Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life. The Regional Office for the Arab States (ROAS) covers 18 Arab countries, including 4 country offices, 1 multi country office and several programme and project presences. One of the key areas of work in the region is women’s economic empowerment aiming at women having income security, decent work and economic autonomy.

The International Labour Organization is a specialized agency of the United Nations. It is the only tripartite UN agency – bringing together government, employer and worker representatives to elaborate labour standards and policies and promote decent work. Decent work sums up the aspirations of people in their working lives: their aspirations for opportunity and income; rights, voice and recognition; family stability and personal development; fairness and gender equality. The ILO Regional Office for Arab States covers 12 countries in the region with focus on supporting decent employment, building adequate social protection systems strengthening International Labour Standards and workers’ rights, enhancing social dialogue and tripartism and promoting sustainable enterprises for job creation and retention.

UN Women ROAS is partnering with ILO ROAS and jointly developed a Programme on Promoting Productive Employment and Decent Work for women in Egypt, Palestine and Jordan. Strategies of the joint initiative include promoting equitable labour market related laws and policies; engaging public, private and community actors with attention to involving men; and reducing the unequal burden of unpaid care work. The programme will work at three levels, macro, meso and micro, reflected in the three outcomes:

I:  Gender responsive labour laws and related policies in place and effective;

II:  A gender responsive private sector that attracts, retains and promotes women is supported;

III: Gender stereotypes about women and men’s responsibilities concerning unpaid care and household work are challenged.

UN Women as the lead agency of this joint programme is hiring a Programme Management Specialist based in UN Women´s Regional Office in Cairo, Egypt. Under the supervision of the Regional Specialist on Women’s Economic Empowerment, the Programme Management Specialist is responsible for overseeing the management, development, implementation, monitoring and reporting of the Joint UN Women and ILO Programme on Promoting Productive Employment and Decent Work in Egypt, Palestine and Jordan. The Programme Manager will be responsible to coordinate and oversee the implementation of the programme at the country level as well for managing the human and financial resources of the team. The Programme Manager is expected to have the technical expertise and to provide thematic advice and support to the implementation of the programme in Egypt, Palestine and Jordan, overseeing the monitoring of progress against  mutually agreed results frameworks and performance indicators, monitoring the programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts.   

Duties and Responsibilities

Manage the programmatic development for the Regional Office for Arab States with focus on the Regional Joint Programme on Productive Employment and Decent work, based on the Strategic Note:

  • Provide overall programme advisory support to the Office Management;
  • Guide the development of the joint programme, and provide technical support to the design and formulation of programme/ project initiatives;
  • Review and provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed;
  • Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Review and evaluate proposals and oversee the preparation of donor proposals and reports;
  • Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

Provide technical support to the implementation of the Regional Joint Programme:

  • Review programme annual work plans to assure compliance with UNDG (UN Women and ILO) programme goals and results-based indicators;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;

  • Manage programme quality control and identification of potential challenges;
  • Align programme activities with operations team in close liaison with Operations Managers;
  • Build and manage relationships with national partners, as necessary.

Manage the monitoring and reporting for the Regional Joint Programme:

  • Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Manage the monitoring of mutually agreed results frameworks and performance indicators;
  • Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;
  • Prepare programme team for audits and monitor implementation of audit recommendations;
  • Provide training on results-based management to office staff, as necessary.

Oversee and guide people and budget management for the programme team:

  • Lead a team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;
  • Monitor and analyze financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units.

Build partnerships and provide support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

Manage knowledge building efforts:

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

  • Country Programmes are implemented in line with Joint Programme Proposal, Country Strategic Notes and Annual Work plans;
  • Programme teams adhere to UN Women’s Rules, Regulations, policies and procedures, using a results-based management approach;

  • Regular monitoring of programmes, addressing issues in a timely manner;
  • Timely and quality reporting and regular dissemination and sharing of information, including best practices/ lessons learned.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Social Sciences, Economics, Political Science, Development, Public Administration, Gender is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of relevant progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building is required;
  • Proven track record in management of projects and teams in a complex and diverse context involving multiple stakeholders is required;
  • Experience in managing productive employment, decent work and economic development related projects and programmes is an asset;
  • Experience in working on gender equality and women’s empowerment is an asset;
  • Previous experience on providing policy advice to national institutions is an asset.

Languages:

  • Fluency in English is required;
  • Working knowledge of Arabic language is an asset.
