Background

In India, 25 per cent of the national income comes from the farm sector which engages about 60 per cent of the total workforce. In the rural areas of the country, there has been a decline in the share of agriculture in the workforce. While agriculture is unquestionably the dominant source of employment in rural India, non-agricultural activities are by no means insignificant. According to the National Sample Survey Organization (NSSO)’s 61st round of nation-wide survey, unemployment rate has come down as more and more people are becoming self-employed in rural areas.  This sets ground for adequate investment in productivity-enhancing renewable energy technologies to support sustainable livelihood in rural areas. It is expected that decentralized renewable energy for electrical, thermal, and mechanical applications will catalyze rural livelihood activities to reduce poverty, increase employment and improve rural quality of life.

The India ACE project, funded by Global Environment Facility (GEF), is being implemented by Ministry of New and Renewable Energy, Government of India in partnership with UNDP. The project aims to demonstrate and develop the market for Renewable Energy Technology Packages for Rural Livelihoods (RETPRLs) in three selected states—Assam, Odisha and Madhya Pradesh. Scale Up of Access to Clean Energy Scheme has been sanctioned by the Government of India

The RETPRLs include: solar lighting systems; solar and/or biomass waste–powered micro grids for common facilities; solar irrigation pumps; improved commercial biomass cook-stoves; poultry-litter-based biogas plants; poultry-litter-based briquetting units; solar dryers for vegetables, spices and fish; solar-powered milk chillers; and cold rooms for storage of horticultural produce. The target livelihood sectors include poultry, fisheries, dairy, horticulture, khadi (homespun cloth) and silk weaving, bamboo, and commercial cooking (e.g. tea stalls, sweet shops and street food vendors).

Duties and Responsibilities

  • Review livelihood activities and requirement of RE applications:

Under the Scale Up of Access to Clean Energy Scheme of Government of India, Ministry of New and Renewable Energy there is a thrust to promote access to reliable and affordable RE for rural livelihoods like poultry, fishery, horticulture, dairy, biomass based local businesses, cottage and other village industries. A rage of RE applications like Solar pumps, Solar dryer, Solar based refrigeration plant, Solar aerators, Solar dryer, Solar poultry incubator, Solar Charkha, Roof top solar PV power plant, Solar cold storage, Industrial solar power plant etc. are suitable for rural livelihoods.

The IC shall assess the viability of a range of RE application in terms of their feasibility and aptness for practical application in the rural livelihood sectors of Assam, Madhya Pradesh and Odisha. IC may obtain the list of RE applications to be assessed from UNDP / State Nodal Agencies.

Deliverable: Assessment Report on rural livelihood RE applications

  •   Finalize RE applications:

Based on the outcome of the above activity and in consultation with State Nodal Agency and Rural Livelihood Mission the IC shall finalize the list of RE applications to be supported under the India ACE project.

Deliverable: Final list of rural livelihoods RE applications

  • Develop technical compendium:

After finalization of the rural livelihoods RE applications to be supported under the India ACE project the IC shall develop a comprehensive compendium of the finalized applications.  The compendium shall present complete technical specification, practical application with case studies, use and maintenance and suppliers along with scheme or finance available if any.

Deliverable: Final Compendium covering 20 RE applications suitable for poultry, fishery, horticulture, dairy, biomass based local businesses, cottage and other village industries

Required Skills and Experience

  • Graduate in Engineering
  • Post Graduate in Engineering/ MBA/ Communications (Desirable)

Experience:

  • Individual should have experience of working in the field of renewable energy project development/ implementation for the last 5 years
  • Individual should have experience of implementation of at least five RE based livelihood activity

Language Requirements:

  • Bi-lingual (Hindi and English), excellent inter–disciplinary, writing and communication skills.

Evaluation Method and Criteria:

Individual Consultants will be evaluated based on the Cumulative Evaluation (technical + financial) methodology, as follows:

  • Quality and Cost Based Selection (QCBS): Technical Score - 70 points + Financial Score– 30 Points

Technical Evaluation Criteria:

Work will be awarded to combined highest scorer.

  • Methodology and work-plan (40)
  • Experience (20)
  • Qualification (10)

Only candidates obtaining a minimum of 49 marks (70% of the total technical points) would be considered Technically responsive and qualifies for Financial Evaluation.

Interviews may be conducted as part of technical assessment.

Payment Terms:

Payments will be Deliverable based.

1.   Deliverable : Inception report and work plan

      Timelines: 7 Days from the date of award of contract.

      Payment Terms: 20 %

2.   Deliverable : Submission and acceptance of draft compendium

      Timelines: 45 Days from the date of award of contract.

      Payment Terms: 40 %

3.   Deliverable : Submission and acceptance of final compendium in ready to print format along with CDR file.

      Timelines: 60 Days from the date of award of contract.

      Payment Terms: 40 %

  • Personal CV, indicating experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including (a) a brief description of why the individual considers him/herself as the most suitable for the assignment and (b) a methodology, if applicable, on how you will approach and complete the assignment.
  • Financial proposal, stating total lump sum amount in Indian Rupees. Travel and other unforeseen cost should NOT be included in the financial proposal, at this stage.
