Background

The “Arab Youth Arts & Music Initiative” (AYAMI) has been conceived by the UNDP regional programme for Arab States with the overall objective to raise awareness on the 2030 Agenda and the Sustainable Development Goals (SDGs) among children and youth, and to prepare them for being the custodians of sustainable development.

The initiative places art and music at its core, as powerful tools to communicate messages and engage with people and communities. The Arabic language is also a key for the success of this initiative as it has the potential to take the SDGs message to every school and home, ensuring that no one is left behind.
The initiative is structured around two specific objectives, which correspond to two sequential streams of work with different time horizons:

  1. Creating a momentum for SDGs promotion and advocacy in the Arab Region through the production of a multimedia product. It has an indicative timeframe of around 12 months.
  2. As this stream of work yields results, a fully-fledged regional initiative will be designed to design and implement a region-wide advocacy and awareness campaign for achieving the 2030 agenda through engagement of children and youth in the schools.

The first and initiating phase of AYAMI will be centered around the production and promotion of an SDGs multimedia product, namely a song with video-clip. This choice is based on the fact that music can carry and transmit messages in a very powerful way and is a very appealing format for younger generations, including children and youth.

Duties and Responsibilities

As part of the creation of an SDGs multimedia product in Arabic, the project seeks the services of a Project Technical Coordinator who will be the link between the project and selected individuals who will be part of the initiative. S/he will be part of the team to communicate messages and engage with people and communities in order to raise awareness on the 2030 Agenda and the Sustainable Development Goals (SDGs) among children and youth.
The assignment will consist of the following tasks:

  • Identify and contract candidates to be part of the initiative;
  • Liaise between related parties that will be collaborating on the said project (partners, stakeholders, vendors…);
  • Assist in organizing logistical arrangements related to possible travel;
  • Coordinate activities related to the production of the initiative with a music production agency;
  • Coordinate activities related to the production of the initiative with a video production agency; Provision of technical opinions and suggested proposals to deal with technical and operational challenges during the implementation;
  • Other required tasks on the basis of the requirements of Arab countries in the concerned areas as defined by the Project Management Specialist.

Required Skills and Experience

Academic qualification

  • Master's degree in information and communication, public relations, cultural management, or related fields

Work Experience 

  • At least 8 years of experience in coordinating, producing and curating cultural or media events and shows;
  • Experience in music production and management strategy is a requirement;
  • Experience in managing a team of individuals as well as draft a work strategy and implement it to meet specific deliverables CEFACT;
  • Proven experience in the business process re-engineering and data harmonization;
  • Experience working with children and young individuals during casting, recording, and shooting; organizations;
  • Experience in studying policies, assessing cultural situations, curating a professional program;
  • Proven experience working within the Arab region;
  • Previous experience working for the UN is a plus.

Language Requirements

  • proficiency in both written and oral English and Arabic is required.

INSTITUTIONAL ARRANGEMENT

  • The individual is required to exhibit his or her full-time commitment with UNDP-RBAS;
  • S/He shall perform tasks under the general guidance of the direct supervision of the Project Management Specialist. The supervision will include approvals/acceptance of the outputs as identified in the previous section;
  • The individual is expected to liaise and collaborate in the course of performing the work with other consultants, suppliers and UN colleagues, as required;
  • The individual is required to provide periodical progress reports on regular and needed basis throughout the assignment in order to monitor progress;
  • The individual is required to maintain close communication with UNDP-RBAS on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, S/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly;
  • Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work.

DURATION OF THE WORK

The duration of the assignment is expected to be 60 working days over a period of 6 months from contract signature date.

DUTY STATION AND TRAVEL PLAN

This is a home-based assignment. Part of this assignment may require the individual to travel to Arab and non-Arab countries. In such cases, unforeseen travel will be arranged and covered in accordance with UNDP rules and regulations.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. Also, please note that the contract price will be Deliverables/Outputs based - not fixed - subject to change in the cost components.

The contractor will be paid an all-inclusive Deliverables/Outputs based lump sum amounts over the assignment period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs) in line with the schedule of payments table within the Procurement Notice. 

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Candidates that fail to submit the required information will not be considered.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief Description of why the individual considers him/herself as the most suitable for the assignment, including references to how she/he will approach and complete the assignment.
  4. Technical Proposal A half page technical proposal detailing how they will approach the assignment, prioritizing activities to meet the deliverables as set above in the most efficient and effective manner;
  5. One previous sample of similar work: to demonstrate the individual’s competencies to undertake this assignment;

EVALUATION

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Master's degree in information and communication, public relations, cultural management, or related fields
  • Experience in music production and management strategy;
  • Proven experience working within the Arab region;
  • Language proficiency in both written and oral English and Arabic are required;

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria:

Technical evaluation Criteria max 100 points (Weighted 70):

  • At least 8 years of experience in coordinating, producing and curating cultural or media events and shows (30 points);
  • Experience in managing a team of individuals as well as draft a work strategy and implement it to meet specific deliverables (20 points);
  • Experience working with children and young individuals during casting, recording, and shooting; organizations (30 points);
  • Experience in studying policies, assessing cultural situations, curating a professional program (10 points);
  • Sample of previous work (10 points);

Financial Criteria - 30% of total evaluation

For those offers considered in the financial evaluation, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

Step II: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]
Financial Criteria weight: [30%]

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.
