Background

The Scheduled Tribe population represents one of the economically impoverished and marginalized groups in India. With a population of more than 10.2crores, India has the single largest tribal population in the world. This constitutes 8.6 per cent of the total population of the country (Census of India, 2011). Education is one of the primary agents of transformation towards development. Education is in fact, an input not only for economic development of tribes but also for inner strength of the tribal communities which helps them in meeting the new challenges of life. It is the single most important means by which individuals and society can improve personal endowments, build capacity levels, overcome barriers, and expand opportunities for a sustained improvement in their well-being.

Ministry of Tribal Affairs in its pursuit to provide free and quality education to tribal children have a scheme ‘Eklavya Model Residential School’ (EMRS). EMRS is an excellent approach for imparting quality education to ST children. Apart from school building including hostels and staff quarters, provision for a playground, students' computer lab, teacher resource room etc. are also included in the EMRSs. The scheme aims to bridge the gap in literacy level between the general population and tribal population.

MoTA continuous persistence to impart quality education to tribal children resulted in expanding the network of EMRS across India while ensuring quality, the Cabinet Committee on Economic Affairs, in its meeting held on 17th December, 2018, has decided that by the year 2022, every block with more than 50% ST population and at least 20,000 tribal persons, will have an EMRSs will be on par with Navodaya Vidyalayas and will have special facilities for preserving local art and culture besides providing training in sports and skill development. Across the country, as per census 2011 figures, there are 564 sub-districts i.e. blocks/taluka/tehsil having more than 50% ST population and at least 20,000 tribal persons. Out of these sub-districts, at present 102 sub-districts have EMRSs.

Within the above scope, the Consultant (IT and Online Processes) will provide technical support to Ministry of Tribal Affairs to provide technical assistance to roll out the mandate of establishing new EMRSs.

 

Duties and Responsibilities

The Consultant (IT and Online Processes) will work under the overall supervision and direction of Joint Secretary, Ministry of Tribal Affairs and National Project Director, MoTA-UNDP project and direct supervision of Director In-charge of EMRS Division, Ministry of Tribal Affairs and will perform the following functions:

  • Technical assistance to translate Ministry’s requirement by designing technology for the most efficient and cost-effective and sustainable IT solutions;
  • Developing a comprehensive EMRS Portal along with dashboard to capture information related to Students / Staff/ Infrastructure facilities etc and maintenance of online database of all EMRS
  • Ensure effective functioning of the EMRS portal and support in extraction of data to help in monitoring and decision making;
  • Regularly examine the existing IT system, track flow of data and recommend changes/Upgradation etc. to make the system more effective for its optimum utilization and in line with emerging technologies;
  • Liaise with NIC for smooth functionality of the IT systems at different levels, resolution of system related issues, and eradication of bugs, provide clarifications to the states on system-based queries etc;
  • Creation and management of database for student performance tracking
  • Liaise with the NIC on the system maintenance and Upgradation, if required;
  • Manage and track data, backup and ensure data security adhering to the policy/guidelines;
  • Perform the role of the Administrator for the EMRS Portal in consultation with the concerned departments;
  • Undertake the training need assessment and support required for effective and timely implementation of the IT systems at national and state level;
  • Prepare User Manuals, training module, plan and organize training of various stakeholders at national and state level for effective use of the IT solutions;
  • Assist in generating reports to meet the reporting requirements of various stakeholders.
  • Perform any other tasks assigned from time to time by the Supervisor.

Required Skills and Experience

 

Academic Qualification:  

  • B. Tech (Computer Sciences/Information Technology). Masters in Computer Applications

Professional Experience:

  • Minimum 7-8 years of professional work experience in managing information technology driven projects.
  • Deep understanding of Microsoft .Net technologies, architecture, configuration, deployment and performance.
  • Significant application development experience in designing and building application using technologies like .Net, C#, ASP.net, Webservices and AJAX.
  • Experience of developing Systems/ process for online monitoring of various programmes/ schemes in Central Government.   
  • Experience of working with the Government institutions in information technology will be an asset.

Language Requirement:  Excellent knowledge of written and spoken English and Hindi is required

 

Schedule of Payments

  • Consolidated monthly Fee (Remuneration) of Rs. 80,000/- payable upon certification from the Ministry of Tribal Affairs

Evaluation Criteria

Shortlisting would be done based on the following criteria. 

  • Educational Qualification:             30 marks;
  • Relevant Experience:                      30 marks;

Only candidates obtaining a minimum of 70% (i.e. 42 marks) would be considered for interview.

  • Interview:                                           40 marks.

The award of the contract shall be made to the candidates scoring the highest combined marks based on the above criteria.
