create awareness about Kigali amendment.

-          Design and develop outreach material for capacity building of various stakeholders for the Kigali amendment

-          Coordinate with UNDP Fiji and MPU Bangkok for the activities as required

The duration of contract will be for 80 days during the period from 22 April 2019 to 30 September 2019

Fees

The candidate shall quote his/her professional daily fees for services based on the deliverables identified above.  All other mission travel related costs (if any) shall be paid to the consultant as per IC Rules and Principles.

A Best value for Money approach will be used in the evaluation of the applicants and will lead to a combined score for technical capabilities and the financial offer.

The short-listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer

Required Skills and Experience

Education:

-          Bachelor’s degree in engineering, Environment and Administration or related field;

Experience:

·         At least 2 years of working experience in project management. Experience in chemical management is desirable;

·         At least 3 years of experience working with government, NGO or UNDP is desirable

·         Knowledge of Multilateral Environment Agreement related issues (especially Kigali Amendment) and/or environmental policy is desirable;

·         Working experience in developing countries in Environment field is an added advantage.

Communication Skills:

         Proficiency in English and ability to write reports, carry-out meetings, conduct seminars and perform trainings

Application Procedures (Instructions to Applicants)

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offeror considers her/himself the most suitable for the assignment; and
  • Personal CV indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • Any unforeseeable travel agreed between UNDP and Individual Consultant, will be supported by the project travel fund and will be arranged according to UNDP entitlements and travel policy. Costs for airfares, terminal expenses, and living allowances should not be included in financial proposal.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Criteria for selection of individual consultant for award of contract:

The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points

 

Method: Cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

·        Responsive, compliant, acceptable; and

·        Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

Technical Criteria weight: 70% 

Financial Criteria weight: 30%

 

Technical Evaluation

Only those candidates that meet the minimum level of education, relevant years of experience and language requirements will be considered for the technical evaluation. The technical evaluation will be conducted by a desk review to select the shortlisted candidates (those that score at least 49 out of total 70 obtainable scores). The technical evaluation may also include interviews with shortlisted candidate(s).

Contract Award

 

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

 

Institutional arrangement

 

The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;

 

The Consultant will be responsible for providing her/his own laptop.

 

Payments will be made upon satisfactory delivery of outputs, certification of payment form, and acceptance and confirmation by the Task Manager on outputs satisfactorily delivered.

 

Payment modality

 

•         Payment to the Individual Contractor will be made based on the actual number of days worked, (or deliverables accepted, if applicable) and upon certification of satisfactory completion by the Task Manager.

•         Payments will be made upon satisfactory achieved deliverables and submission of time sheet in accordance with number of days worked and certification of payment. All payments are subject to the clearance and approval of the direct supervisor. The contract price is fixed regardless of changes in the cost of components.
