Background

Under the overall supervision of the Chief of Mission and the direct supervision of the Resource Management officer, the incumbent will be responsible for managing the implementation of security operations and all aspects relating to the management of IOM staff safety & security in Cameroon with focus Yaoundé.

Duties and Responsibilities

  1. Ensure the collection, processing, dissemination and updating of the country's security information.

  2. Ensure in all aspects of the development, development and drafting of the IOM security plan for the country and the security regions including the updating of the international and national staff lists, the evaluation document of Security risks of IOM programmes (SARS programme); The IOM security briefing and the IOM contingency plan.

  3. Ensure the updating, evaluation and application of the minimum standards of safety in the Office (MOSS) and in the Residences of international staff (MORSS).

  4. In consultation with the CoM and the Program leader (s), will manage security incidents affecting or involving IOM personnel, facilities and assets.

  5. Conduct training workshops on safety components for the benefit of IOM staff and their dependents.

  6. Ensure administrative tasks including updating the list of all IOM staff in relation to the BSAFE, security reviews, SCAAN, TRIP profiles and internal security clearance for the staff of/ service providers.

  7. Build a strong relationship network with the defence and security forces of the host country, both at national and regional level.

  8. Liaise and coordinate with the Cameroon defence and security forces and any other national authority responsible for security matters.

  9. Collect all relevant information on the safety of the Organization's personnel, programmes and equipment.

  10. Represent IOM in the Security briefing committee and act as an observer at the SMT. Will keep a regular contact with focal points in various agencies.

  11. Manage internal groups including training of agents and updating GPS coordinates of staff on Google Earth.

  12. Ensure the physical evaluation of IOM premises (FSSS) and will work closely with the Procurement & Logistics Unit to ensure the implementation of recommendations.

  13. Conduct regular field security assessment missions, particularly in Maroua, Douala, Buea and submit mission reports after each field mission.

Carry out any other task assigned by Chief of Mission and in strict adherence to the values, policies, rules and regulations of IOM.

Skills:

  • Fluent in English and French language (oral and written)

  • Have a good mastery of the NTIC, including Office package (Word, Excel, PowerPoint, etc.), Google Earth and e-mail

Have a mastery of communication tools (HF and VHF).

V. Education and Experience

Education/Training: Holder of at least GCE A/L

 

Experience: An experience of at least three (03) years in security management within the United Nations system or any other international organization or NGO would be an asset is desirable
