Background

The Position:

The Programme Associate position is located in UNFPA Kosovo Office. Under the overall supervision of UNFPA Kosovo Director, direct supervision of Assistant Representative, the Programme Associate supports implementation of UNFPA Programme in Kosovo. The Programme Associate is a part of a team, which provides integrated programme and operational support within a systems strengthening approach fundamental to UNFPA’s overall strategy. The Programme Associate works in close collaboration with the Assistant Representative, Administrative/Finance, Programme and Project staff to exchange information and ensure consistent program delivery.

Job Purpose:

The Programme Associate supports the design, planning and management of UNFPA Kosovo programme by analyzing relevant political, social and economic trends and providing inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Associate contributes with programme/ project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation.

The Programe Associate will support UNFPA Kosovo programe and project implementation of activities with focus in the areas of population data and development.

Duties and Responsibilities

Programme Associate would be responsible for:

  • Participation in the identification and formulation of the country programme and component projects on population and development and other areas within the Country Programme by compiling and analyzing information in the subject area including the collection and analyzing the statistical data.
  • Drafting concept notes/project proposals in the area Population and Development 
  • Supports other staff at the time of development of concept notes/project proposals including development of adequate logical frameworks with Monitoring and Evaluation plans. 
  • Supports implementation of initiatives in the area of Population and Development including the cooperation with local stakeholders (public and civil society) and facilitates work of the consultants. 
  • Contributes in evaluation of programme and project activities, establishing and implementing   monitoring and evaluation mechanisms and assess the achievement of results. 
  • Conducts field visits, participates in review meetings and evaluation missions, and provides inputs to progress reports in the area of Population and Development. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations. 
  • Coordinates Programme and project implementation in the field of population and development by  establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs. 
  • Contributes to documenting the results and lessons learned, success stories and best practices and drafting relevant materials for dissemination. 
  • Supports advocacy and resource mobilization strategy of the office by compiling and synthesizing relevant information and provides assistance in organizing and conducting donor meetings and public information events.
  • Analyzes and interprets the political, social and economic environment relevant to population and development and identifies opportunities for UNFPA assistance and intervention. Contributes in analyzing policy papers, strategy documents, national plans and development frameworks, and provides support in preparing policy briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks. 
  • Reviews IPs quarterly narrative and financial reports, supports implementation of regular spot checks aimed to following up the work of IPs, ensuring their accountability and preventing fraud. 
  • Provide support to UNFPA Assistant Representative in the Monitoring and Evaluation Results Group of UNKT including the discussion with other UN agencies on CDP related issues (development of CDP annual work plans, development of CDP annual reports, planning and implementation of CDP evaluation etc). Participates in other UNKT Result Groups and Task Forces, namely those related to population and development, social inclusion, and SDGs. 
  • Supports and contributes in setting up the Programme’s M&E system based on existing UNFPA formal Monitoring and Evaluation Guidelines. 
  • In case of emergency declared by UNFPA Kosovo, actively supports preparation and analysis of the findings from the initial inter-agency quick impact and needs assessments to jointly determine priority response actions. Assist the Emergency Preparedness Team in preparation of requests for UNFPA Emergency Funds, and develop a simple but detailed monitoring and evaluation plan for all interventions in collaboration with the implementing partners. 

Work Relations 

  • The Programme Associate maintains collaborative relationships with all programme and project staff at the Kosovo, as well as with programme staff in other CO-s and programme advisers in EECARO. Internal contacts include the UNFPA Kosovo Director, Assistant Representative, the Programme Analyst SRH/Youth, Operations and programme/ technical team. External contacts include other UN agencies in Kosovo and other national international partners.

Required Skills and Experience

Education:  

  • Advanced degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience: 

  • Minimum 2 (two) years  of professional experience in the field of development and population activities.
  • Experience in programme/project management is required.
  • Experience in Monitoring and Evaluation is desirable. 
  • Experience using office software packages and web-based management system.
  • Previous experience with UN is an asset.

Languages: 

  • Fluency in English and Albanian is required; knowledge of Serbian language is desirable.
