Background

Landslides are a continuous and well-known hazard for Bosnia and Herzegovina and represent a complex and ever-increasing problem for authorities at all levels, as well as for affected communities. The Risk Assessment for Bosnia and Herzegovina adopted by the Council of Ministers in 2012 registers more than 1,800 active landslides in the country. The 1992-1995 war in the country caused massive migration of people, linked with illegal construction of houses in sloping living areas, or alongside riverbeds. Furthermore, lack of spatial planning documentation based on geological analysis leads to unsustainable territorial development and infrastructure investments, which in the long-term also causes landslide hazards. Human activities relating to expansion on unsafe locations, unscientific mining, haphazard construction of roads, dams and ignoring natural features also contributed to increased intensity of landslides.
UNDP is implementing interventions related to strengthening of resilience to disasters. As a part of the project Interlinking Disaster Risk Management in Bosnia and Herzegovina UNDP, in cooperation with Civil Service Agency of FBiH, aims to conduct a training on landslides management and risk mitigation to relevant local government stakeholders.
The Consultant will deliver a training on landslide risk management to relevant local government stakeholders. The trainings will be delivered in three different municipalities across Federation of BiH. This training package will increase capacities of the relevant local government counterparts and will contribute to overall better management of risk posed by landslides in BiH. To sustain and expand the knowledge in this area, the training will be delivered in cooperation with Civil Service Agency of Federation of Bosnia and Herzegovina, so it can be delivered to additional local governments country-wide.
 

Duties and Responsibilities

The scope of the work is to deliver three one-day training packages on landslides management, risk mitigation and landslides cadaster to relevant local government counterparts based on best practices and local and international standards. The task will include traveling to three municipalities in Federation of BiH (Vitez, Bihac and Tuzla) in order to deliver one-day training package.

The consultant will be expected to achieve following deliverables:

  • Overview of existing training material and manual on “Landslides Risk Management” created within UNDP project in 2015.

In detail, the consultant is expected to:
In order to prepare tailored training programme for local authorities, the national consultant will take existing training material from 2015 and update it with the most recently findings in the area of landslides management. The consultant will take into consideration the current risks associated with the landslides risk management in BiH, current relevant legal framework and existing practices in BiH.  As a result, national consultant will prepare draft report and share it with UNDP for comments that provides straightforward analysis of the existing deficiencies in the landslides risk management at local level, the list of recommended measures, divided from the most to the least urgent, to reduce the identified weaknesses, as well as the list of the recommended changes in training programme from 2015, if any. The final version of the report will include the comments provided by UNDP. 

  • Design of tailored training programme on landslides management, risk mitigation, landslides cadaster and update of existing manual on “Landslide Management and Risk Mitigation”

In detail, the consultant is expected to:
Using the findings from the overview of existing training material and manual on “Landslides Risk Management”, such as the specific training scope and topics identified therein, national consultant will design an outline of the training curriculum and training plan presenting the purpose, learning objectives, content and methodology to be used, training agenda, and training outcome to be used in training evaluation process. The outline will be submitted for approval to UNDP Project Team, and upon its consent the consultant will design full-fledged programme and materials for the training (one-day training in total). Training materials developed by the consultant will consist of:  agenda, PowerPoint presentation, compilation of relevant readings, list of references, exercises, tools, models of relevant legal documents and a training evaluation form. The UNDP Project Team will provide training material from 2015 as a template. The training will be delivered only upon UNDP’s approval of programme and materials.
National consultant will conduct a detailed review of the existing practical manual on “Landslide Management and Risk Mitigation” and, if necessary, update it with the most recently findings in the area of landslides management based on best practices and local and international standards. UNDP will approve final version of the manual after draft version was submitted to UNDP and all comments included.

  • Delivery of designed training programme on landslides management, risk mitigation and landslides cadaster

In detail, the consultant is expected to:
The consultant will deliver the designed and approved training programme to selected beneficiaries. The training aims at increasing knowledge and skills of selected municipalities and other relevant governmental institutions. The first one-day training will be held in Vitez municipality in April 2019, while the remaining two training packages will be finalized by the end of September 2019 in municipalities Bihac and Tuzla.
UNDP will provide logistical support for the organization of the training.

Required Skills and Experience

Academic Qualifications/Education

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, engineering, geology, environment or development or other related fields. BA in combination with 2 additional years of working experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 7 years of professional experience in landslides risk management;
  • Proven knowledge in preparing landslide rehabilitation designs, stability analysis and landslides monitoring;
  • Previous experience in landslides risk management and assessment;
  • Previous experience in creating landslides cadaster;
  • Previous experience in preparation of analysis and reports;
  • Proven experience on preparation of written reports in an accurate and concise manner;
  • Previous public presentation experience;
  • Good organizational, time management and facilitation skills.

Languages Requirements

  • Fluency in written and spoken B/H/S language is required for this assignment.
  • Working knowledge of English language will be considered as an asset.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Proposal:

o Explaining why they are the most suitable for the work
o Provide a brief methodology on how they will approach and conduct the work; or sample of previous trainings/presentations done by the consultant. Methodology (up to 3 pages) should list the proposed workplan including concrete activities and timelines of the assignment, short overview of relevant documents that will be used during the assignment as well as potential challenges and mitigation measures.


Financial Proposal

  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).

Travel:
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation
