Background

The “Scaling-up Investment in Low-Carbon Public Buildings” project, which is funded by Green Climate Fund (GCF) and implemented by UNDP, aims to overcome barriers to investment in low-carbon retrofits of public buildings by addressing country and sector-specific investment risks. The project started in September 2018 with a $17.34 million USD grant from the Green Climate Fund and it will run for 8 years. The project has two main outputs which are as follows:

  • Output 1 will provide technical assistance (TA) to public and private sector stakeholders at municipal, cantonal, entity and national level in BiH to help address non-financial barriers, and to create conducive policies, regulations and capacities for implementation of the National Investment Framework for Low-Carbon Public Buildings.
  • Output 2 will facilitate implementation of the National Investment Framework for Low-Carbon Public Buildings, including the required investment support to improve risk-return profiles and to bring prospective low-carbon building projects to financial close.

Overall, the project aims to result in a direct reduction in greenhouse gas (GHG) emissions of 2,02 million tCO2e over the lifetime of the investments enabled, at a cost to the GCF of US$ 9/tCO2e. Additionally, significant indirect emissions can be expected :7.1 - 8.1 million tons of CO2 reduction due to the project enabled market transformation – yielding a total estimated cost per ton of CO2 reduced to US $1.8. The project will also directly benefit 150,000 people – occupants and users of public buildings (4% of the total population), including 80,000 women, and will lead to creation of over 5,630 new full-time equivalent (FTE) jobs.
The project aims to promote women’s participation in capacity building and awareness-raising related to energy efficiency in buildings through dedicated focus on gender-specific initiatives. It will provide market education and awareness to the public, especially to women about the positive effects on children’s health and safety of the retrofitted schools and hospitals, and will seek to engage with NGOs, including women organizations, to become agents of change and promote the positive results of energy efficiency measures in terms of environmental, social and economic benefits.

Under the overall supervision and guidance of the GCF Project Manager, the International Consultant will have the responsibility for conducting a comprehensive revision of the gender action plan, and improving it and aligning it to properly support the Funding Proposal Activities and Results Framework and preparing and completing an updated full gender assessment for the project which is focused on scaling-up investment in low-carbon public buildings in BiH. It is important that the consultant fully assesses, identifies and strengthens gender components of each project activity and related M&E framework to ensure reporting, monitoring and evaluation fully address the gender issues of the project. The project’s updated gender action plan, together with related monitoring and evaluation activities, should be reinforced with gender-responsive approach and gender-sensitive data collection. The project should report, reflect, codify and disseminate best practices and the evaluative knowledge generated by the project to inform and influence the approach of the government and other development partners to future programs and projects in helping them to be progressively more gender responsive. 

The assignment will consist of two five-day mission to Bosnia & Herzegovina which will be paid for in accordance with UNDP’s policies and procedures on mission travel. The five-day mission does not include travel days meaning that the total assignment is broken down into 11 home-based days, 4 travel days, and 10 days on mission. The dates for the mission will need to be agreed between the UNDP Country Office and the international consultant – gender expert.

Duties and Responsibilities

The consultant’s main responsibilities are as follows:

  1. To liaise with the relevant experts in Government, NGOs, CSOs, Private Sector, Development Partners to obtain critical input, including expert advice, information from relevant documents that can feed into the preparation of a gender assessment and action plan;
  2. To organize and collate information based on a series of consultations with stakeholders in BiH;
  3. To conduct a full revision of the current gender action plan and synthesize key information from existing documents of relevance including UNDP BiH gender assessment reports, within the given scope of the Project;
  4. To propose gender related project indicators and targets to be aligned in the Funding Proposal and Results framework of the Project;
  5. To identify project entry points for gender mainstreaming and conduct comprehensive gender assessment in line with the UNDP and GCF methodological guidance and requirements; assess all project activities and identify gender components within each of them.
  6. To support with substantive inputs towards addressing comments from UNDP
  7. To provide an initial monitoring and reporting report at the end of the assignment which provides information on the progress that has been made since the start of the project in meeting the gender related indicators and targets;

Payments

The international consultant- gender expert will be paid in three instalments as follows:

  • Instalment #1 – Presentation of desk review and inception report and action plan – 28%
  • Instalment #2 – Draft Updated Gender Action Plan, Logical Framework, Indicators – 40%
  • Instalment #3 – Finalized Updated Gender Action Plan, Monitoring and Reporting on Indicators – 32%

Instalment #1 is expected to take place prior to or at the same time as the mission to BiH. Instalments #2 and #3 are expected to take place after the mission #1 following submission of the draft updated Gender Action Plan and then the finalized Gender Action Plan. All payments should be first certified by the UNDP GCF Project Manager and the UNDP Country Office.

Required Skills and Experience

Academic Qualifications/Education

  • Minimum Master’s degree in development, social sciences, gender, environment, climate change mitigation or related fields;
  • At least 8 years of professional experience working in or with international organizations;
  • At least 5 years of experience in conducting gender analysis and developing gender strategies in the climate change mitigation sector;
  • Demonstrated expertise in gender issues in the climate change mitigation sector;
  • Demonstrated experience on working with stakeholders in the government as well as development partners on gender issues;
  • Proven experience of conducting similar nature of assignment in the past preferably for UN organizations;
  • Familiarity with technical issues related to low carbon public buildings;
  • Ability to operate in different cultural settings and with a variety of stakeholders who are culturally and gender sensitive;
  • Experience on working in the Europe and CIS region;

Languages Requirements

  • Excellent writing, editing, and oral communication skills in English

 

Evaluation

Award Criteria: The consultancy will be awarded to the highest qualified applicant through the combination of technical qualifications and financial offer.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial Proposal

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).

Travel;
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

  • For an assignment requiring travel, consultants of 65 years or more require full medical examination and statement of fitness to work to engage in the consultancy.
