Background

The Planning and Development Commission former National Planning Commission’ was established in 2013 with the regulation of council of ministers No. 281/2013. The objective of the commission is to prepare annual and mid- term plan to guide the national development agenda in the framework of countrywide balanced growth within the context of a long term perspective plan and conduct periodic evaluation of the implementation of the respective plans. The commission is responsible for monitoring & evaluating the achievements of the Growth and Transformation and sectorial plans in alignment to the SDGs and other global commitments that the country is a party to. As part of these responsibilities the PDC is responsible for ensuring the mainstreaming of gender in sectors plan and reports so as to enable women to equally participate and benefit from the development endeavor of the country.   

The second Growth and Transformation Plan has a standalone pillar on Women and Youth empowerment with the objective of being inclusive and adhering to the SDG principle of leave no one behind gender equality and empowering women and mainstreamed women issues in all other pillars as well. The period of GTP II will come to an end in June2020GC) and the GTP III preparation will start in the 4th quarter of this year.  

In order to influence all these national processes from a gender perspective, strengthening partnership and concrete collaboration with agencies working on gender equality and women’s empowerment is a priority for the newly established Gender directorate.  This TOR therefore is developed to guide the recruitment of a senior gender consultant to provide technical assistance and advise the Commissioner for PDC on engendering the forthcoming 10 years plan and do a capacity building training to the commission’s staff.

Currently, the commission has 18 directorates, and one of these directorates is the Gender Affairs Directorate. The Gender Affairs Directorate is just starting to operate with a new gender director, which under staffed as it stands now with only two Experts. In the past, the gender unit was provided with technical support from a committee drawn from the different Directorates of the commission which is not the case anymore, because the members either have left the organization or are handling different portfolio.  This being the case, the gender directorate is desperately looking for a senior consultant to support the unit as early as possible, for the Commission to mainstream gender considerations in the national plans and come up with strategic interventions to bridge gender disparities and guide other sectors to do the same. This being the situation, the PDC would like to recruit a senior consultant with relevant qualification and practical experiences on gender mainstreaming and who can influence design, implementation, monitoring, evaluation and reporting on national and sectorial plans.  

Duties and Responsibilities

  • Provide strategic leadership in engendering the development of the 10 years plan of the country
  • Advise the Minister on strategic areas of policy issues to ensure women’s equal participation and benefit from development of the country    
  • Facilitate trainings on gender responsive planning and gender mainstreaming for the different units of the Commission
  • Develop a gender mainstreaming guideline and a check list to inform PDC staff on formulating, monitoring and evaluating projects from a gender perspective;
  • Identify context specific gender sensitive indicators to feed the GTP III that runs from 2020/2025 Ethiopian fiscal year 
  • Provide hands on Technical assistance to the Gender directorate on Results-based programming and gender mainstreaming
  • Review Sectors plan and reports and provide timely feed back
  • Lead the performance assessment for GTP II
  • Lead the production of Annual progress report on GTP II in collaboration with plan, monitoring and evaluation
  • Translate English documents to Amharic and vice versa
  • Prepare Project proposals and Reports both to the commission and donors
  • Contribute to resource mobilization to the gender directorate

Required Skills and Experience

Academic qualifications

  • MA degree in Economics or other social science related fields
  • Comprehensive and documented knowledge of issues related to  planning, economics and gender

Years of experience

  • Minimum of 5 years professional experience or equivalent in mainstreaming gender issues into planning processes and macroeconomy . Specific experience in  Programme design implementation, monitoring and evaluation would be an asset.
  • Strong theoretical and practical background in economics & gender and strong analytical skill on the same
  • Proven experience of project/programme development and reporting writing
  • Good understanding of new and emerging issues globally as well as  regionally on poverty reduction strategies ,planning processes and gender mainstreaming 

Language and other skills

  • Excellent knowledge of written and oral communication in English and Amharic;
