Antecedentes
The United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) established a Country Office to facilitate coordination of the humanitarian response in Iraq. In 2019, the humanitarian community in Iraq will seek to meet the targeted needs of 1.75 million people, a population which includes both in-camp and out-of-camp IDPs, returnees, and vulnerable host communities. Effective coordination and government liaison is a core component of the comprehensive support strategy for the humanitarian community.
The National Humanitarian Affairs Officer will assist the OCHA office in strengthening coordination and communication with JCMC, within the council of Ministers Secretariat and other relevant Government entities. The Humanitarian Affairs Officer will also conduct information gathering and analysis to improve the overall understanding of the humanitarian context in Iraq, and so contribute to effective and efficient responses to identified needs.
Deberes y responsabilidades
Under the guidance and supervision of the Head of the Field Support Unit, the incumbent will be based at the Joint Coordination and Monitoring Center (JCMC) within the council of Ministers Secretariat, which is established and supported jointly by the UN and the Government of Iraq and will be responsible for the following duties:
- Contributes to the preparation of daily and weekly situation reports issued by the JCMC as well as internal OCHA reporting;
- Develops and maintains reference/resource information on specific policy related issues, and responds to inquiries and information requests internally and externally;
- Assists in the organization of meetings, seminars, conferences, workshops, etc. with the UN and JCMC to facilitate exchanges of professional expertise and views on specific humanitarian issues; serves as a reporter at such events;
- Maintains awareness of current humanitarian affairs and related issues, to include relevant political and policy developments in specific subject areas;
- Participates in technical assistance, disaster assessment or other missions to field locations;
- Establish and maintain close contact with JCMC staff and other relevant Government entities and maintain a contact list of INGO/NGO/UN Agencies and government authorities;
- Support information flow between the UN and JCMC through coordination meetings, updates regular reporting and other and other for and mechanism;
- Supports OCHA and JCMC in translating reports and updates from English to Arabic and from Arabic to English;
- Performs other duties as required.

Habilidades y experiencia requeridas
Education:
- Advanced university degree (Master`s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth science or a related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of two years with Master’s degree or four years with a first level university degree of progressively responsible experience in humanitarian affairs, emergency preparedness crisis/emergency relief management. Experience in rehabilitation, development, or other related area is an advantage.
Language:
- Fluency in English & Arabic (both oral and written) is required.
