Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women empowerment. The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under Peace and Security is to facilitate Women’s contribution to sustainable peace and see to it that Women benefit from prevention of conflict and disaster. 

The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. The Government of Uganda has been implementing the National Action Plan on UNSCR 1325 since 2008. The first 3 – year NAP ended in 2010 and the second NAP 2011 -2015 expired in December 2015. The NAP provides a framework for the implementation of UNSCR 1325, it outlines the roles and responsibilities of government, civil society and development partners, and provides indicators for measuring progress via the UNSCR 1325 Civil Society Taskforce. The Ministry of Gender, Labour and Social Development (MoGLSD) as the National Gender Machinery led the development and implementation of the past NAPs and is also leading the development of the 3rd NAP 1325, with technical and financial support from UN Women Uganda CO.

The National Consultant will be working together with a core team to support the development of a draft NAP III, in accordance with the established roadmap developed with the MoGLSD and in close consultation with the National Steering Committee on UNSCR 1325. This team is made up of the UN Women WPS Specialist who will be directly supervising the national consultant and leading the support to the development of the NAPIII, and under the overall supervision of the UN Women Country Representative; an international WPS consultant; and the focal point in the MoGLSD.

The consultant will be responsible for all tasks outlined below aimed towards enhancing Uganda’s efforts to facilitate women’s contribution to sustainable peace and support institutional strengthening for key peace and security stakeholders. It is hoped that the outcome will enhance the momentum and political will to push the women, peace and security agenda forward.

Duties and Responsibilities

  1. Support institutional capacity assessments, led by security sector stakeholders, to assess what the institution currently does to engage on WPS, identify capacity needs, what are the challenges and what are key opportunities and entry points in to the future NAPIII
  2. Support training of WPS national steering committee, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAPIII on UNSCR 1325
  3. Support extensive national, regional and local consultations on content for NAP III

Task 1: Support institutional led capacity assessments, with security sector stakeholders, to assess what the institution currently does to engage on WPS, identify capacity needs, what are the challenges and what are key opportunities and entry points in to the future NAPIII

  1. Support the mapping of key WPS actors in Uganda (GoU, UN, NGO/CSOs)
  2. Support the development of an audit template to identify capacity, challenges and opportunity together with each institution and
  3. Support implementation of audit, analysis of results, drafting and finalization of reports
  4. Draft 2-page guidance papers for each security sector institution on aspects of women’s inclusion in peace building and conflict resolution
  5. Draft a capacity building proposal and implementation plan.

Task 2: Support training of WPS national steering committee, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAPIII on UNSCR 1325

  1. Provide inputs into the development of tools for training including training guide, powerpoints, interactive materials
  2. Support the planning, organization and facilitation of two trainings: one for induction into WPS and one for development of NAP
  3. Provide inputs into action plan for participants on how to implement the training.

 

Task 3: Support national, regional and local consultations on content for NAP III

 

  1. Support the development of a consultation plan and schedule together with National Steering Committee
  2. Provide logistics and organizational support for the consultation workshops
  3. Co-facilitate the consultations
  4. Draft consultation report and consolidate inputs from other team members
  5. Support in presenting consultation report to National Steering committee with specific guidance on how findings will feed into NAPIII

DELIVERABLES:

  1. A draft work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level
  2. Training materials developed
  3. Two training reports: one UNSCR 1325 induction training and one NAP development training
  4. One consultations report

INPUTS:

  1. UN Women will provide the Consultant with background materials relevant to the assignment
  2. The Consultant is expected to work using his/ her own computer.
  3. UN Women will cover costs of translation of materials
  4. UN Women will cover travel expenses.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

Experience:

  • At least 7 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver;
